Abstract:Along with unprecedented urbanization in the last few decades, cities have experienced rapid social and economic transformation in China. A major challenge facing urban authorities in the immediate future is how to plan and govern cities such that they can serve as inclusive systems where everyone is enabled and empowered to fully participate in and contribute to socioeconomic life. A first step towards realizing this is to conceptualize an integrated framework that allows analysts and decision-makers to delineate, evaluate, and guide the development of these cities towards inclusiveness. In this study, we conducted a conceptual analysis of urban inclusiveness and then proposed a multidimensional framework for the evaluation of inclusive development. This is followed by the presentation of the case of Xiong’an, for which inclusive development indicators (IDIs) were selected. By comparing the state before the establishment of Xiong’an with its current development progress, and analyzing the area’s management structure and policy measures, the inclusive development challenges are identified. Subsequently, suggestions are given on how to direct Xiong’an toward higher levels of inclusiveness, including offering equal access to public services and employment opportunities, preserving environmental health and sustainable use of natural resources through waste recycling, and encouraging public participation in decision-making to bring higher levels of inclusion within reach.
Prosperity and Inclusion: the Impact of Public Housing Supply on Urban Inclusive Growth in China

Abstract:Due to the negative image of public housing projects, housing policies globally tend to shift from government-led to market-led, from project-based subsidies to household-based subsidies. What theories does the Chinese government rely on to launch a large number of public housing construction projects since the beginning of 21th Century? In the past decades, what kind of impact has the supply of public housing produced on urban development? From the perspective of urban inclusive growth, a discussion on the impact of public housing supply policy is not sufficient to fully analyze this diversity. Therefore, this paper includes theoretical and empirical research to explore the association between the supply of public housing and urban inclusive growth in China. A data-driven method is adopted that provides analysis of China’s socio-economic situation. Based on nationwide observations, the structural equation model is applied in testing the impact of public housing supply on urban inclusive growth. The results run counter to the stereotype and indicate that, at this stage, increasing the supply of public housing not only contributes to urban social integration, but also does not hinder urban economic growth. This study shares the Chinese experience of the impact of public housing supply on urban inclusive growth, and provides support for the urban development model based on inclusive growth theory.

Abstract:Inclusive green growth has garnered significant attention from governments and international organizations worldwide. Utilizing data from 282 cities in China spanning from 2010 to 2020, this study employs the dual machine learning model and the chain mediated effect model to delve into the effects and internal mechanisms of the regional integration of Yangtze River Economic Belt on inclusive green growth. Our findings indicate that the regional integration of Yangtze River Economic Belt has a substantial influence on inclusive green growth, particularly in cities with a higher degree of marketization, non-industrial cities, and cities lacking natural resource advantages. Mechanistic analysis reveals that the regional integration of Yangtze River Economic Belt exerts its influence on inclusive green growth through three parallel development paths including enhancing urban innovation levels, fostering mass entrepreneurship, and promoting the advancement of digital financial inclusion. Furthermore, the chain mediated effect is supported. Additionally, the spatial spillover effect of target policy is observed. These findings offer empirical evidence regarding the impact of the regional integration of Yangtze River Economic Belt on inclusive green growth, and provide valuable insights for optimizing and enhancing inclusive green growth strategies in China and other emerging economies.

Abstract:Due to rapid urbanization and urban-rural dual structure, urban villages in China have gradually become populated areas dominated by a large number of migrants. Similar to slums, the problems of urban villages need to be solved urgently and the governance of urban villages is a serious issue in urban management. Therefore, combining the past international experience of governance of slums with a case study of urban villages in Hangzhou, this paper develops a governance model framework for an urban village. This framework is designed to integrate inclusiveness with urban service boundaries (USB) and to take the social service system as the key to achieve people-oriented governance through active participation of government, the market, the community and social organizations. This paper proposes that wealth distribution, housing security, social integration, cultural identity should be combined with infrastructure to form three differentiated models: a high-quality service model, a gradual and comprehensive model, and a social security model, which are suitable for different urban villages and the needs of different groups. The policy implication of this paper is to put forward a way to alleviate the problems of urban villages and make the inhabitants of urban villages, especially low-income migrants, fit into the city.

Abstract:Transit-oriented development (TOD) is a sustainable land use planning tool based on land value-added capturing and urban quality improvements and has been vigorously promoted by Chinese city governments. However, few studies have been conducted on the role of the ‘land finance’ model and on people-oriented planning approach focusing on urban inclusive growth. This paper examines the current implementation of TOD in China and attempts to explore the approach to the paradigm transformation of urban development in China. Evidence from Hangzhou illustrates that the current land-centered and property-led urban rail transit construction, although contributing to the economic sustainability of ‘urban development strategy’, has led to unaffordable housing prices and failed to decentralize population away from downtown areas. This study highlights inclusive growth models which integrate TOD planning with affordable housing for the floating population, not only to ensure equity in housing affordability and space accessibility but also to promote polycentric urban development strategies. The locations of inclusive growth models include new towns/sub-cities, traditional cores and suburbs, which are all based on existing industrial cluster areas and promote the full utilization of existing public service facilities.

Abstract:Urban growth management is a popular topic for study area all over the world. Despite the increasingly rich literature, however, little has been considered of the complex relationship between the various urban development factors and their feedback structure. This paper contributes in understanding the mechanism of, and establishing a link between, urban growth management oriented by zoning in China (namely development priority zoning or DPZ). A system dynamics urban growth model is presented that is integrated with China's socio-economic development situation. With Yiwu city and Qingtian County as case studies, the model is applied in simulating urban growth under different driving modes. The results indicate that the DPZ in these two areas has an influence on urban growth management strategy, with the driving mode of urban growth affecting economic development levels, migration and types of land conversion. It is concluded that different driving modes are needed for different types of regions according to the functional positioning of their DPZ and that the model contributes to their identification.

Abstract:Seeking innovative development has become a necessity for global cities because of the accelerating consumption of natural resources and the increasing need for urgent control of environmental pollution. However, few studies have reported on the effect of innovative development on the green economic growth of resource-based cities. Therefore, this study aimed to construct the SBM model of unexpected output to measure the efficiency of green economic growth using data of 108 resource-based cities in China from 2004 to 2018, and to analyze the impact of innovative development and resource endowment on green economic growth using the systematic Generalized Method of Moments (GMM) model. The following results were obtained: first, the green economic growth efficiency of resource-based cities exhibited a general trend of fluctuation and rise, but the efficiency of different resource-based cities was different in time and space. Second, although innovative development promoted the green economic growth of resource-based cities, the impact of different resource-based cities was heterogeneous. Innovative development promoted the green economic growth of resource-based cities in eastern China, comprehensive cities, metal cities, growth cities, and renewable cities. However, it had an inhibitory effect on the green economic growth of northeast China, west China, and oil–gas and nonmetal resource–based cities, but no significant effect on the green economic growth of other resource-based cities. Third, the nonlinear effect of resource endowment on the green economic growth of resource-based cities was not significant, but resource endowment had a “curse” effect on green economic growth. Meanwhile, heterogeneity analysis showed two effects of resource endowment on the green economic growth in different resource-based cities: curse and blessing. Fourth, the impact of innovative development on the green economic growth of resource-based cities was moderated by resource endowment. The impact of innovative development on green economic growth decreased with the increase in resource endowment. Therefore, resource-based cities should not only constantly increase innovation and improve resource utilization efficiency but also actively promote coordination and cooperation of regional resource-based industries so as to achieve green and sustainable development.

Abstract:While urbanization acts as an engine of economic growth, rising inequality and exclusion within cities derails development progress. In the past 30 years, the population in China has converged to large-scale cities, which brought a severe housing issue, not least for migrants. In order to relieve the tension between the increasing demand for housing and the scarcity of urban resources, research on housing policy in response to urban growth is a matter of cardinal significance. This paper made an effort to explore the mechanism of public housing policies coordinated with urban growth management. Taking Chongqing City as the study area, the system dynamics model was adopted in exploring the coordination mechanism. The impact of the two policies were simulated, including the urban population control and public housing supply. The results indicated that the combined policy could more effectively cope with the possible urban housing crisis under the long-term trend, and promote urban inclusive growth. Meanwhile, the starting time of intervention also has a significant impact on the policy effect. This study shares China's experience and provides reference for other developing countries to pursue socio-economic sustainability in the process of urbanization.

Abstract:Industrial cluster reflects a course of China economic development from the reform and opening of the economics, and it is especially observed in the rural area, which offers an explanation why since the 1980s some Chinese industries are so competitive in the world, as well as suggests successful model for inclusive development in China that allows people to highly participate in, and meanwhile to benefit from. This paper mainly focuses on the case of a freshwater pearl industrial cluster in Shanxiahu town of Zhejiang, which clearly demonstrates the evolution course of this industrial cluster, characteristics of its inclusive development and the agents of the industrial cluster formation. It is proved that the synergy of farmer entrepreneurs and government entrepreneurs promote the inclusive development of the rural economy, and facilitate the formation of industrial clusters. And the ability of local government to promote and sustain entrepreneurship and incentives to reconfigure resources to adapt to changing circumstances yields long-term economic growth. © 2011 IEEE.

Abstract:In current practice, urban-rural development has been regarded as one of the key pillars in driving regenerative development that includes economic, social, and environmental balance. In association with rapid urbanization, an important contemporary issue in China is that its rural areas are increasingly lagging behind urban areas in their development and a coordinated provision of public facilities in rural areas is necessary to achieve a better balance. A model is therefore introduced for quantifying the effect of individual infrastructure projects on urban-rural balance (e-UR) by focusing on two attributes, namely, efficiency and equity. The model is demonstrated through a multi-criteria model, developed with data collected from infrastructure projects in Chongqing, with the criteria values for each project being scored by comparing data collected from the project involved with e-UR neutral “benchmark” values derived from a survey of experts in the field. The model helps evaluate the contribution of the projects to improving rural-urban balance and hence enable government decision-makers for the first time to prioritize future projects rigorously in terms of their likely contribution too.
Study on the Transformation of China's Economic Growth Mode and the Sustainability of Economic Growth in Resource-Based Cities

Abstract:The Chinese economy is shifting from a traditional resource-based economic growth model to a technology innovation oriented economic growth model. In this context, the sustainability of traditional economic development models represented by resource-based cities has attracted much attention. This article used qualitative and quantitative research methods to conduct in-depth research on the opportunities and challenges faced by resource-based cities in their transformation. This article applied methods such as questionnaire surveys, in-depth interviews, and data analysis. On this basis, this study took resource-based cities in China as the research object, collected massive data, and constructed a comprehensive database and in-depth analysis and mining of the transformation process of China's resource-based city economic development model. From the perspective of economic growth rate, it has steadily increased from 5.0% in 2020 to 9.5% in 2029, which clearly reflects the effectiveness of policy guidance in transferring funds and technology to high-tech industries. The research results provide theoretical support and practical guidance for the transformation and upgrading of resource-based cities in China, and have certain reference significance for the transformation and upgrading of similar cities. In order to make beneficial contributions to the sustainable development of resource-based cities in China, it is of great significance to the health, stability, and sustainable development of the Chinese economy.

Abstract:Urban development is the progress of utilizing and contesting resources. The effective demand theory may explain short-term economic growth, but the long-run development is based on effective supply. The city occupies strong control capability at entity resources, and these resources could enable cities to achieve competitive advantage and superior long-term performance. The paper analyzes and evaluates 34 urban resource endowments in Northeast China, and finds that the difference of urban resources is determined by the difference of human resource, so the human resource accumulation level should be enhanced in cities, especially the resource endowments in making development strategy.

Abstract:Abstract As a response to imbalanced economic development across different regions, this study aims to explore how the Fair Trade nongovernmental organisations (NGOs) promote inclusive growth in areas facing insufficient institutional supports and challenging local conditions in a developing market. Through a 5-year longitudinal case study in the context of small-scale tea supply from rural China, this paper explores and identifies a set of institutional voids blocking economic growth and challenging the realisation of the Fair Trade goals. We systematically describe how the Fair Trade NGOs intervene and integrate with other actors in local supply chains. The results reveal important and complex roles the NGOs play in coping with the institutional voids to stimulate Fair Trade. From an institutional perspective, this paper finds that the Fair Trade NGOs can leverage and shape local institutions through collaboration in market structure building, norm promotion, and cognitive development to achieve inclusive growth. Our findings contribute to the understanding of the crucial roles NGOs may play in Fair Trade, inclusive growth, and poverty alleviation. They offer important and practical guidance for NGOs, small farmers, as well as relevant government agencies in their initiatives to fight poverty and achieve economic equality and inclusive growth.

Abstract:Purpose The purpose of this paper is to propose policy recommendations that resort to the domestic market to achieve inclusive growth from an open perspective. Design/methodology/approach How will economic globalization based on domestic demand affect economic growth and income distribution in an open and large country? With the aim of discussing the mechanism of the impact of expanding domestic demand on the inclusive growth from an open perspective, this paper incorporates the Global Value Chains vs National Value Chains (GVC-NVC) competition, which is triggered by foreign investments attracted by the domestic demand scale into an endogenous growth model with “Schumpeterian Innovation.” Findings Theoretical analysis indicates the following findings: although domestic demand-based economic globalization can promote transnational inclusive growth across countries, it is not conducive to national (domestic) inclusive growth; the impacting effect of domestic demand scale on inclusive growth across countries is subject to the moderating effect of the development maturity of the labor market; and the impacting effect of domestic demand scale on national inclusive growth is subject to the joint moderating effect of the development maturity of the labor market and labor skill structure. Originality/value First, this paper examines the impact of domestic demand-based economic globalization on the inclusiveness of economic growth from an open perspective, which deepens the existing theory of intra-product specialization and inclusive growth. Second, the paper puts the sequential production process into Schumpeterian growth model and reveals the mechanism that domestic demand affects inclusive growth. Third, the study finds that the enhancement of labor market efficiency, transfer payments to low-skilled labor and the creation of a fair competitive market environment will contribute to the globalization of a domestic demand-oriented economy, which provides a policy-making basis for government sectors.

Abstract:The current prices of housing and other resource factors are rapidly increasing.This paper analyzes imbalanced urbanization growth mode characterized with coexistence of the polarization and decentralization.The imbalanced urbanization growth lead to high housing prices and imbalanced economic development.Based on C-D production function and panel data from 287 cities through 1999—2008,the paper investigates impacts of city scale and resource allocation on economic growth.The empirical results show that orientation of urbanization can be continued for Middle and Western Regions of China,while decentralization and concentration should be adopted for East Regions.As to city scale,future urbanization should emphasize expansion of some small and medium sized cities and limit scale of current big cities.Resource allocation should also be used to encourage development of small and medium sized cities.

Abstract:Despite urban agglomeration plays a pivotal role in bolstering economic growth in developing countries, the specific mechanism of government-led regional integration in China impacting this growth has been understudied in the literature. This study innovatively uncovers such intricate mechanisms particularly focusing on industries and urban functions division, diversified agglomeration externalities, and urban network externalities within China's urban agglomerations. Our holistic framework integrating cooperation, sharing, matching, and learning mechanisms offers insights into their synergistic impact on economic growth. Drawing upon a quasi- natural experiment of urban agglomeration development planning policies in China, we employed a multi- period difference-in-difference model to examine the impact and underlying mechanisms of regional integration on economic growth. The robust benchmark outcomes reveal that government-led regional integration can notably promote urban economic growth. These promotion effects differ in terms of urban administrative level and the quantity and quality of central cities within urban agglomerations. Mechanism analysis findings illustrate that government-led regional integration can facilitate industries and urban functions division, foster diversified agglomeration and urban network externalities that, in turn, stimulate regional economic growth. Ultimately, we recommended that policymakers should intensify efforts to advance regional integration by enhancing common physical and institutional infrastructure.
Achieving Inclusive Urbanization Through County-Led Industrial Specialization: from the Perspective of Rural Labor Supply

Abstract:PurposeThe role of intermediate urban centers (IUCs) (like towns/small cities/rural counties) between large cities and villages in leading urbanization has been increasingly highlighted. This article conceptually and empirically examines what types of industrial agglomeration (specialized or diversified agglomeration) of rural county in China would provide a more inclusive and efficient local labor market for rural workers to be inclusively urbanized.Design/methodology/approachWe employ a three-stage labor supply model to theoretically generalize the decisions of rural workers to migrate to large city, to undertake nonfarm jobs in rural counties and the length of nonfarm jobs. Then, combining three national-level datasets of China (National Economic Census (NEC), China Household Income Project (CHIP) and the China county statistical yearbook), we explore how the type of industrial agglomeration in a rural county affects the labor supply decision of rural workers.FindingsWe show that rural workers in rural counties with higher level of industrial specialization are more likely to: (1) work locally than migrating to large cities; (2) find nonfarm jobs by themselves instead of relying on social networks (3) find a more stable and formal nonfarm job. These effects are significant when rural counties specialize in industries that they have local comparative advantages compared to large cities. This work provides insights into achieving inclusive urbanization by developing industry specialization in rural counties in China, which may also be useful for other developing countries.Originality/valueFirst, the conceptual framework of this paper extends the basic model of rural-urban migration longstanding in the literature, to a multi-choice and three-stage labor supply model. Second, we empirically quantify the industrial structure of rural counties using unique dataset, which has been emphasized in the development economics literature but neglected due to data limitations. Third, this paper expands our understanding of the role of rural counties in inclusive urbanization and contributes to the future development of the county-led urbanization policies.
