Abstract:An experiment with policy-oriented agricultural insurance was conducted in Zhejiang province from January 1, 2006 to December 31, 2008. This article comprehensively evaluates and reflects on the operation of the agricultural insurance system during the three-year experiment.

Abstract:Since 2004,China's agricultural insurance has started a new round of experiments.Zhejiang,Shang- hai and Suzhou set up the agricultural insurance system with local characteristics.This study analyzed the experience of agricultural insurance system through the angles of government,insurance company and farm- er.The study indicated that there are some problems in current agricultural insurance system,and point out that policy-oriented agricultural insurance is an important tool to spread the risk of farmers;agricultural in- surance must have a clear policy purpose;agricultural insurance types for the policy-oriented agricultural insurance needs to be stratified

Abstract:The paper used the rural household data from the Zhejiang pilot area of the Agricultural Ministry and related farmer house insurance data of Zhejiang to assess on the performance of policy farmer house insurance in this province.It found out that,due to differences of construction costs and accidents experience,the application of a uniform insurance model could lead to waste of social welfare benefits.It pointed out that the current farmer house insurance was facing with unduly high administrative costs.The paper proposed to further improve on the policy terms,reform the commercial entity-PICC's operational mechanism for policy insurance,and gradually establish an efficient and uniform rural risk protection system.
Subsidies, Welfare and Policy-oriented Agricultural Insurance: an Intensive Study Based on Welfare Economics

Abstract:Agricultural insurance has acquired more and more attention from both theoretical researchers and policy-makers since 2004.Agricultural insurance is now policy-oriented and subsidized.However,the authors found that the theoretical analysis of policy-oriented agricultural insurance was not close.There are three questions in the traditional analysis.Firstly,will agricultural insurance shift the supply curve toward southeast greatly when low coverage is provided in China? Secondly,can the welfare changes of supply curve shift be explained by the externality,and can subsidy on agricultural insurance be deduced by the nature of the quasi-public goods? Thirdly,is the consumer surplus method fit in analyzing Chinese agricultural insurance welfare issues?It is pointed out that traditional analysis has a strong hypothesis that agricultural insurance will affect farmers' production decision.But,the author's former empirical studies have not revealed that agricultural insurance has strikingly affected the production on the condition of low coverage.The traditional hypothesis is not suitable to reality.Hence,there is a defect of the consumer surplus method in analyzing the agricultural insurance welfare and the traditional method is not fit for analyzing the agricultural insurance welfare issues when it neglects the risk attitude of the farmers.By a review of the theoretical study of externality and quasi-public goods nature,the researchers analyzed the agricultural insurance effects on social welfare on two levels.The first level is how agricultural insurance affects agriculture,and the second is how agriculture affects the society.We pinpointed that externality and quasi-public goods nature of agricultural insurance cannot be the theoretical base for policy-oriented agricultural insurance.We introduced a utility maximization theory to analyze the social welfare effects of agricultural insurance on two conditions,whether agricultural insurance shifts the production curve or not.We improved the theoretical analysis method by building up a mathematical model.Agricultural insurance is an important tool in spreading the agricultural risk and the goals of policy-oriented agricultural insurance should be put on equity more than efficiency.Although there is agricultural insurance experiment aiming at the stabilization of farmers' income and enhancement of their welfare due to the finance capability of different counties,we think that it will be more feasible for low coverage,low premium experiment in most of the regions in China.

Abstract:A comparative study on the effects of crop insurance and direct grain-growing subsidy on farmers' welfare was made through a questionnaire.The results showed that the effects of crop insurance and direct grain-growing subsidy were different,and adopting direct grain-growing subsidy could have a better effect on raising the welfare of farmers in a less natural risk area.The rural insurance can be adopted to bring crop insurance into the rural social security system so that it will be better to deal with the risk and problems that face farmers.

Abstract:To the issue of the influence of agricultural insurance to the farmers and national welfare,the paper analyzed the welfare of agricultural insurance by welfare economics based on traditional theoretical research.Welfare analysis based on traditional theory weren't rigorous for ignoring risk averse.Theoretically,the paper analyzed how the agricultural insurance influenced farmers and national wel- fare,especially to the agricultural products.And the paper conducted positive study to the date of Shanghai agricultural insurance.The positive study found:the impact to the agricultural insurance was not significant,therefore the effect of wel- fare was not as big as theoretical analysis,political subsidy to agricultural insur- ance didn't dissipate significantly as the agricultural products supply curve moved forward right.

Abstract:Hog insurance is essential for the safety of pork production in developing countries. Although livestock insurance has been found to have positive impacts on farmers' welfare and agricultural production, it has not lived up to its full potential. In this study, a natural experiment combined with a choice experiment is conducted among hog farms in four townships in China to explore the influence of past experience with hog insurance on farmers' preferences and willingness to pay (WTP) for hog insurance attributes. Employing the random parameter logit model, we find robust evidence that farmers have heterogeneous preferences for insurance attributes and attach great importance to the involvement of government in insurance operation. Furthermore, farmers' past insurance experience plays a vital role in their demand for hog insurance and significantly changes their WTP for insurance attributes.

Abstract:Moral hazard is believed to influence farmers' production decisions and undermine the effectiveness of insurance programmes. In this study, a 2-year field experiment is conducted among hog farms in four townships in China to investigate the effects of a government-subsidised insurance programme on farmers' decisions and production outcomes. A joint estimation procedure combining propensity score matching with difference-in-difference is deployed to control for selection bias caused by observable and unobservable heterogeneity between treatment and control groups. We find robust evidence that this insurance programme has led to increased hog mortality rates, suggesting the possible presence of hazardous actions. Meanwhile, hog stock levels have remained unaffected by insurance participation, contradicting findings in previous studies. Furthermore, insurance participation is found to increase farmers' willingness to report animal diseases to governments, thereby facilitating government efforts to prevent and monitor outbreaks of animal disease epidemics.

Abstract:The paper analyses the three laspects of the demand of crop insur- ance and applies the field investigation to carry through the positive research.The research indicates that the reason of insufficientcy of Chinas Crop insurance results from the inapparent of the agriculture natural risk that has influence on the factors of normal life of the farmers.Therefore,the developing opportunity of the com- mercial crop insurance in the country is not mature yet.But under the condition of the large scale of the natural agriculture risk,the crop insurance can compensate farmers with the capability of distributing the risk traditionally,which can help them resume their production as quickly as possible.Therefore,the policy crop in- surance plays an important role during the agriculture production process.

Abstract:China’s policy-oriented agricultural insurance experiment,starting in 2004,encourages farmers to purchase agriculture insurance through providing financial subsidy to them.By the evidence from Zhejiang province,this paper empirically analyzes the factors influencing farmers’ agricultural insurance decision with Logistic model.The results show that the degree on farmers’ knowing about financial subsidy significantly affects their agriculture insurance decision,and subsidy incentive and risk-averse incentive are the main influencing factors.Therefore,it indicates that the policy-oriented agriculture insurance would be further developed by improving the farmers’ cognition degree of agricultural insurance and designing the suitable agricultural insurance categories.

Abstract:In 2004, China began to carry out policy-oriented agricultural insurance pilot experiment. By the end of 2009, the premium income scale of China's agricultural insurance had ranked second in the world and first in Asia. In this article, through in-depth analysis on the experiment background of China's policy-oriented agricultural insurance, the objectives of its implementation are firstly revealed. Secondly, based on clarifying the development process of China's policy-oriented agricultural insurance, we analyze and summarize China's policy-oriented agricultural insurance development effectiveness by taking the realization degree of policy objectives as the evaluation criteria, and also excavate out the main existence and potential problems. Finally, some proposals to perfect the system of China's policy-oriented agricultural insurance are briefly put forward.

Does Agricultural Insurance Promote Primary Industry Production? Evidence from a Quasi-Experiment in China

Abstract:Whether agricultural insurance promotes primary industry production has been debated for decades. Our paper studies this question based on the agricultural insurance premium subsidy policy in China. We use this quasi-experiment to conduct difference-in-differences and event study estimations. We find that the development of agricultural insurance, induced by premium subsidies, significantly promotes primary industry production; per person, it increases by CNY 1430 in subsidised provinces compared to unsubsidised provinces. We use county-level data to address the aggregation problem in our province-level analysis and obtain the same conclusion. We also find that agricultural insurance primarily affects agriculture and husbandry among the four subindustries of the primary industry.

Abstract:As its important role in socialism new village construction,policy crop insurance should bring the small - sized farmers into agriculture risk prevention system.However,because of the particularity of agriculture and agriculture risks and the limitation of manage-technology in crop insurance,actually,most small-sized farmers are excluded from the crop insurance system,which is contrary to the policy goal of crop insurance.Taking Zhejiang province for example, the causes for the existing of this paradox were analyzed and the primary suggestions for the classification of different sized farmers were put forward.

Abstract:Agricultural insurance not only plays a significant role in disseminating agricultural risks and stabilizing farmers' income, but also constitutes an essential means of promoting the transformation of agricultural development from excessive reliance on resources to a green production mode. Based on the survey data of 978 rice farmers in Jiangxi Province in 2022, this paper explored the influence of farmers' participation in policy-based agricultural insurance on the adoption of soil testing and formula fertilization technology through the propensity score matching method. The results indicate that farmers participating in policy-based agricultural insurance exhibit significantly superior performance in adopting soil testing and formula fertilization technology compared to those not participating. Further analysis found that there were significant differences between farmers with different resource endowments participating in policy-based agricultural insurance, and that the policy-based agricultural insurance had a better effect on the adoption of soil testing and formula fertilization technology for farmers with more years of education, part-time employment, and more flat land than it did for farmers with fewer years of education, professional farmers, and more sloping land. The main conclusion is that the guarantee function of agricultural insurance in rural areas should be enhanced; the training and publicity of farmers' production technology and environmental awareness should be strengthened; rural characteristic industries and county economies should be vigorously developed; high-standard farmland should be vigorously constructed; and policy suggestions should be made on agricultural infrastructure construction.

Abstract:Agriculture insurance has developed rapidly as an effective risk disperse tool in China when it is confronting with quite huge natural disaster risks.This article introduced and analyzed the role and present status of agriculture insurance in China,its mode,products,farmer needs for insurance,risk zoning and premium rate making;and also pointed out that the deficiency of agricultural laws and regulations,the contradiction between the farmers objective needs for agricultural insurance and the insufficient agricultural insurance products,the low quality of agricultural insurance products,the immaturity of catastrophe risk disperse system and the deficiency of transforming agricultural insurance research achievements into reality.Those are the main problems occurred in the process of agricultural insurance practice and research activities.Before ending,we put forward several schemes to solve these problems.

Abstract:This study aims to investigate the effects of agricultural insurance on household economic resilience among rural households in China. To this end, this research derives data from the 2020 Guanzhong Plain Farm Household Survey and uses the Ordinary Least Squares (OLS) model, mediated effects model, and heterogeneity test. The results of the OLS model show that agricultural insurance exerts a substantial and positive influence on household economic resilience, with each unit of increase in the participation of farmers' households in agricultural insurance causing a 10.8% increase in household economic resilience. In addition, estimations of the mediated effects models reveal that agricultural insurance profoundly bolsters the economic resilience of rural households by effectively spreading risks, facilitating credit access, and augmenting income generation capabilities. Moreover, the heterogeneity analysis showed that agricultural insurance participation has a more significant effect on the economic resilience of cash crop households. The mediated effects result also indicate that agricultural insurance by large farmers plays a stronger role in promoting household economic resilience. These findings have policy implications for improving the agricultural insurance system, reinforcing the risk resilience among rural families, and advancing rural economic development.

Abstract:As an effective risk management mechanism, agricultural insurance can reduce the risk of uncertainty in agricultural production and guarantee food security. Based on Chinese provincial panel data from 2003 to 2020, this study uses the Entropy Method to measure food security and systematically examines the impact of climate change and agricultural insurance on food security as well as its mechanisms. The present study found that climate change, especially extreme temperatures, has a significant negative impact on food security and food production. The promotion effect of agricultural insurance on food security increases with increased investments in technology, education, and other factors. Furthermore, our findings suggest the presence of geographical variations in the contribution of agricultural insurance to ensuring food security, with greater coverage in major food-producing regions. Additionally, maize yields are better protected by agricultural insurance than wheat and rice yields. To encourage sustainable agricultural development, the Chinese government should set up a diversified subsidy scheme with various planting scales and plant structures.

Abstract:Based on the survey data from farmers in Hubei, Jiangxi, and Zhejiang provinces, this paper constructs a theoretical model of the impact of agricultural insurance on farmers’ biopesticide application behavior. Furthermore, it adopts the endogenous switching probit model to empirically analyze the effect of agricultural insurance on farmers’ biopesticide application behavior. We also estimate the probability that farmers will buy agricultural insurance and apply biological pesticides under the counterfactual framework. The results show that, first, 59.12% of the farmers in the sample area have purchased agricultural insurance and that 62.45% of the farmers have used biological pesticides. Second, the overall average treatment effect is 0.082. This indicates that, if all farmers buy agricultural insurance, the probability that farmers will apply biological pesticides increases by 8.2%. It can be seen that purchasing agricultural insurance encourages farmers to apply biological pesticides. Third, purchasing agricultural insurance can encourage farmers to increase the use of biological pesticides and reduce the use of chemical pesticides. In addition, purchasing agricultural insurance increases the ratio of the amount of biological pesticides to chemical pesticides. This finding shows that agricultural insurance can increase the relative importance of biological pesticides.
