Abstract:As the whole society gradually realizes the scarcity of nature resources and environmental value, countries all over the world have evolved and improved the system of environmental damage assessment through the practices of pollution prevention and ecological environmental protection. On one hand, in the research prospective, the practices of environmental damage assessment brought new challenges to environmental law, environmental economics, environmental science, environmental engineering, etc. On the other hand, they constantly promoted and developed relevant laws and regulations, techniques, working mechanism, and guidelines on procedure in practice. On the hasis of comparison and analysis of international practices and experiences from US, EU, and Japan, etc., this article identified relevant concepts, content, and scope of environmental damage assessment, and presented its scientific positioning and development direction. At present, both theory and practice of environmental damage assessment in China are in their infancy period. Considering current environmental situation and socioeconomic development features of China, learning international practices and experiences and raising the orientation of environmental damage assessment have great meaning in exploring the suitable environmental damage assessment system.

Abstract:An emission permit system (EPS) is a fixed-source environmental management system that is widely practiced worldwide. Since 2016, China has been building a fixed-source environmental management system with the EPS as its core. This paper summarizes the evolutionary process of China's EPS over the past 40 years considering four main stages: embryonic stage, local pilot stage, total emission control-based exploration stage, and reform stage of the core management system. This paper notes that China initially established a system of laws and technical specifications for emission permits, and emission permits are clearly becoming a mainstream trend in fixed-source management. The paper argues that there are still four problems in the current EPS reform (i.e., insufficient support of laws and regulations, poor integration of the EPS with other systems, unscientific design of the EPS, and insufficient implementation capacity after permit allocation). This paper puts forward 7 suggestions for further EPS reform, e.g., accelerating the formulation of the regulations on the EPS, strengthening the coordination with other fixed-source systems, improving the technical support system for the EPS, establishing a database system for emission permits, building a scientific and reasonable allocation method, improving the autonomy of pollutant monitoring in enterprises, and increasing information disclosure and public participation. The results may more accurately evaluate China's EPS in China's environmental protection system, provide scientific support for the promotion and development of the ongoing EPS reform and environmental management systems. The results may promote the development of pollution prevention, and an improvement in the environmental quality in China, and offer scientific guidance and reference for other countries to implement their own EPS.
A Framework of Pollution-Based Environmental and Economic Accounting for China

Abstract:This paper firstly introduced the background and integral framework of the study on the Chinese System of Integrated Environmental and Economic Accounting. Then it set forth the accounting contents of physical and monetary accounting of environmental pollution, and environmentally adjusted GDP accounting within the framework of the Chinese Environmental and Economic Accounting System. It also introduced briefly accounting approaches for physical quantification of water pollution, air pollution and solid waste in different sectors and regions, and related environmental protection expenditure, maintenance cost and environmental degradation cost. Finally the paper concluded the preliminary achievements of integrated environmental and economic accounting in China in 2004 and discussed the research prospect of CEEA.

Abstract:The paper analyzed the evolution and traits of China's pollution control policies in the past 10 years,It pointed out that the evolution of China's pollution control policies generally manifested three traits,including from the single end of treatment to the whole process control,from the industry "three waste" control to the industry,urban and agriculture pollution prevention and treatment,from the single administration instrument to the integrated instrument as administration,economic and technology. and it re-viewed the current key pollution control policies quantitatively by the method of Infection Factor Evaluation Matrix(IFEM) . and it pointed out that the generally implement effect of pollution control policies are not notability. Finally,the paper pointed out the trends of China's pollution control policies:the first is perfecting the laws and regulations system of pollution control,the second is establishing and perfecting the key environmental management institutions,the third is strengthening the reformation and innovation of environmental economic policies.

Abstract:Over the past two decades, China has actively engaged in pollution prevention and control efforts amidst growing environmental challenges. This review aims to provide an overview of China’s historical milestones, current status, and evolving trends in environmental monitoring and enforcement, and findings in the recent literature. Despite persistent issues in enforcement and compliance, China has been making significant strides in tackling environmental challenges by adapting its institutions, designing effective policies, and leveraging technological advancements. Overall, this review underscores the importance of continued efforts to address environmental challenges in China and provides implications for developing countries in environmental monitoring and enforcement practices. The review also explores the emerging opportunities in policy and research in this domain.

Abstract:China has emerged as a global economic powerhouse after four decades of unprecedented growth. Such growth has generated many environmental challenges with enormous ecological, socioeconomic, and health consequences in China and beyond. Although the overall quality of air and water is starting to improve, both are still below national and international standards. Water shortages are widespread. Biodiversity continues to decline. China is the world's top CO2emitter, although per capita emissions are much lower than those of developed counties. On the positive side, large national conservation programs have been implemented, including the Natural Forest Conservation Program, the Grain-to-Green Program, Ecosystem Functional Conservation Areas, and Ecological Protection Redlines. More than 2,750 nature reserves have been established and a new national park system is being constructed. Some endangered and threatened species, such as the giant panda, are showing signs of recovery, and forest cover and some ecosystem services have increased. These mixed environmental outcomes result from human-nature interactions within China as well as between China and adjacent and distant countries. These include increasing rapid economic growth, resource consumption, land use change, trade and investment, and conservation and development policies. We suggest systems approaches such as nexus approaches and flow-centered governance to help China achieve ecological civilization and become an environmental leader on a metacoupled planet.

Abstract:This article reviews the development of current environmental policies in China and the great progress made during 1979–2006. Applying lessons learned from industrialized countries to its own situation, China’s environmental policies have the following main features: (1) to explore command and control measures to their fullest extent, (2) to strive to raise funding for environmental protection, (3) to identify who should take accountability for environmental protection; (4) to encourage strategies of “combination of prevention and control” and “integrated utilization”, (5) to embrace openness in the field of environmental policy and early international cooperation. During the past 30 years, China’s environmental policies have evolved and deepened: status expanded the national basic policies of environmental protection by adding a sustainable development strategy, focus changed from pollution control to a combination of pollution control and ecological protection, method changed from end control to source control, scope changed form point source control to watershed and territory pollution control, and management style changed from primarily using executive power to using legal and economic measures. This article introduces how they are evaluated by the international community and provides the prospects of the policies.

Abstract:China’s environmental problems are numerous and complex. Like many developing nations in the early stages of economic growth, it seems to have followed an initial policy of having enforced few environmental protection policies and of pursuing a causal “develop first and clean up later” attitude. These approaches are no longer tenable, and concerted attention to the environment is now widely recognized to be a social and political necessity for China, both domestically and on the global world stage. China’s environmental challenges are compounded by its scarcity of many crucial resources, including water and usable agricultural land, its large population, and by the extremely large scale of its consumption, production, and manufacturing. Intensive use of limited amounts of arable land, increased urbanization and industrialization, substantial needs to irrigate and fertilize, combined with inadequate environmental management techniques and infrastructure, has resulted in problems such as air and water pollution, soil degradation, erosion, desertification, dust and sand storms, improper disposal of toxic wastes, and loss of biodiversity. Laws and regulations may be adequate but enforcement and corruption are continuing problems. The Chinese government welcomes public participation in addressing environmental problems which have captured popular attention, a move which some observers see as a possible catalyst for more enduring political reforms, the fostering of a vibrant civil society, and perhaps even democracy. The emergence of demands for a cleaner, safer environment and better environmental quality of life by a rising middle class, and the ability to achieve these goals due to greater wealth—a pattern seen in other developing regions—are examined in the case of China. Impacts of environmental issues on China’s foreign policy are also considered.

Abstract:The rapid economic and industrial growth of China, exemplified by a 10-fold increase in its gross domestic product in the past 15 years, has lifted millions of its citizens out of poverty but has simultaneously led to severe environmental problems. The World Health Organization estimates that approximately 2.4 million deaths in China per year could be attributed to degraded environmental quality. Much of China's soil, air, and water are polluted by xenobiotic contaminants, such as heavy metals and organic compounds. In addition, soil quality is degraded by erosion, desertification, and nutrient runoff. Air quality is further compromised by particulates, especially in heavily populated areas. Research shows that 80% of urban rivers in China are significantly polluted, and poor water quality is a key contributor to poverty in rural China. Economic and industrial growth has also greatly expanded the demand for water sources of appropriate quality; however, pollution has markedly diminished usable water resource quantity. Desertification and diminishing water resources threaten future food security. In recent years, China's government has increased efforts to reverse these trends and to improve ecosystem health. The Web of Science database showed that the percentage of articles on China devoting to environmental sciences increased dramatically in recent years. In addition, the top 25 institutes publishing the papers in environmental sciences were all in China. This special issue includes seven articles focusing on nonpoint source pollution, environmental quality, and ecosystem health in China. The major issues, and results of these studies, are discussed in this introduction.

Abstract:Compared to the environmental legislation of many developed countries, China’s environmental legislation was initiated late, beginning in 1979, but nevertheless has obtained considerable achievements. As many as thirty environmental laws have provided rules regarding prevention and control of pollution, resource utilization, and ecological protection in China. However, China’s environmental legislation still faces a series of challenges and problems, including that the sustainable development concept has not yet been fully implemented, as well as presence of gaps and non-coordination phenomena between laws and regulations, unclear responsibility, imperfect system design, imbalance between rights and obligations, higher impacts resulted from the GDP-centralized economy, lack of operability and instruments in the legal content, as well as difficulty of public participation. In contrast, China’s environmental legislation has improved, as a result of learning from experience in developed countries and introducing innovations stimulated by domestic environmental pressure. Looking into the future, increased attention to environmental protection and ecological consciousness paid by China’s new leaders will bring a valuable opportunity to China’s further development concerning environmental legislation. In the future, there are prospects for the gradual improvement of legal approaches, continuous improvements of legislation to mitigate environmental problems, and more opportunities to strengthen public participation can be predicted.

Comprehensive Evaluation of Air Pollution Emission Permit Allocation: Effectiveness, Efficiency, and Equity in China's Environmental Management Framework

Abstract:Though the emission permit system is a pivotal policy in China's environmental management, there's a lack of comprehensive assessments for air pollutant emission quota allocation. In this study, a comprehensive 3E integrated assessment approach, encompassing the dimensions of Effectiveness, Efficiency, and Equity, was employed to thoroughly evaluate methods for allocating air pollution emission permits. This analysis was based on plant-level data derived from 9181 industrial enterprises situated in seven major cities within the Beijing-Tianjin-Hebei region of China during the year 2017. The Effectiveness assessment encompassed the utilization of the WRF-CMAQ model for simulating air pollution concentrations of PM2.5, SO2, and NO2. The findings underscored the imperative need for intensified efforts to control PM2.5 and NO2 emissions, particularly in achieving compliance with the national annual average level II thresholds. Efficiency assessment navigated the delicate balance between environmental benefits and costs, with a particular emphasis on health benefits and expenses associated with pollution abatement. The results revealed annual net benefits ranging from 8.4 to 19.9 billion yuan, illuminating a highly favorable cost-benefit equilibrium. Equity assessment delved into the examination of the equitable distribution of resources and impacts. Utilizing metrics of Environmental Gini Coefficient (EGC) and Green Contribution Coefficient (GCC), the analysis uncovered disparities in most scenarios and cities, shedding light on areas necessitating targeted policy interventions. Overall, the integrated 3E assessment offers a holistic comprehension of policy impacts. Based on the overall 3E weighted scores, results showed that the allocation method that considered both the emission standard and the pollutant transmission (Scenario S2) outperformed among the three designed allocation methods. In the future, policy efforts should focus on enhancing comprehensive assessments, ensuring the sustainable development and betterment of environmental quality through air pollution control measures.

Abstract:Soil pollution has become a severe environmental issue in China over the past few decades due to rapid industrialization and urbanization. However, traditionally, few laws and regulations have focused on soil pollution in China. In response to this emerging threat, new policies, regulations, and measures have been proposed and implemented in recent years. This paper summarizes the existing law, action plan, regulations, and risk control rules regarding soil pollution prevention in China. Moreover, it compares soil pollution management between China and other developed countries. China has now established a comprehensive soil management system based on risk-based control. Regulations have been formulated for agricultural land, contaminated land, and industrial and mining land. Separate risk control rules exist for agricultural land and development land. Agricultural land can be classified as priority protection, safe utilization, and strict management with respect to soil pollution levels and agricultural products. The risk control rules for development land set different standards for sensitive land and non-sensitive land. Comparisons with developed countries show that their experiences of risk-based control and the “polluter pays” principle have been adopted in China. Additional scientific research and public participation are recommended for future updates to these policies. This study provides a comprehensive introduction to the newly established soil management system in China.

The Status Quo and Problems of Environmental Law Study in China

Abstract:In the point of empirical methods, the paper makes a thorough investigation and analysis in the following aspects: literature quotation of the works of Chinese Environmental jurists during the six years from 1998 till 2003; the quantity, topic selection and publication of environmental law articles; as well as the distribution, record of formal schooling and professional background of environmental jurists. The thesis points out that the environmental law in China as a new legal subject still in the lower level compared with other legal subjects, although it has developed into the legal subject of second level since it was created in the early 80's of the 20th century. The paper holds that the recent low level of legal study in China along with the scatter of legal study in main points, hot points, difficult points and front tasks are the outside factors restricting the more thorough development of environment legal study; the character of environmental law as a cross-subject, the smaller quantity and lower legal accomplishment in general of environmental jurists, the scatter of topics selection due to extensiveness of relative environmental tasks are the internal factors restricting the more thorough development of environment legal study. In the end, the paper points out the central problem of elevating the academic level of environmental law in China is that environmental jurists must make clear the historic tasks of present environmental legal study, pay attention to organization of self academic thought and value inclination of study, along with giving full play to the integrated advantages of cross legal subject study in methods.

Abstract:China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.

Abstract:Environmental governance cannot be separated from scientific and rational policy guidelines, and content analysis of environmental governance policy texts helps to understand the characteristics of existing policies and improve policy design. Using policy bibliometric and content analysis, this study analyses the environmental governance policy texts issued by China's central government from 2018 to 2023, constructs an analytical framework that combines types of policy instruments and environmental governance cycles, and is devoted to exploring the key hotspots, design features, and development logics of the policy system. The study finds that China's environmental governance policy instruments show characteristics of the synergistic development of diversified regulatory instruments, but focus on the use of environmentally based policy instruments, with relatively few supply-based and demand-based policy instruments. Furthermore, they focus on the prevention of environmental pollution in advance, with relatively little attention paid to post-pollution governance and the construction of the governance guarantee system, and the use of economic instruments remains limited. Accordingly, this paper puts forward relevant policy recommendations to provide valuable reference and guidance for the future development of China's environmental governance.
