Major Development Goals and Indicators for China’s 12th Five-Year Plan

Abstract:In the 12th Five-Year Plan period (2011-15), we should put people first, and promote socialist modernization with Chinese characteristics, thoroughly apply the Scientific Outlook on all-round economic, political, cultural, social and ecological development. The development goals should highlight national strategic intentions, specify the priority of government work, and guide the behaviors of market entities. The targets would require the balance between ambitious and feasible, both integrated and complementary. The goals for China’s next five-year development include: stable performance of macro economy, optimizing and upgrading industrial structure, strengthening capacity of sustainable development, ensuring equal and comprehensive access to basic public services and urban and rural people, getting high human development status, promoting balanced development among regions, urban and rural, promoting the improvement of socialist market economic system, promoting socialist democratic politics and socialist cultural development. Comparing with previous five-year plans, the proportion of non-economic indicators increase to as high as 89.5%,and green development 51.1%, demonstrating government priority shift from the pursuit for economic growth to provide public service and China’s development paradigm shift to green development.
