Abstract:Supply chain traceability is key to reduce food safety risks, since it allows problems to be traced to their sources. Moreover, it allows regulatory agencies to understand where risk is introduced into the supply chain, and offers a major disincentive for upstream agricultural businesses engaging in economically motivated adulteration. This paper focuses on the aquatic supply chain in China, and seeks to understand the adoption of traceability both through an analytical model, and empirical analysis based on data collected through an extensive (largest ever) field survey of Chinese aquatic wholesale markets. The field survey includes 76 managers and 753 vendors, covering all aquatic wholesale markets in Zhejiang and Hunan provinces. The analytical and empirical results suggest that the adoption of traceability among wholesale market vendors is significantly associated with inspection intensity, their individual history of food safety problems, and their risk awareness. The effect of inspection intensity on traceability adoption is stronger in markets which are privately owned than in markets with state/collective ownership. The analysis offers insights into the current state of traceability in China. More importantly, it suggests several hypothesized factors that might affect the adoption of traceability and could be leveraged by regulatory organizations to improve it.

Abstract:The increasingly heavier burden of government spending on food safety supervision is a common problem faced by regulatory agencies in various countries. Traceability is an effective quality and safety management measure and plays an important role in food safety risk control in many developed countries. However, the agricultural product traceability system in wholesale markets has low coverage in China. This article investigates the effects of regulatory policy mixes, i.e., food safety sampling intensity and information disclosure, on vendors' traceability adoption, theoretically and empirically based on a dataset containing the information of all aquatic product wholesale markets in three provinces of China. The results show that both sampling intensity and information disclosure positively influence the traceability adoption of vendors. However, the effect of food safety sampling intensity on traceability adoption relies on information disclosure. Specifically, an increase of 10 sampling tests enhances the probability that vendors adopt traceability by 4 percentage points in markets with information disclosure. These effects are heterogeneous across vendors with different business scales and with different supply chain distances from farms. The effects are larger for vendors with larger business scales and/or are closer to farms. The above results are robust after the inclusion of the instrumental variable into the models.

Abstract:In recent years, domestic and international food safety incidents occurred frequently.Establishment of food safety traceability system is an important way to ensure food safety , and it has attracted more and more attention. This article analyzed China's food safety traceability system , proceeding from the definition of food safety traceability,analyzing the significance of the establishment of food safety traceability system and introducing the development history and current situation of it at home and abroad .Meanwhile ,it analyzed the current problems of our traceability system and put forward the corresponding countermeasures and suggestions for improvement.

Abstract:As the traceability system has the function of specifying potential liability and other characteristics,it is becoming popular and being adopted by many countries abroad.It will be an effective measure to guarantee vegetable quality and safety in the wholesale markets if we establish this traceability system in China.This paper reports on a study which examined traceability proportion differences when vegetables enter and quit wholesale markets,and then attempted to analyze these differences.Based on the study,the paper conducts a regression analysis of vegetable suppliers' behaviors,and offers some explanations of the regression results.The main conclusions can be stated as follows: First,the implementation proportion of vegetable traceability system is still not high in Zhejiang Province,and the vegetable suppliers are not highly aware of the concept of traceability and its system;Second,vegetable suppliers' behaviors are influenced by many factors which include vegetable acquisition channels,market admission registration,government detection frequency,years of dealing in vegetables,income proportions,relative operation size in the market,and the degree of understanding of the traceability system.Implications of the study are discussed regarding the improvement of the vegetable traceability system in China,which include active promotion of the construction of vegetable production base and cooperatives,and the improvement of the flow of wholesale format.
Amount of information and the willingness of consumers to pay for food traceability in China

Abstract:There is no consensus about whether the food traceability system planned for construction in China or other countries should record detailed information like the beef traceability system in Japan, or simple abbreviated information similar to that provided in the USA. Using apple as a research subject, we adopted random nth price experimental auction to investigate the willingness to pay (WTP) for traceability based on abbreviated and detailed information among consumers in China. Totally 88 participants attended the experimental auction. The results showed that consumers had a positive WTP for both types of food traceability system, but the average premium that consumers were prepared to pay for traceability with detailed information was 10% higher than that with abbreviated information. Males, married subjects, and those with a relatively low educational level placed a higher premium on traceability with detailed information, but consumers with good self-reported health did not want to pay a high premium for traceability with detailed information. The results also showed that consumers were most interested in a food traceability system that provides quality certificates and details of the chemical fertilizers/pesticides used in food production. We discuss the implications of these results for the implementation of a food traceability system.
New Online Market Connecting Chinese Consumers and Small Farms to Improve Food Safety and Environment

Abstract:In emerging economies where small farms are the main source of food supply, it is costly for the government to monitor and control food safety and production impact on the environment. However, the online food market can potentially give farmers stronger incentives to supply safer and more eco-friendly products, as they can access a national market where consumers are interested in healthy food, and they can differentiate their products by providing production information using videos and pictures. This research uses the choice experiment method to elicit farmers' preference for production practices and marketing channels in China where e-commerce and delivery businesses are fast-growing. Our main finding is that farmers perceive higher utility in selling safer and more eco-friendly products than conventional products when using e-commerce platforms, evidence of the online market's positive role in food safety enhancement. Our results also identify two types of farmers: traditional farmers and farmers open to the idea of online markets. Farmers who have higher education and live in villages with e-commerce service centers are more likely to be the latter.

Abstract:In recent years, the Chinese government has highlighted the importance of adopting hog safety/quality traceability, and a growing amount of research continues to entice firms to adopt traceability systems. In this study, a survey was conducted on a sample of pig slaughtering and processing firms in Zhejiang, China through personal interviews and emails. The aim of this study was to examine the determinants of firm behavior on the implementation of voluntary traceability systems with more stringent standards and controls than those of the mandatory system in China. The results revealed that motivation based on product quality improvement, capital ability and role perception （business type） had significantly positive relationships with a firm’s voluntary traceability. Other incentives, such as operation improvement, recall risk reduction, reduced occurrence of safety issues, and technical strength were not found to be supportive in our study. This study provides an opportunity to better understand the determinants of firm behavior on voluntary traceability, particularly in light of the fact that some Chinese firms are facing the threat of criminal action for the use of illegal additives and the abuse of Clenbuterol. Policy recommendations on encouraging the implementation of pork safety voluntary traceability by hog slaughtering and processing firms are also discussed.

Abstract:Over the last decade great attention has been paid to food safety/quality control due to the increases of food especially pesticide residues related diseases in China. Firms of Chinese vegetable industry have adopted a number of standards that can enhance safety of products. This study uses binomial and ordinal Logistic Regression Models to identify the determinants that influence the adoption behavior and adoption magnitude of food safety/quality standards in Chinese vegetable processing sector. The findings indicate that adoption behavior and adoption intensity are very closely linked to firm's characteristics such as firm size, expected premium, export market, brand name, e-commerce, training frequency and traceability. Moreover, the results suggest that the significance and magnitude of the coefficients associated with the independent variables differ between binomial and ordered logistic models. The results provide policy implications for food safety regulation and promote adoption of standards in Chinese vegetable processing sector. (C) 2011 Western Social Science Association. An Analysis on Vegetable Farmers' Behaviors and the Food Safety System

Abstract:The role of transparency of information and incentives of traceability systems in resolving market failure is explored in this paper.Vegetable farmers' intention and behavior in traceability programs are analyzed as based on questionnaire survey of vegetable farmers in Zhejiang.The results show that farmers' participating intention for traceability programs and perception on traceability regulations are rather low.Whether or not to set up vegetable coding systems depended largely on the farmer's perception on the system.At present,the traceability system is dominated by the government.Lack of regulation,policy propaganda and government supervises have caused ″the high quality not superior price″,which will affect farmer's price expectation and reduce their enthusiasm in participating vegetable coding systems.The results also show that various forms of organizations in agricultural industrialization have important influences on farmer's participating intention and participative behaviors in vegetable coding systems.At the end of this paper,management implications are forwarded to facilitate the traceability system in China.Government should play important roles in the traceability systems.First of all,the government should strengthen policy propaganda and training work.Secondly,governmental departments should establish a complete system of legislations and regulations on the traceability systems.Finally,policymakers should gradually establish related incentive mechanisms to encourage the private sector to participate in the traceability systems.For example,setting up special funds to support cooperative organizations in the establishment of traceability system will have diffusion effects on the farmers.

Abstract:Based on a survey of 117 food enterprises in Zhejiang Province, China, this paper presents the results with respect to the adoption of the hazard analysis and critical control point (HACCP) system in the Chinese food industry with special emphasis on the food enterprises without an HACCP system. The findings suggest that compared with those that have adopted an HACCP system, the food enterprises that have not adopted HACCP system can be identified by the following criteria, small- and medium-sized enterprises (SMEs), suppliers of the domestic market which have not implemented other quality management systems and of which managers have relatively low education levels and who have a limited perception of the HACCP system. The results also indicate that food enterprises without an HACCP system in practice are more sensitive to external factor incentives such as consumer awareness of food safety and extension and support from the government. A number of possible methods to encourage the adoption of the HACCP system by the Chinese food industry can be identified from this empirical study.

Abstract:This study employs random nth price auction to investigate consumers’ willingness to pay (WTP) for food traceability system with both abbreviated and detailed information. Results show that consumers have a positive WTP for both kind of food traceability systems, and on average the premium for apples with detailed information is 10 percent higher than that of apples with abbreviated information. Males, the married and those with relatively low level of education have high premiums for detailed traceability information, while the self-reported healthy consumers would not like to pay much more premium for detailed information. The results also show that consumers show much interest in information of quality certificate and chemical fertilizers/pesticides used in food production provided by food traceability system. Implications for implementing food traceability system were discussed.

Abstract:China has experienced frequently food safety scares due to pesticide residue issues in recent years. This excessive of illegal use is often tied to numerous small-scale farmers. As it is a great challenge for Chinese government to monitor production practices of small-scale farmers directly, encouraging the adoption of food safety and quality standards by China’s agricultural cooperatives serves as an alternative approach to monitor the production practices of the small-scale farmers, and thus ensure improved quality of foods they produce. Abstract:Agrifood traceability of farms is extremely difficult owing to the small scale and dispersibility of farms. Fortunately, wholesale markets play an irreplaceable role in agrifood systems and in upstream traceability in many developing countries. This study first explores the mechanism of food safety liabilities related to the adoption of upstream traceability to farms. Then, the effects of public regulation by the government and private regulation by the market platform on wholesale vendors' adoption of traceability are investigated empirically. A unique panel dataset comprising 9287 food safety tests for 396 vendors from a wholesale market is used in the empirical analysis. The results show that vendors behave opportunistically by lowering their level of traceability when they expect a smaller possibility of being sampled. Given the same strength of regulation intensity, the effect of government regulation is larger than that of the market. The experience of failure in recent sampling tests motivates vendors to adopt higher levels of traceability. Recommendations regarding the frequency of food safety sampling tests conducted by the government and wholesale markets are proposed [EconLit Citations: Q18, L53].

Abstract:Purpose Food markets are characterized by asymmetric information between suppliers and consumers, which causes inefficiency of market and food safety risks. This paper studies how the food quality and safety information disclosed by the government affects the hazard analysis and critical control point (HACCP) certification decision of meat producers. The heterogeneity of the effects across different regions, provinces with different meat output scales and provinces with different intensities of food safety regulation is evaluated. Design/methodology/approach This paper applies a unique database comprising information from multiple sources. Food quality and safety information disclosure is indicated by the number of failure records of food sampling inspections by the government in 2015-2018. Fixed-effect model is used in the analyses. Findings The results demonstrate that food quality and safety information disclosure has a significant effect on the HACCP certification adoption by meat producers. The effect is heterogeneous across geographic regions, i.e. this effect is larger in the east and the middle of China than that in the west and the northeast. The heterogeneity across regions may be caused by the variance in meat output scales and fiscal expenditures on food safety among provinces. Originality/value This research is one of the preliminary attempts to understand how producers respond in terms of HACCP certification to the amount of food quality and safety information disclosed by the government, based on the case of meat industry in China.

Abstract:This paper illustrates how supply chain (SC) analytics could provide strategic and operational insights to evaluate the risk-based allocation of regulatory resources in food SCs, for management of food safety and adulteration risks. This paper leverages data on 89,970 tests of aquatic products extracted from a self-constructed data set of 2.6 million food safety tests conducted by the China Food and Drug Administration (CFDA) organizations. The integrated and structured data set is used to conduct innovative analysis that identifies the sources of adulteration risks in China’s food SCs and contrasts them with the current test resource allocations of the CFDA. The analysis highlights multiple strategic insights. Particularly, it suggests potential gaps in the current CFDA testing allocation by SC location, which is heavily focused on retail and supermarkets. Instead, the analysis indicates that high-risk parts of the SC, such as wholesale and wet markets, are undersampled. Additionally, the paper highlights the impact that SC analytics could have on policy-level operational decision making to regulate food SCs and manage food safety. The hope is that the paper will stimulate the interest of academics with expertise in these areas to conduct more work in this important application domain. Measuring Consumer Heterogeneous Preferences for Pork Traits under Media Reports: Choice Experiment in Sixteen Traceability Pilot Cities, China

Abstract:The absence of original information in traceability system is the major risk to pork safety in China. An increasing number of recent media reports on pork safety problems at source have attracted great attention and thought to be a growing threat to risk perception amplification on pork safety, even leading to public panic. Understanding how people react to media report is essential to enhance pork quality management, and the design of effective information dissemination policy. This paper was among the first to explore the impact of media report about potential benefits and risk of traceability on consumer utility valuation and preference heterogeneities for select pork traits. By capturing key issues from online media reports in last three years both on benefit (positive group) and risk (negative gourp) of traceability as information shock showed to interviewees, we investigate willingness to pay from 788 consumers across sixteen traceability pilot cities, China. A orthogonal factorial design was employed, which resulted in twelve choice sets based on four two-level traits including information source (farmer or slaughter info.), production (free or captive range), brand (have or not), certificate (have or not), and three-level price. The mixed logit and latent class models are employed to examine preferences heterogeneity by using 28368 choice samples. The findings indicate that consumers value certification more than other pork traits, while only preference on farmerinfo labeling significantly imcreases in negative information group. Highly valued farmerinfo and free range labeling in same class from positive information shock, while consumer preference for free range in one class from negative group. The results suggests existence of preference heterogeneity based on two aspects of media report. Considering heterogeneity within population segments provides a framework for adapting information dissemination to react in food crisis for firm managers, and to improve pork product labeling policy interventions for food supervisors by integrating preferred pork traits in a traceability system.

Abstract:Food safety is a very important topic in China. We investigate Chinese consumers' preferences and willingness to pay (WTP) for food traceability using a choice experiment. Given that consumers' trust in the food system may affect their preferences and WTP, we also assess the interaction between consumers' trust in government's supervision of food safety and food labels and consumers' preferences for traceable food products. Using data collected from a choice experiment on Fuji apples in a face-to-face survey in six Chinese cities, the results show that (i) consumers are willing to pay for traceable food but their valuations can differ upon the degree of their trust in government's supervision of food safety and food labels; (ii) consumers are willing to pay for traceability with strong evidence of preference heterogeneity; (iii) government is not the most trusted safety inspection and certificate authority as found in prior studies using animal food products in China.

Abstract:Over the past few decades, the field of food security has witnessed numerous problems and incidents that have garnered public attention. Given this serious situation, the food traceability system (FTS) has become part of the expanding food safety continuum to reduce the risk of food safety problems. This article reviews a great deal of the related literature and results from previous studies of FTS to corroborate this contention. This article describes the development and benefits of FTS in developed countries like the United States of America (USA), Japan, and some European countries. Problems with existing FTS in China are noted, including a lack of a complete database, inadequate laws and regulations, and lagging technological research into FTS. This article puts forward several suggestions for the future, including improvement of information websites, clarification of regulatory responsibilities, and promotion of technological research.
