Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:Based on the coming trend of the "Internet+" era, the continuous development of information technology has changed the administrative management mode of colleges and universities to a large extent, and can also promote the overall improvement of the quality of college management. However, from the current development trend, there are still some problems during the construction of administrative management informatization in universities, such as urgent improvement of infrastructure, outdated innovation and development of information technology, inadequate understanding of administrative management informatization, and loopholes in network informatization construction systems, which hinder the pace of informatization construction. The article analyzes these issues and proposes relevant strategies based on them.

Abstract:The administrative efficiency of the universities has not been very perfect for a long time in China.Over-administration of the management decreases administrative efficiency.To promote it,we should firstly realize the dual characters of the university management.We must regard the harmonious co-existence of academic research and administration as the guiding theory.We also should set up a set of principles,including the classification principle,the communication principle and the service principle in order to form an effective system of administrative management in colleges and universities.The administrative department of education, the teachers and students and the administrative managers of colleges and universities build a set of regulation systems jointly to promote the administrative efficiency and to help develop a better university.

Abstract:Administration-dominated management of institutions of higher learning epitomizes all kinds of problems with the present educational system.It results from the history and has exerted negative influence on the school running,production of talents,academic research,teacher-student relationship and environmental construction of the university.And as a stubborn disease with the system,it has become an obstacle to the reform and development of the school.It takes the form of administrative ranking,organizational structure corresponding to that of higher authorities,hierarchical management,and marginalization of the teachers in academic management.It is deeply rooted in the official-oriented culture,and the administrative control over the educational resources and the decision making.De-administration does not simply mean abolishing administrative ranks in universities and instead it calls for awareness of the overall situation,global planning,progressive implementation,and working along both lines.The key point is to clarify the government-university relationship,expand the university's school-running autonomy and its power to allocate educational resources,and perfect the corporate governance structure in universities.
