Abstract:Despite China's economic achievements in the last two decades, the market reforms have also brought about a widening income gap, reduction in social welfare, and rising unemployment. These factors are responsible for the emergence of a large number of urban poor, primarily composed of laid-off workers, unemployment persons, retired labours and urban migrants. As a marginal group, they suffer from economic inadequacy as well as violation of civil rights. Consequently, the urban poor raise a heightened anger with the negative result of the accelerated institutional transition and government's inability to respond to social problems. Thus conceived, this paper will attempt to (1) analyze the changing mechanisms for the new urban poverty stratum in China; (2) examine the effect of urban poverty on political protest and social upheavals; (3) examine the current policies and its deficits.

Abstract:This paper investigates the poverty and inequality in urban China during the period of rapid urban reforms. It shows that the incidence of urban poverty declined from 1992 to 1995, but increased from 1996 to 1998, when major urban reforms were launched. The western region has the highest concentration of urban poverty, and the income gap between the region and rest of China has been widening over time. A further decomposition analysis shows that rapid economic growth has been the major force behind reduction in urban poverty, but the poverty reduction impact would have been even greater if worsening income distribution had been avoided.

Abstract:Abstract This chapter examines several different standards that have been used for defining and measuring urban poverty in China, and the resulting estimates of poverty rates and trends. The best estimates are very low in comparison with other large developing countries, but still well above the almost-zero rates generated by the most austere poverty lines used. Urban poverty rose from the 1980s into the 1990s and then fell after about 1997. The identification of interesting changes in the characteristics of the urban poor is followed by a discussion of government benefits programs. The changing composition of the income of poor and near-poor urban residents reveals no evidence that direct benefit payments had a significant impact on their incomes. China's safety net and other benefits programs did not have a measurable impact on urban poverty by 2002 and were not the cause of urban poverty decline.

Abstract:Radical economic reform and rapid marketization in the late 1990s could be expected to create new poverty and insecurity in Chinese cities. Accordingly, the extent and nature of poverty in urban China is examined by means of a 1999 cross-section household survey. Three types of poverty-"income and consumption", "income not consumption" and "consumption not income"-are distinguished. A large proportion of the poor have income above, but consumption below, the poverty line. The estimated consumption function shows the importance of consumption smoothing, of precautionary considerations, of saving for investment opportunities, and of special needs related to the presence of children or sickness. An exercise is conducted to compare the three types of poverty by decomposing the divergence in the consumption of each poverty group from its benchmark consumption. Unpredicted financial assets and income, and differences in special needs, are important in contrasting and explaining the three poverties.

Abstract:The purpose of this chapter is to understand the structure of rural poverty in China. On the basis of CHIP data for 1988, 1995, 2002, 2007, and 2013, the authors analyze poverty trends and the structure of poverty, comparing the recent period to earlier periods. Factors that raise household income, factors that reduce the need for household expenditures, and other factors related to China’s poverty alleviation goals are considered. The analysis finds that although the absolute poverty rate continued to decline, the poverty gap and relative poverty increased after 2007. An analysis of the reasons for poverty reveals some positive effects of the rural social welfare policies; however, health problems among the elderly, among children below the age of 15, and among disabled adults continued to be a key source of poverty.

Abstract:This article discusses new urban poverty under market transitions and economic transformation in China and stresses the persistency of urban poverty in current China.Transitional systems,economic reconstruction,and the entry of the floating population into the urban labor market have resulted in the rise of new urban poverty in China.First,we discuss the concept of new urban poverty and the research on new urban poverty,focusing on the statistics, characteristics,and causes of new Chinese urban poverty.Then,we argue that social equity has disappeared since the policy of“economic reform and opening the door”was launched in 1978,especialy during the period of urban reform from the 1980s to the 1990s.New urban poverty in China can be attributed to a variety of factors,such as:(1)the rise of laid-off workers and unemployment due to economic reforms and transitions;(2)low-paying jobs created in the private sector,smal-scale enterprises,and the service industry;and(3)the impact of the floating population on the urban labor market,which has made the problem of new urban poverty more acute.Finaly,the paper suggests several policy solutions to be pursued in employment,social security,and public services sectors to aleviate urban poverty in China.

Abstract:Abstract From 1979 to 2018, Chinaunderwentrapid urbanisation and large-scale population migration. As a result, the permanent urban population increased by about 659 million, and the numbers of rural poor decreased by 754 million. However, as migration from rural to urban areas has increased, rural poverty has reduced while urban poverty is gradually increasing. The co-existence of both rural and urban poverty poses new challenges to development. In this chapter, we analyse the characteristics of China’sinternal migrationand urbanisation process. We draw on relevant data to describe in detail the changes that have occurred since China’s Reform and Opening-up, as well as China’s programme in reducing rural poverty and current trends in urban poverty. As the rate of urbanisation in China enters a new phase, there is a growing imperative to improve and promote an integrated approach to both urban and rural development. We also discuss the new raft of anti-poverty and poverty-management measures.

Abstract:The present paper describes changes in poverty reduction in recent decades and the effects of income growth and inequality on poverty reduction in rural China. The paper also examines the main poverty alleviation policies implemented in rural areas over the past 10 years and assesses the effectiveness and efficiency of these policies from the perspective of targeting accuracy. It is found that China has achieved significant progress in rural poverty reduction in recent decades, although the speed of poverty reduction has varied from one period to another. The largest contribution to rural poverty reduction has been economic growth, which has been increasingly offset by the inequality effect on poverty reduction. In addition, poverty alleviation policies are effective, but not efficient.

Abstract:This paper analyzes the evolution of poverty in China from the late 1980s to the late 1990s, employing a version of Shapley decomposition tailored to unit-record household survey data. The changes in poverty trends are attributed to two proximate causes—income growth and shifts in income distribution. Different data sets, poverty lines, poverty measures, and equivalence scales are used to examine the robustness of the results. Potential biases arising from ignoring differential regional prices and inflation are also investigated. Notwithstanding some ambiguities in the results, it is consistently found that rural poverty increased in the second half of the 1990s and adverse distributional changes are the main cause. Abstract:This paper studies consumption and income poverty in rural China during the period from 1995 to 2018 using Chinese Household Income Project (CHIP) data. It finds that the wellbeing of Chinese rural residents has improved significantly during this period as part of China's rapid industrialization and economic growth. The incidence of poverty has fallen substantially, either measured in terms of income or consumption. However, consumption poverty is not consistent with income poverty. It was the substantial growth of consumption or income that brought about the sharp fall in poverty, whereas the redistribution of consumption or income in particular during the period from 2002 to 2018 was unfavorable for poverty reduction. A large number of rural household workers moved away from household farming to participate in local or urban non-farming activities, resulting in a fall in poverty in the households that engaged purely in farming, and economic growth led to a sharp fall in poverty within different rural household groups.

Abstract:It has been more than three decades since China started to transform its economy institutionally and structurally. The economic transformation has stimulated rapid economic growth in both GDP and personal incomes. From 1978 to 2007 annual growth of GDP averaged close to 10 percent and of household per capita income more than 7 percent. The rate of economic growth was even more impressive in later years, including the period under study in this chapter. From 2002 to 2007 annual growth in GDP was 11.6 percent, and in rural and urban household income per capita 6.8 and 9.6 percent, respectively. 1

Abstract:Applying the Shapley decomposition to unit-record household survey data, this paper investigates the trends and causes of poverty in China in the 1990s. The changes in poverty trends are attributed to two proximate causes; income growth and shifts in relative income distribution. The Foster-Greer-Thorbecke measures are computed and decomposed, with different datasets and alternative assumptions about poverty lines and equivalence. Among the robust results are: (i) both income growth and favourable distributional changes can explain China’s remarkable achievement in combating poverty in rural areas in the first half of the 1990s; (2) in the second half of the 1990s, both rural and urban China suffered from rapidly rising inequality and stagnant income growth, leading to a slow-down in poverty reduction, even reversal of poverty trend.

Abstract:The study focuses on two components of total poverty: chronic and transient poverty, and investigates their relative importance in total observed poverty, as well as the determinants of each components. We found that transient poverty accounts for a large proportion of total poverty observed in the poor rural areas of China. By analyzing the determinants of the two types of poverty, we found that household demographic characteristics, such as age of the head of households, family sizes, labour participation ratio, and educational level of the head of the households, are very important to the poverty status of households. These factors matter more to chronic poverty than transient poverty, and have greater impacts on the poverty measured by consumption than that measured by income. Besides the demographic factors of households, other household factors like physical stocks, the composition of income, and the amount of cultivated lands also have significant effects on both chronic and transient poverty. It is also confirmed that change in cash holding and saving and borrowing grain are used by rural households to cope with income variation and smooth their consumption. Attributes of community where the households reside are also important to poverty. With very few exceptions, we did not find that poverty programs have significant impact on poverty reduction at the households' level. We interpreted this as the poverty programs benefiting the wealthy more than the poor in a given poor area. The main reason for this could be that the implementation design of these programs fails to target the poor.

Abstract:The structure of poverty in the People's Republic of China is investigated using the Household Income Survey for the reference period of 1988. The poverty line is set equal to 50 per cent of median income in the entire country and a new approach by Jenkins and Lambert (1995, 1997) in aggregating poverty is used. The results show that, as expected, poverty in China is almost entirely a rural phenomenon. Poverty is most extensive in the western part of the country, but nevertheless the rural poor are found all over the country. While there is more poverty in areas officially classified as poor areas than elsewhere, most of the Chinese rural poor do not live in such areas. Further, most persons living in classified poor areas are found to be not poor. Poverty status in rural China is found to vary remarkably little by age or by gender.
Globalization and the Urban Poor in China

Abstract:This paper examines the distributional impact of globalization on the poor in urban China. Employing the kernel density estimation technique, we recovered from irregularly grouped household survey data the income distribution for 29 Chinese provinces for 1988-2001. Panels of the income shares of the poorest 20, 10 and 5 per cent of the urban residents were then compiled. In a fixed-effect model, two of the central conclusions of Dollar and Kraay (2002)—that 'the incomes of the poor rise equi-proportionately with average income' and that trade openness has little distributional effect on poverty—were revisited. Our results lend little support to either of the Dollar-Kraay conclusions, but instead indicate that average income growth is associated with worsening income distribution while globalization in general, and trade openness in particular, raises the income shares of the poor. It is also found that openness to trade and openness to FDI have differential distributional effects. The beneficial effect of trade was not restricted to the coastal provinces only, but also weakened significantly after 1992. These findings are robust to allow for nonlinearity in the effect of globalization and to control for the influence of several other variables.

Abstract:This article examines recent trends in inequality and poverty and the effects of distributional policies in China. After a discussion of data and measurement issues, we present evidence on national, as well as rural and urban, inequality and poverty. We critically examine a selection of policies pursued during the Hu-Wen decade that had explicit distributional objectives: the individual income tax, the elimination of agricultural taxes and fees, minimum wage policies, the relaxation of restrictions on rural-urban migration, the minimum living standard guarantee programme, the "open up the west" development strategy, and the development-oriented rural poverty reduction programme. Despite these policies, income inequality in China increased substantially from the mid-1990s through to 2008. Although inequality stabilized after 2008, the level of inequality remained moderately high by international standards. The ongoing urban-rural income gap and rapid growth in income from private assets and wealth have contributed to these trends in inequality. Policies relaxing restrictions on rural-urban migration have moderated inequality. Our review of selected distributional policies suggests that not all policy measures have been equally effective in ameliorating inequality and poverty.

Specifically, the article examines urban poverty in relation to economic restructuring and the transformation of the welfare provision system in three stages of market reforms. The article first examines the overall economic growth strategies at the national level, and then examines local government policy outcomes at the city level. The impacts of institutional changes on urban poverty and social inequality are subsequently. Abstract:Using the nationally representative Urban Household Income and Expenditure Survey (UHIES) conducted by the National Bureau of Statistics (NBS) of China, we document a steadily rising trend in income and consumption inequality during the period from 1992 to 2003 in urban China. Despite the rising urban inequality over time, the social welfare of urban residents unambiguously improved because every income group saw their income and consumption increase over this period (higher income groups experienced faster increases). Moreover, consumption inequality follows income inequality very closely. Labor income inequality accounts for about two‐thirds of total income inequality quite consistently over time. We find that only about one‐third of urban inequality can be attributed to observable individual choices and characteristics, of which education has increasing explanatory power, while regional differences become less important over time. We also find that restructuring of the SOE sector, urbanization, and globalization are important contributing factors to rising overall urban inequality and the within‐group inequality not accounted for by observable individual choices and characteristics.
