Abstract:It is an important aspect for addressing global climate change problem to promote international transfer of low-carbon environmental-friendly technology. This paper focuses on the game theory's application in this kind technology transfer research. Through establishing the non-cooperation,static complete-information and dual-level game model consisting of a national macro-game sub-model and a company micro-game sub-model,some main factors of the three levels which are enterprise level,country level,and international community level are researched. The involved players are both countries participating in the macro-game and governments,enterprises and citizens in the micro-game. It shows that the enterprise's requirement for investment returns rate,the national taxation,penalty or subsidy level,and the international organizations' fund-assistance level are the main direct impact factors; environmental awareness level of the citizens is an indirect important factor due to its impact on the formulation and implementation of the relevant national policies. For the promotion of China's import of this kind of technology to address climate change problem and promote the development of the related industries,relevant policies,including a positive position in the later international climate negotiations,establishment of technology transaction information platforms and the supporting mechanism of funds for optimizing technology importing project,are recommended finally.
