Abstract:During the development of GATT regime, the four rounds of multilateral tariff and trade negotiations from the late 1940s to the early 1960s serve as a link between past and future. Through Annecy Round, Torquay Round, Second Geneva Round and Dillon Round, relevant contracting parties reach multilateral tariff concessions of different degrees, and further consolidate the status of GATT regime in the post-war international economic order. On the other hand, the competition among contracting parties concerned on the quantitative restrictions on import and export, discriminatory treatment, agricultural trade policy and other issues not only means that the negotiation agenda of multilateral trade is further deepened, but also shows that the GATT regime as a multilateral platform has the attributes and characteristics of cooperation and competition. With the establishment and development of the EEC,the power structure of international economic relations has changed to a certain extent. Marked by the Dillon Round, multilateral tariff and trade negotiations have taken on new features. The Dillon Round not only reflects the influence of the change of power structure in international relations on multilateral tariff and trade negotiations, but also indicates that the GATT regime is about to enter a new period, and the hegemonic position of the United States in multilateral trading system will be challenged by new patterns and new issues.
