Abstract:To protect cultivated land in China, new round land use planning has absorbed the concept of gross control of urban-rural construction land. It would have a great influence on future land use. One of these influences which could be foreseen is that we can't meet the demand of land of urban-rural construction in a sole way any more, which is transforming cultivated land into construction, and it should be replaced by a balance between the old way and an improvement of land use's internal efficiency. There is no doubt that rural residential land is the most potential, so the distribution change of rural resident land will be implemented in a large scale. There are two modes of the distribution change of rural resident land the writers will discuss, and they are distribution change in original villages, moving to center villages. After distribution change, we have to face another problem which is how we can deposit the old houses on original location. There are three ways, such as continuing using or demolishing it to turn back to cultivated land or leaving it lying waste. At last, the author develops a new mode named exploiting one place after another to integrate distribution change and disposition manners of old houses on original location. Government should weigh the advantages and disadvantages, then go after advantages and avoid disadvantages, and guide the owners to make proper choice, and then provide financial support and policy supply, so as to guide the rural resident land distribution change to an ideal circumstance which is more efficient and fair.
