Abstract:There are 22 provinces or autonomous regions which are exploring the reformation of "province leading counties directly" (PLCD) in China. The reformation has strengthened county-level regimes, and advanced the economic and social development of county zone; it has promoted urban and rural plans as a whole, and quickened the building of social new countries; it has reduced middle processes, and increased administrative effectiveness; it has perfected the collocation of powers and responsibilities, and improved local intergovernmental relations. However, the reformation resistance of PLCD exists still; the division of functions among provinces, cities and counties needs to be nailed down further; reformations about financial powers, affair powers and personnel powers don't match well; the administration of province-level governments becomes more difficult; cities sustain counties less than before; the law guarantee of PLCD is still weak. In order to push the reformation further, this paper suggests following: to fix on visions and objects of reformation, and cultivate the common cognition of reformation; to classify provinces and autonomous regions, and reform gradually; to reform administrative divisions, and adjust the scale of province and county; to transform functions of government, and develop cities and counties harmoniously; to classify cities and counties, and reform public human resources system; to perfect laws, and form a complete set of institutions.
