Abstract:Ever since 1990s,food safety economy abroad has become a new economic science and is maturing steadily.Compared with relative mature research of food safety consumption economy,the research of food safety production economy has also developed remarkably,forming an important branch in the research area of food safety economy.The research of food safety production economy abroad has developed significantly in the following three respects.1.Food safety production is of obvious economy nature.Food safety refers to such features as food hygiene and food nutrition,ensuring that food safety covers the entire farm-to-table process and the whole supply chain.Many countries lay emphasis on establishing food safety control system that can be traced from the consumer terminal to the production source of the farm.Production is the base.The economy of safety production can be evaluated by the relation between production defective rate and the cost.Enterprise produces quality products at the lowest cost possible.2.Economic analysis of food safety production.(1) The research of food safety production abroad focuses more on food producers,government administration and its' relation,such as economics of food safety regulation,food safety policy options and efficiency,traceability economics,analysis of behavior and factors of safety food production.(2) Three basic principles for the analysis of food safety production economy.a.Search goods,experience goods and credence goods,but the credence goods for foods.b.Asymmetry and imperfection of food safety information,including asymmetric imperfect information and symmetric imperfect information according to consumer and manufacturer's perceive level of production information and information acquisition of both sides.c.Quality different goods provided by manufacturer according to the consumer's needs for foods.(3) Production economy method and industry economy theory can be adopted in the research of food safety production,especially in establishing food safety production function and model by the means of econometrics on the assumption that enterprise has quality control technology either input-output separability or nonjointness in inputs.3.No such thing as free safe lunch.Some countries have already adopted compulsory principle of HACCP to enhance safe control on food production.Government and scholars have attached great importance to experience analysis of regulation economy of food safety.A lot of research results have showed no such thing as free safe lunch,but the overall social welfare will be improved although there are additional cost put into practice of HACCP.The price of safer food can be appropriately raised,using the pricing system of high-quality and high-price for safety food in the market mechanism,so that enterprise will provide more safety foods for public.The research of food safety economy abroad has been advancing greatly,and China has just started its academic research in this field.Food safety production economy is a research worth concern.China should attach importance to the research of food safety production economy to catch up with the academic research in the field abroad and to better serve the establishment of China food safety control system.

Abstract:Over the last decade great attention has been paid to food safety/quality control due to the increases of food especially pesticide residues related diseases in China. Firms of Chinese vegetable industry have adopted a number of standards that can enhance safety of products. This study uses binomial and ordinal Logistic Regression Models to identify the determinants that influence the adoption behavior and adoption magnitude of food safety/quality standards in Chinese vegetable processing sector. The findings indicate that adoption behavior and adoption intensity are very closely linked to firm's characteristics such as firm size, expected premium, export market, brand name, e-commerce, training frequency and traceability. Moreover, the results suggest that the significance and magnitude of the coefficients associated with the independent variables differ between binomial and ordered logistic models. The results provide policy implications for food safety regulation and promote adoption of standards in Chinese vegetable processing sector. (C) 2011 Western Social Science Association. Abstract:There is no denying that whether the rice,our staple food,is safe or not is a big concern for us.Using Binary Logit regression techniques,this article analyzes the key factors that put much impact on customer's choice of rice,based on the live survey in Nanjing,which shows customers' concern and opinion on the safety of rice and their cognition and attitude towards safe-rice.The result reveals that customers' approach over safe-rice is superficial as a whole.Also the result tells the extent to which customers concern the safety and recognize safe-rice,as well as their education and income,play a significant role on whether customers will buy safe-rice or not.Those with high diploma and income,more concerned about food safety and more familiar with the safe rice are the main customers of safe-rice.

New Online Market Connecting Chinese Consumers and Small Farms to Improve Food Safety and Environment

Abstract:In emerging economies where small farms are the main source of food supply, it is costly for the government to monitor and control food safety and production impact on the environment. However, the online food market can potentially give farmers stronger incentives to supply safer and more eco-friendly products, as they can access a national market where consumers are interested in healthy food, and they can differentiate their products by providing production information using videos and pictures. This research uses the choice experiment method to elicit farmers' preference for production practices and marketing channels in China where e-commerce and delivery businesses are fast-growing. Our main finding is that farmers perceive higher utility in selling safer and more eco-friendly products than conventional products when using e-commerce platforms, evidence of the online market's positive role in food safety enhancement. Our results also identify two types of farmers: traditional farmers and farmers open to the idea of online markets. Farmers who have higher education and live in villages with e-commerce service centers are more likely to be the latter.

Abstract:Based on literature review,this paper explores HACCP system decision mechanisms implemented by 117 domestic:food companies and analyzes the cost and benefit of those 66 companies which have implemented HACCP system.The behave motivation factors and main constrains are found,which influences food co-mpanirs' adoption HACCP system ay present.Therefore,the control method with market-stimulating in dominant position and administrative regulation in the complementary position is proposed.And it is also suggested that strategy of propelling the extension of compulsory HACCP certification gradually should be implemented in those large enterprises,especially in those with export advantages.And corresponding specific measurements are given finally

Abstract:Food safety risk, as an implicit cost of social and economic development, endangers the health of global residents, including China. To systematically understand the impact of socioeconomic development on food safety risk and to establish a sound modern governance system of food safety in China, this paper uses provincial panel data from 2011 to 2020 to explore the relationship between food safety risk and socio-economic development factors such as economic growth and income inequality by employing a two-way fixed effect model and moderating effect model. The results show that the food safety risk is a Kuznets curve, and the turning point is about RMB 58,104.59 per capita GDP (based on prices in 2011). However, under the moderating effect of income inequality, the turning point of the Kuznets curve of food safety risk will shift to the right, and the curve will be flattened. In other words, income inequality has a negative moderating effect on the "inverted U-shaped" relationship between economic growth and food safety risk. When dealing with food safety problems, the goal of stable and sustained economic growth and common prosperity should be incorporated into policy formulation to enhance the governance effectiveness of food safety risk.

Abstract:This paper discusses the significance of the food industry for the Zhejiang provincial economy and for provincial economies generally. It is suggested that the strong ties between the food industry and provincial economies in China means that the food industry can be a key influence in the economic development of regional China. Moreover, the geographically diffuse nature of the food industry in China gives the industry a strategic significance in countering regional inequality within and between provinces, a by-product of China's rapid growth over the past 25 years. For these reasons, change in the food industry, whether it has its origins in the introduction of western fast foods, or in environmental, technological or economic trends, not only assumes significance for the health of the Chinese people (as other papers presented to the International Cuisine and Health Workshop at Hangzhou have pointed out), but also for the wealth of the nation and the way that wealth is distributed.

Abstract:During the last 10-15 years the question about food safety has increasingly been a topic of great concern nationally and internationally. Traditionally there has been a conflict of interest between the developed countries with higher food safety standards and the developing countries with lower food safety rules. As long as adequate international rules persist the view of standards as barriers should be replaced by the view of standards as catalysts for increased food quality. This article looks at the food safety issue in China, the largest developing country. The Chinese exports of food products have been confronted with trade restrictions because the products did not comply with the high food standards in the USA, the EU and Japan. These difficulties have contributed to a greater concern in China about the quality of the food products. In the last ten years a series of changes in the rules and in the administration have taken place. It is a complicated task because it touches the whole food chain. The article tries to cast light on these important questions. What have been the consequences of inadequate food safety regulations in China? What have been done until now to improve the food quality standards in China? What further initiatives should be taken to improve the situation in the future?
Consumer Perception,Government Regulation and Food Safety in China——A Review and Extended Discussion

Abstract:Although many different factors can affect it,food safety is an economic issue in nature,not free from the basic contradiction between supply and demand. In this paper,we conduct a review of frontier research literature from the perspective of effective market needs along the two main lines of consumer perception and government regulation,and incorporate it into a basic analysis framework of supply and demand. The literature study shows that the frequent food safety incidents are stage results of extensive economic growth pattern; consumer perception and rational degree of government regulation have a strong guiding effect on the effective supply of food safety market. Policy decisions and institutional arrangements of food safety governance should not merely focus on restricting food supply. Stimulation of effective demand for food safety works better to optimize supervision resources and regulation effects. At present,studies on China's food safety problems still remain at the stage of general description,instrumental research,or empirical research in a specific field. Research on the intrinsic value and deep mechanisms of food safety economics is still gravely inadequate.

Abstract:Economic development and the evolution of food industry not only help to meet the human needs for food, but also cause worldwide health problems. Due to the imbalance of economic development and the difference of dietary habits, the population in China is faced with the problem of excessive food intake, obesity and the possible deficiency of some nutrients. In the past few decades, the food industry has profoundly affected people's intake patterns of nutrients such as energy, fat, salt and added sugar, as well as changed the nutritional structure of food and the risk of exposure to harmful substances. Food contamination caused by pathogenic microorganisms, pesticides and heavy metals are serious concerns. The dietary guidelines for Chinese residents provide basic principles for guiding the dietary behaviors of the public, but their implementation is hampered by people's lack of understanding of food and nutrition, traditional dietary habits, media misinformation and other factors. How to provide healthy and safe food for the people is an important issue at present. This paper discusses some basic concepts of healthy diet, how to promote healthy eating habits through education, how to preserve and process food to maintain nutrition, how to control food safety hazards, and other dietary related approaches that can promote health.
Food safety issues in China: a case study of the dairy sector

Abstract:Background: Over the past 10 years, food safety incidents have occurred frequently in China. Food safety issues in the dairy sector have increasingly gained the attention of the Chinese government and the public. The objective of this research is to explore consumption changes of dairy products of different income groups after these dairy safety incidents. Results: The research indicates that consumers' response to dairy safety risk is very intense. Dairy consumption has experienced a declining trend in recent years, and the impact of dairy safety incidents has lasted for at least 5 years. Until 2012, dairy consumption had not yet fully recovered from this influence. Using the random effects model, this study examined the relationship between food safety incident and consumption. Conclusions: Overall, the results show that consumers in the low-income group are more sensitive to safety risk than those in the high-income group. It can be seen from this paper that the decrease of urban residents' dairy consumption was mainly driven by changes in fresh milk consumption, while the decline of milk powder consumption, which was affected by the melamine incident, was relatively moderate, and milk powder consumption for the high-income group even increased.

Abstract:Food safety is related to public health, social welfare, and human survival, all of which are important and pressing areas of concern all over the world. The government plays an increasingly important role in the supervision of food safety. The role of the government, however, is also controversial. Using provincial panel data of China from 2005 to 2015, the present study intends to shed light on the associations between government intervention and food safety performance under two scenarios of local government—competition and noncompetition. This will be accomplished through an exploratory spatial data analysis and a spatial econometric model. The results reveal negative associations between food safety performance and government intervention without considering local government competition. As was also observed, government intervention not only inhibits the improvement of food safety in the region, but also has a negative spatial spillover effect on food safety in neighboring provinces. This is the result after considering government competition, thus, showing the competitive strategic interaction of the “race to the bottom”. Further analysis reveals that, if geographically similar regions are selected as reference objects, the food safety performance of each province will have a stronger tendency to compete for the better. If regions with similar economic development levels are selected as reference objects, food safety performance will have a stronger tendency to compete for the worse. This work provides new evidence for the relationships between government intervention and food safety, and, also, proposes some insightful implications for policymakers for governing food safety.

Abstract:The world's largest food producer, China, is now facing increasing pressure to solve food security and is committed to forging new prospects for global food security and sustainable agricultural development. As food security is receiving greater attention, this research takes panel data from 31 provinces and cities in China from 2011-2020 to examine the spatial spillover effect of the digital economy on food security. The study conclusions are as follows. (1) Improvement of the digital economy significantly promotes the development of China's food security. (2) The digital economy has an inhibitory effect on food security in local regions and promotes food security in neighboring regions. (3) Heterogeneity exists within the spatial spillover effects of the digital economy on food security, and such differences often vary based on the status of regional economic development, natural geographical location, and land function. Therefore, policy suggestions proposed herein cover three aspects: accelerating infrastructure investment and construction, improving the empowering capability of the digital economy, and implementing different digital economy strategies to better support food security in China.

Abstract:Food safety is related to health and quality of life. Therefore, the social responsibility of the food industry to ensure food safety has received increasing attention. Influencing factors and mechanisms of participation in food safety certification are important issues in this field. Existing studies on factors affecting food safety certification mainly focus on the impact of a single or few factors. In this study, listed Chinese food companies were selected, and the fuzzy set qualitative comparative analysis method was utilized to explore the matching mode of various factors to encourage companies to obtain food safety certification. The following results were obtained. (1) State-owned companies tend to achieve food safety certification. (2) Companies with high media attention are inclined to achieve food safety certification. (3) In state-owned companies, when the company size is small, a higher degree of food safety concern in the mission statement can encourage the company to achieve food safety certification, and when the company size is large, higher media attention can encourage the company to achieve food safety certification. (4) In non-state-owned companies, when food safety concerns are highlighted in the mission statement and media attention is relatively high, the company will gain food safety certification. This study provides new perspectives on food safety-related research and suggestions for government and the public sector to supervise food safety issues in enterprises.

Abstract:This paper explores the impacts of the evolution of the dietary structure of the population on national food security using the food self-sufficiency rate under various statistical dimensions and simulate various food security scenarios for China in the medium- and long-term future. This study indicates that China’s rapid economic and social development and the continuous improvement in people’s living standards appears to be declining in the food self-sufficiency rate. The analysis regarding the factors influencing the food self-sufficiency rate revealed that the improved dietary structure, involving an increase in animal-based food product consumption, has led to a decrease in China’s food self-sufficiency rate. It concludes that the dietary structure is likely to continue to move toward increased consumption of animal-based food products in China for the future. The research results will assist decision-makers in formulating scientific food self-sufficiency rate targets and food security strategies

Abstract:The recent outstanding issues," puzzles of farmers, anxiety of local government and helplessness of central government," facing Chinese grain security, depend on the lack of national food security strategy. Therefore, we must reconstruct our national food security strategy with a cornerstone of an integrated productivity, the focus control of market regulation forces and the protection of sovereignty. By analyzing the status of integrated productivity, market regulation force and sovereign control, this essay proposes that we should change the concept from "food production" to "food management", design the two systems of the interest coordination and the special safeguard, effectively improve the enthusiasm of the government's undertaking work in grain-producing areas and farmers' farming work, firmly grasp the two initiatives of acquisition and processing of grain and operating inputs, and actively apply recommendations of the two regulators: food exports, processing and conversion.
