Abstract:If the United States represents a full integration of monopoly-finance capital and the Internet, China, as a latecomer country, is poised to adopt a similar goal of making broadband more central to the Chinese style capitalism in the aftermath of the 2008 global economic crisis. A review of recent trade journals can provide a sense of the new trends we are already seeing: Telecom operators have competed to expand their wired and wireless broadband networks, recently under the state’s new national broadband strategy. Broadband is expected to become the platform for trade in software and IT services, such as logistics, E-commerce, and consulting. Meanwhile, cloud computing and the Internet of things, the two “most promising” ICT applications, are equally seen as the new, trillion-dollar information service industries, capable of transforming the wider economy and social life.

Abstract:To explicate the ascent of the internet into a primary site of economic restructuring, this chapter historicizes broadband internet in China, focusing on the evolving political economy of networks after the neoliberal reform. It argues that the take-up of broadband took place when China’s outward-looking economy has become full blown and crisis-ridden. In this new context and especially after 2008, broadband is interwoven into the state’s manifold thrusts of constructing for an alternative commanding-height economy. However, new contradictions, which the broadband China program fell short of addressing, including labor discontent, excessive competition in the urban access market, and corporate disincentives to expanding networks in the countryside, continue to hamper broadband from becoming the strategic public infrastructure that state leaders hope to make it.

Abstract:Broadband infrastructure, as a basis of digital economic development, plays an important role in accelerating the enterprise digital transformation. Using the "Broadband China" strategy as a quasi-natural experiment, this paper investigates whether and how the broadband infrastructure affects enterprise digital transformation. We find that the construction of broadband infrastructure significantly increases enterprise digital transformation. The underlying mechanism is that the broadband infrastructure mitigates transformation costs and facilitates competition among peers within the same industry, thereby promoting enterprise digital transformation from both active and passive aspects. The effect is magnified when enterprises are small-scale, non-SOEs and in high-tech or technology-intensive sectors. Under the rapid development of the digital economy, this paper contributes to the economic consequences of the broadband infrastructure and offers empirical support for enterprise digital transformation.

Abstract:Hong focuses on how the state, in conjunction with market forces and class interests, is constructing and realigning its digitalized sector. State planners intend to build a more competitive ICT sector by modernizing the network infrastructure, corporatizing media-and-entertainment institutions, and by using ICT as a crosscutting catalyst for innovation, industrial modernization, and export upgrades. The goal: to end China’s industrial and technological dependence upon foreign corporations while transforming itself into a global ICT leader. The project, though bright with possibilities, unleashes implications rife with contradiction and surprise. Hong analyzes the central role of information, communications, and culture in Chinese style capitalism. She also argues that the state and elites have failed to challenge entrenched interests or redistribute power and resources, as promised. Instead, they prioritize information, communications, and culture as technological fixes to make pragmatic tradeoffs between economic growth and social justice.

Abstract:'Broadband China' strategy launched in 2014 aimed to expand information infrastructure coverage of Chinese cities. This study shows that the information infrastructure facilitates knowledge diffusion among pilot cities of 'Broadband China', using this as a quasi-natural experiment. Further analysis reveals a positive interaction effect between information and transportation infrastructure on intercity knowledge diffusion. These findings imply that developing information infrastructure is vital for technological innovation.

Abstract:China's 13th Five-Year Plan (FYP) is the first chance for the Xi-Li administration, which assumed leadership at the 18th Party Congress, to solidify a new course. Notably, ICT is the highest priority sector in the 13th FYP. This article highlights the ascent of the Internet in China's national strategy. It illustrates why and how ICT development-accelerated by the spread of high-speed Internet-is tasked to underpin China's rise as a global power and its internal transformation. More important, drawing on the geopolitical economy approach that emphasizes the economic roles of states in sustaining and animating the capitalist world order on the one hand, and the digital capitalism literature that deems the political economy of ICT as an increasingly primary dimension of global capitalism on the other, this article sets up a conceptual framework for interpreting this key policy document and China's ICT policy in general.

Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.

China’s mobile network technology is also developing rapidly. The development of communication technology has driven the development of society. Nowadays, the development of 5G wireless communication technology has greatly promoted the research of related technologies. With the advancement of the times, the number of people surfing the Internet has also increased greatly. China’s wireless communication technology will be greatly developed, and its application prospects are very broad, which has laid a great foundation for future scientific research and played a certain role. This paper further studies through the research of the core technology of 5G wireless communication technology. The core technologies of 5G wireless communication technology mainly includes wireless transmission and network architecture technology, Non-orthogonal multiple access technology, D2D communication networking, MIMO antenna technology, simultaneous co-frequency full-duplex technology, intelligent technology. With the advancement of time, 5G technology will be commercialized after 2020, which will meet the rapid development of mobile Internet services in the future and bring new experiences of users. As the research progresses, the key technologies of 5G will gradually become clear, and will enter the stage of standardization research and formulation in the next few years. 5G communication technology is the most advanced mobile communication technology. Compared with 4G communication technology, it is more than ten times faster than its data transmission speed, and has a significant advantage in fast transmission rate. From the practical application of 5G communication technology, the transmission speed can be guaranteed in the case of 28 GHz band 1Gbpses, and the transmission speed of 4G communication technology under the same conditions can only reach about 73Mbps, and the asymmetric data transmission capability is only higher than 3Mb/s. It can be seen that 5G communication technology achieves a significant increase in transmission speed.

Abstract:To stimulate a debate about the rise of China's digital economy, this essay compares China and the US in one key area of the digital economy – e-commerce and internet-based services. China still lags behind the US in internet penetration, but it distinguishes itself by building a mobile-first, fiber-intensive, and inclusive digital infrastructure. A favorable infrastructure, innovations tailored to the large Chinese market, and local firms' rapid commercialization of products and services turned the world's largest domestic population into active online consumers, helping China overtake the US by a large margin in retail e-commerce and digital payment. While China translated digital technologies into leading business-to-customer and customer-to-customer businesses, it has not been so successful in business-to-business services. The US is still ahead in the general-purpose technologies underlying the digital economy.

Abstract:This paper explores the way that increasing engagement in international standardisation processes has enabled Chinese firms to become global players in mobile telecommunications technologies and China to become a major influence in the international information and communications technology (ICT) standards arena. From a ‘social shaping of technology’ perspective it examines the development of the third generation (3G) TD-SCDMA (time division synchronous code division multiple access) mobile telephony standard (TD) and the path laid towards the next generation of mobile broadband standards and technologies. The paper highlights the complex interactions between a wide array of players involved, including national and foreign firms, and different sections and levels of the Chinese state. TD's success was by no means predetermined. China eventually adopted a pragmatic approach implementing TD and the two established Western standards. This complex history and interplay between Chinese and foreign players calls into question the idea of national or indigenous technologies for large-scale infrastructures, and highlights the limitations of national strategies in globalised innovation processes.

Proceedings of the ACM on Measurement and Analysis of Computing Systems

Abstract:Transnational Internet performance is an important indication of a country's level of infrastructure investment, globalization, and openness. We conduct a large-scale measurement study of transnational Internet performance in and out of 29 countries and regions, and find six countries that have surprisingly low performance. Five of them are African countries and the last is mainland China, a significant outlier with major discrepancies between downstream and upstream performance. We then conduct a comprehensive investigation of the unusual transnational Internet performance of mainland China, which we refer to as the "Great Bottleneck of China". Our results show that this bottleneck is widespread, affecting 79% of the receiver-sender pairs we measured. More than 70% of the pairs suffer from extremely slow speed (less than 1 Mbps) for more than 5 hours every day. In most tests the bottleneck appeared to be located deep inside China, suggesting poor network infrastructure to handle transnational traffic. The phenomenon has far-reaching implications for Chinese users' browsing habits as well as for the ability of foreign Internet services to reach Chinese customers.
