Abstract:Corruption continues to overshadow the fundamental contributions of the construction industry, preventing the delivery of infrastructure services. Therefore, the aim of the study was to investigate perceptions of corruption within the South African construction industry. The study population consisted of practitioners and clients in the private and public sectors operating in Johannesburg, South Africa, across seven councils and associations. Participants completed a self-administered survey consisting of 49 questions focusing on 10 key areas assessing corruption in construction. There were a total of 270 survey respondents. There was consensus among participants that bribery exists in the South African construction industry and that bribery discourages whistleblowing. A majority of respondents agreed that corruption affects economic growth of the South African construction industry. Respondents felt corruption led to late completion of projects, poor workmanship, and led to the use of sub-standard materials. Respondents agreed that poor procurement processes resulted in the appointment of incompetent contractors and that practitioners engage in unethical behavior due to desperation for work. Findings support, corruption is a major issue in the South African construction industry and approaches are needed to eradicate the corruption.

Abstract:Abstract Corruption is affecting many developing countries, manifested often in construction projects. This study identifies the factors causing corruption and prioritizes anti-corruption measures in large-scale urban construction projects with empirical data from a developing country: Iran. The model consists of six main dimensions including 24 measures and was developed by systematically reviewing the literature as well as collecting primary data through interviewing experts. The model prioritizes the anti-corruption measures through an integrated method of Fuzzy Best-Worst Method (FBWM) and Fuzzy Measurement Alternatives and Ranking according to the COmpromise Solution (FMARCOS). The field of corruption has a multifaceted nature and inherent uncertainty, which necessitates this integrated approach for its analysis. The results reveal that the “lawlessness and deregulation in public construction projects” and “top management and leader commitment” are the most important causes of corruption. This study offers two main contributions. First, it develops a conceptual model to evaluate and prioritize anti-corruption measures; second, it generates practical solution for reducing corruption in municipal and urban management, thus enhancing the prospects of successful construction projects in developing countries.

Abstract:The construction fields have features of intensive capital,complicated management aspects,wide range covering,which means it is easy to produce black-box operation,corruption and bartering situation,making it the hardest hit by corruption. At present,the studies on construction corruption issues are mostly based on typical cases with qualitative analysis,instead of quantitative empirical analysis with a large number of cases. This paper reveals the mechanism of construction corruption from the dynamic point of view,and establishes the corruption transaction phase model of construction projects. By choosing 311 corruption criminal cases of construction projects,we testify a model and identified corruption influencing factors from occurrence and execution to the final consequence,which can provide the theoretical foundation of developing following reform measures.

Abstract:A grand challenge in projects involves employing anti-corruption measures effectively for dealing with corruption. Existing research is scattered across a wide range of disciplines and thus understanding of the effectiveness of anti-corruption measures in projects remains obscure. Focusing on construction projects, which are the most studied and affected by corruption, we aim to establish what kinds of anti-corruption measures are effective, and how. We use design-oriented research synthesis to systematically study existing empirical evidence related to anti-corruption measures in construction projects, found in management journals across various disciplines. Our study shows that there is scarce empirical evidence documenting the effectiveness of anti-corruption measures in projects. Nevertheless, our findings show that compliance, managerial, probing, reactive, and regulatory measures can be effective. The two main mechanisms explaining how the different anti-corruption measures are effective are enhanced transparency of project operations and incentivised stakeholders. We conclude with a research agenda focused on project governance.

Abstract:Purpose Available studies on anticorruption practices in the construction industry are exploratory with a very limited theoretical basis. This paper aims to provide a solid theoretical foundation to examine situational factors that influence the corruption intentions of individuals and organizations in the construction industry. Design/methodology/approach This paper conducts a systematic literature review to synthesize construction management literature that suggests anticorruption practices. The identified practices are then examined using two theoretical frameworks: the fraud diamond theory and Lange's corruption control framework. Findings The results of this research demonstrate how the four elements of the fraud diamond theory may trigger corrupt behavior in construction projects. The results also highlight conceptual distinctions among different means of corruption controls based on Lange's corruption control framework. In addition, the findings of this research suggest that anticorruption practices should address (1) the incentives to act corruptly, (2) the normative means of corruption control, (3) the internal means of preventing corruption and (4) the shift in organizational culture. Originality/value This paper departs from prior research on corruption in construction projects by (1) identifying a large spectrum of anticorruption practices, (2) presenting a detailed theoretical interpretation of these practices and (3) viewing anticorruption practices as multidimensional constructs, which, in turn, leads to novel ways of examining these practices in construction projects.

Abstract:The development of efficient and strategic anti-corruption measures can be better achieved if a deeper understanding and identification of the causes of corruption are established. Over the past years, many studies have been devoted to the research of corruption in construction management (CM). This has resulted in a significant increase in the body of knowledge on the subject matter, including the causative factors triggering these corrupt practices. However, an apropos systematic assessment of both past and current studies on the subject matter which is needful for the future endeavor is lacking. Moreover, there is an absence of unified view of the causative factors of corruption identified in construction project management (CPM). This paper, therefore, presents a comprehensive review of the causes of corruption from selected articles in recognized construction management journals to address the mentioned gaps. A total number of 44 causes of corruption were identified from 37 publications and analyzed in terms of existing causal factors of corruption, annual trend of publications and the thematic categorization of the identified variables. The most identifiable causes were over close relationships, poor professional ethical standards, negative industrial and working conditions, negative role models and inadequate sanctions. A conceptual framework of causes of corruption was established, after categorizing the 44 variables into five unique categories. In descending order, the five constructs are Psychosocial-Specific Causes, Organizational-Specific Causes, Regulatory-Specific Causes, Project-Specific Causes and Statutory-Specific Causes. This study extends the current literature of corruption research in construction management and contributes to a deepened understanding of the causal instigators of corruption identified in CPM. The findings from this study provide valuable information and extended knowledge to industry practitioners and policymakers as well as anti-corruption agencies in the formulation and direction of anti-corruption measures. To corruption researchers in CM, this study is vital for further research.

Distinguishing Characteristics of Corruption Risks in Iranian Construction Projects: A Weighted Correlation Network Analysis

Abstract:The construction industry consistently ranks amongst the highest contributors to global gross domestic product, as well as, amongst the most corrupt. Corruption therefore inflicts significant risk on construction activities, and overall economic development. These facts are widely known, but the various sources and nature of corruption risks endemic to the Iranian construction industry, along with the degree to which such risks manifest, and the strength of their impact, remain undescribed. To address the gap, a mixed methods approach is used; with a questionnaire, 103 responses were received, and these were followed up with semi-structured interviews. Results were processed using social network analysis. Four major corruption risks were identified: (1) procedural violations in awarding contracts, (2) misuse of contractual arrangements, (3) neglect of project management principles, and, (4) irrational decision making. While corruption risks in Iran align with those found in other countries, with funds being misappropriated for financial gain, Iran also shows a strong inclination to champion projects that serve the government's political agenda. Root cause identification of corruption risks, namely, the noticeable impact of authoritarianism on project selection in Iran, over criterion of economic benefit or social good, is a significant outcome of this study.
Corruption induced energy inefficiencies: Evidence from China's energy investment projects

Abstract:China is currently having a lot of conversations about energy and corruption . This research explores how corruption and energy investment affect energy efficiency by employing statistical methodologies and analyzing data spanning from 2000 to 2017. The research findings indicate that corruption has a detrimental effect on energy efficiency. Further analysis reveals that energy investment acts as a mediator in this relationship. The influence of corruption on energy efficiency varies depending on the endowment of energy resources and the level of performance pressure. Regions with lower endowments of energy resources experience a greater detrimental impact of corruption on energy efficiency. However, in regions with higher endowments of energy resources, energy investment has a complete mediating effect. In regions with lower performance pressure, corruption significantly reduces energy efficiency, whereas, in regions with higher performance pressure, the mediating role of energy investment is more prominent. The approval system reform in the energy investment sector since 2013 has reduced the adverse impact of corruption on energy investment and, consequently, on energy efficiency. These research findings offer valuable insights for the Chinese government to address shortcomings, combat corruption in the energy sector, optimize energy investment, and enhance energy efficiency further.

Abstract:We consider a principal-agent model to examine the conditions under which corruption prompts investment. We also investigate three policies that can be used to combat corruption: strengthening monitoring, increasing compensation, and enhancing accountability. Our theory suggests that increasing monitoring intensity mitigates corruption at the cost of reduced investment. The most cost- effective policy to control corruption is to enhance accountability, which reduces corruption without decreasing growth-enhancing investment. We test our theo- retical predictions using Chinese infrastructure investment and corruption data. The data show that infrastructure investment is negatively correlated with anti- corruption effort, as predicted by the theoretical model.

Abstract:We propose corruption can substitute for conventional collateral in enforcing financial commitments when institutions are poor. A theoretical framework with agency frictions is built, in which corruptive relations with government officials keep firms committed to loan payments. Based on this framework, we hypothesize the anti-corruption investigation destroys the commitment mechanism so that firms default and, most importantly, firms default strategically as long as they can substitute corruption with other collateral. We investigate regional data and firm-level data from China, and find powerful evidence supporting our hypotheses.

Abstract:Transnational cooperation in international corporations has become an important force in promoting the economic development of countries, and corruption in cross-cultural business has an important impact on the sustainable development of international cooperation. Based on the construction field, this study applies evolutionary game theory to the microlevel to investigate the corrupt behavior of international corporations from reputation perspectives, taking into account their reputation and cooperation behaviors. The findings indicate that the sensitivity of each party involved in the corruption behavior differs concerning international reputation, and a heightened reputation of the supervisory company can effectively curb the corrupt behavior of subcontracting. Additionally, the behavior of the general contracting company shows a sense of inertia, while the three main parties—general contracting company, supervisory company, and subcontracting company—exhibit multistage decision-making characteristics as their international reputation gradually improves. Through the lens of multinational enterprise cooperation and the development of the construction industry, this study aims to address the constraints faced by the construction industry in various countries and identify potential solutions. Furthermore, it provides insights into key issues related to international engineering corruption governance.

Abstract:Corruption in public projects is a major problem in China’s construction sector and has exhibited strong negative external diseconomy. The article explicates the major components of integrity pact(IP)and the common corruption behaviors in public projects. By introducing IP to anti-corruption in public projects,this article constructs two different models according to different types of corruptions:two-partner static game model and three-partner static game model. The analysis reveals that IP has a positive effect in preventing the individual corruption and collusion by increasing the cost of corruption and the rate of investigation, therefore proves its internal rationality theoretically. Policy recommendations are also put forward for the effective implementation of IP.

Abstract:Indications that corruption mitigation in infrastructure systems delivery can be effective are found in the literature. However, there is an untapped opportunity to further enhance the efficacy of existing corruption mitigation strategies by placing them explicitly within the larger context of engineering ethics, and relevant policy statements, guidelines, codes and manuals published by international organizations. An effective matching of these formal statements on ethics to infrastructure systems delivery facilitates the identification of potential corruption hotspots and thus help establish or strengthen institutional mechanisms that address corruption. This paper reviews professional codes of ethics, and relevant literature on corruption mitigation in the context of civil engineering infrastructure development, as a platform for building a structure that connects ethical tenets and the mitigation strategies. The paper assesses corruption mitigation strategies against the background of the fundamental canons of practice in civil engineering ethical codes. As such, the paper's assessment is grounded in the civil engineer's ethical responsibilities (to society, the profession, and peers) and principles (such as safety, health, welfare, respect, and honesty) that are common to professional codes of ethics in engineering practice. Addressing corruption in infrastructure development continues to be imperative for national economic and social development, and such exigency is underscored by the sheer scale of investments in infrastructure development in any country and the billions of dollars lost annually through corruption and fraud.

Abstract:The earthquake in Turkey has resulted in thousands of fatalities and injuries and is considered one of the worst natural disasters in recent history. The disaster has also brought to light another major issue in Turkey, namely, corruption. Failure to comply with building regulations and successive government amnesties for unlicensed construction contributed to the high death toll. This paper aims to draw attention to the ongoing issue of corruption and the potential life‐saving benefits of ethical practices in business and government. Finally, relevant useful policies targeting corruption in real estate have been proposed.

Abstract:We consider the effect of anti-corruption at the corporate level, using the Eight-Point Austerity Rules (EPAR) in China as the natural experiment. The EPAR significantly decreases the sales of politically-connected companies, while the firms' profitability remains unchanged in the associated industries. The companies pass through the negative effects of the EPAR shock to the labor market by the layoff and the wage strategies. Furthermore, there exist the regional and the size heterogeneities. State-owned companies, who have the natural political connections, have weaker negative effect than politically-connected private companies. These empirical results are robust.

Abstract:An interesting aspect of corruption is that its damaging effects on economic performance differ significantly across countries. In this paper, we show that if a central government collects sufficient taxes, it can curtail corruption by paying for performance of local government officials. An alternative way to reduce corruption is to introduce competition among local government officials. Difference in axing ability and the magnitude of competition among government officials can help explain the heterogenous effects of corruption across countries.

Abstract:Corruption is known to be one of the real life situations which may jeopardize the effectiveness of fines in deterring crime. We present a model of 'crime with corruption' by which both the dilution of crime deterrence due to corruption, as well as the possibility of crime encouraging fines, are formally highlighted. More importantly, by running an experiment on a subject pool of students for the case of illegal waste disposal, we provide experimental evidence on the validity of our theoretical predictions. We find that increasing fine rate may become crime encouraging, or at least ineffective, beyond a context-specific fine threshold. From a policy perspective, we suggest that the optimal design of a crime-deterring sanctioning system must simultaneously account for both corruption practices and anti-corruption policies.

Abstract:While the literature has well-documented economic consequences of corruption on economic development, whether and how corruption affects corporate tax evasion is unclear. This study uses anti-corruption investigations in China as an exogenous shock to local corruption to identify the link between corruption and firms' tax evasion behavior in a difference-in-differences framework. We present strong evidence that the anti-corruption campaign has a negative effect on corporate tax evasion. One plausible explanation is that the anti-corruption campaign conducted by the central inspection team undermined the political umbrella of companies and increased the chances of local government-enterprise collusion being detected, thereby inhibiting tax avoidance. This effect is more significant among firms in provinces with high inspection intensity, firms in economically-developed regions, large firms and firms in politically-sensitive industries. Our findings enrich the existing studies on the economic and fiscal effects of anti-corruption campaigns.

Abstract:Based on an evaluation of three methods adopted by current empirical analysis of corruption, this article argues for a statistical analysis method of studying corruption cases. It adopts three new indicators: the latency period of corruption, the number of newly occurring corruption cases and the cumulative number of cases. By applying these indicators to an analysis of 594 majorcorruption cases, the article develops a new method to describe the position of corruption in transitional China, and presents new evidence on characteristics and trends of corruption and its relation with China's economic transition.
