Abstract:Indicator system for evaluating the effectiveness of planning environmental impact assessment(PEIA) from four aspects,including the executive procedure,technical method,content arrangement,and assessment conclusions and guarantee measures of carrying out the plan,were set up.The indictor system includes 13 indicators,i.e.conducting PEIA early in the planning period,the effectiveness of public participation,strictness of examination system of the PEIA,rationality of work procedure,practicability of assessment method,advanced nature of assessment instruments,integrity and rationality of indicator systems,environmental quality evaluation criteria,whether the accumulative effect is considered,whether all the alternatives are considered,clarity of the assessment conclusions,adoption of the conclusions and suggestions of the PEIA,and whether there are mitigations and follow-up management measures.Based on this indicator system,some PEIA cases of different fields in recent years were analyzed and problems of present PEIA in China pointed out.The problems are that PEIA is initiated late in or even after the planning period,alternatives are not enough,public participation is just a form of procedure,and accumulative effect is not considered completely.
