Abstract:Since the 16th National Congress,the Party has initiated the great project of the Party construction in the new millennium,forming two major construction approaches-construction of the Party's progressiveness and administration capability which are profoundly and logically linked to each other.The two construction approaches are integrated to lay a basic structure for creative construction of the Party.Creative construction of the Party should be conducted on the three aspects of value,organization and system,while its strategic starting point rests on integrated development of systems,whose fulfillment demands improvement in democracy construction within the Party.Three aspects of inner-party democracy construction are emphasized in this paper: first,enhancing the power to constrain and standardize inner-party authority;second,improving the rationality and authority of the Party's internal system;third,enlarging the Party members' participation and identification to the Party.

Abstract:new materials account for more than half of the total materials included in the book, this includes materials first made public since the 1990s. Finally, the book is compiled collectively, with the result that the quality is reliable and excellent. It is not a common monograph by an individual historian; instead, it has been compiled by one of the most prestigious think tanks in China. This institution is often referred to as the foremost authority on the history of the CCP. Therefore this monograph signifies the highest level of study on the history of the Chinese Communist Party. Indeed, there are still some problems, which need further discussion and deeper investigation in the future. For example, many in academia have differing opinions about whether the Third Plenary Session of the Eleventh Central Committee of the CCP should be defined as the end of the socialist revolution and construction. This view is upheld by the book reviewed here, but raises the question of how scholars should look upon the two trends of development in the history of the CCP.

Abstract:Recent scholarship of comparative authoritarianism suggests that party institutions contribute to regime resilience by facilitating power-sharing among the party elites and preventing the paramount leaders' abuse of power that undermines political stability. Existing studies tend to focus on the empirical association between party organizations and regime resilience, whereas the actual effects of institutions on elite behavior receive less attention. This paper conducts an in-depth study of China's appointment system to examine whether the CCP's power-sharing institutions indeed constrain the person- nel authority of the party's paramount leader. Using a unique dataset of provincial leadership appointment from 1992 to 2014, the empirical analysis reveals that the General Secretary enjoys what can be described as constrained supremacy' in the making of personnel decisions: the leader can boost his own position by providing favorable treatment to key supporters, but the formal arrangement of collective decision-making constrains rampant reward of patronage that would unsettle the balance among the regime's top elites. The findings of the paper lay bare the diffculty of capturing the inner workings of authoritarian politics with broad, cross-national indicators of regime type; they also illustrate the complicated interaction between formal institutions and informal, personal logic of exercising power in authoritarian regimes.

Abstract:Sun Yisen's theory on party-state relation consists of three historically and logically related parts,namely,"the party aims at saving the state","the party founds the state",and "the party rules the state"."The Party aims at saving the state" indicates that the rise of modern parties in China have been primarily the consequence of national crises."The Party founds the state" expresses Sun Yisen's ideas of learning from foreign countries in constructing our own party,founding our motherland in line with the principles of the party,and setting up the party before founding the state,with the party and the state developing side by side.As for "the party rules the state",there have been changes in theory and in operation.But one thing remains unchanged,it is the principle that at the time of revolution,the revolutionary party holds the power,and the party members are the ones who monopoly the political power or are given priority in holding the political power.

Abstract:This article reviews the origins, development and current trends of what is known as ‘party literature work’ and the principal organisation that carries out this work—the Central Party Literature Office (CPLO). Party literature work plays a crucial role for each generation of Chinese communist leadership to assert its ideological ‘line’ and build its canon. It is an integral part of the ideological apparatus of the Communist Party of China. Under Xi Jinping, CPLO was merged into a new organisation, but party literature work remains and continues to play a key role, supporting his ideological line.

Abstract:A Communist party is not a mass party. It is rather, by its own definition, a party of elites, the most advanced members of a single class. The Communist Party in China is proportionally the smallest of all ruling Communist parties, never having comprised as much as three per cent. of the population. Such a small leadership group, lacking the direct involvement of the masses in its membership, must rely on other organs to engage the bulk of the population on its behalf. These are the mass organizations. Operating through these mass organizations, the Party maintains leadership and control over the various sectors of society; at the same time, the organizations, staffed by Party members, educate the masses in communism and provide grass roots listening posts which help the Party to maintain its legitimacy.

Abstract:The Seventeenth National Congress of the Chinese Communist party (CCP) in 2007is an important event for those who are interested in Communist China's regime It prompts the questions why the one-party system is seemingly becoming more consolidated under progressive market reform, and why china's departure from state socialism has not caused the regime to collapse, One answer to these questions lies in the fact that the Party has been attempting to adapt itself to social change by establishing certain institutions. Four strategies of Party adaptation-institutionalization of of power succession, political cooptation, state corporatism, and pplicy preference moving toward social development-have been applied The institutionalization of power succession has stabilized the regime and maintained political coherence within the party while political elites struggle for power. It has greatly reduced the possibility of collapse as a result of a split in the elite. Political cooptation and state corporatism have effectively prevented social elites and social organizations from challenging the party by means of their wealth, values, and organization. The integration of these new forces into the state has allowed the Party once again to dominate society keeping it in line with the regime. The CCP is also trying to redress grievances concerning illegal government practices from below by means of redistribution. The incidence of radical protest has apparently decreased throughout China. The application of these strategies is making a significant contribution to the CCP's survival and is allowing China t delay democratic reform indefinitely.

Abstract:Abstract The Chinese Communist Party (CCP) is expanding its organizational infrastructure in the private sector, revealing the dynamics of CCP-style institutional change. Party building follows a distinct version of adaptive governance. Hesitant to rely on innovative tools alone, organizers productively tinker with traditional and disparate elements. Grassroots Party organs, sanctified by their venerable history, are redeployed – initially for modest purposes that fall short of their original revolutionary potential. The Party's surge in private-sector firms was triggered by technocrats overhauling Leninist systems to reconnect to Party members; the search for a broader mission came later. To empower CCP organs in companies, organizers use tactical precedents ranging from incentives to negotiations around Party financing, and membership discipline. Combining tactics from different eras, overseas Party building deploys old organizational arrangements to new ends, whereas digitization gives time-worn procedures a second life. The inclination for institutional bricolage is a deeply rooted hallmark of innovation in Chinese statecraft.

Abstract:Ruling party strength is often associated with positive outcomes in autocracies, but we know little about how the effects of party strength differ across party types or which feature of party organization contributes most to better outcomes. This article argues that party infrastructural strength - the ability of grassroots party organizations to penetrate society and mobilize the masses - improves governance outcomes but only for authoritarian parties that rose to power through social movements that overthrew the existing political system. Parties that relied on mass mobilization to gain power tend to continue utilizing party strength to provide public goods and gather support. I provide empirical support for my theory using data covering all autocratic ruling parties during the post-Second World War period. The findings have major implications for understanding the intellectual and political challenges posed by well-organized one-party regimes.

Abstract:It is established that Party-army relation followed a "separated" pattern in the Soviet Union as opposed to an "infused" pattern in China. This article explores the historical origin of this difference in the revolutionary periods. By analyzing the biographies of communist military elites, it argues that this discrepancy took shape before the revolutionary takeover and resulted from the differentiated intensities of warfare across Russia and China. In China, the numerous civil wars and military defeats, radicalized the old military structure and boosted societal militarization; thus, eroding the mutual exclusion between the military and revolutionaries. The effect was lesser in Tsarist Russia than in prerevolutionary China, making the old military a conservative and professional corporate that the Bolsheviks could not completely subordinate to Party control.

Abstract:Underground party organizations were a unique and important force from the 1920s through the 1940s in the CCP's conduct of the revolution and founding of the People's Republic of China. Republican China was complex and diverse,and so the underground party organizations varied greatly. Located on the periphery of the CCP's revolutionary territory,Hui County in Gansu Province was cross-cut with political,social,regional,ethnic and cultural confrontations. The birth,survival and development of the underground party organization in Hui county was distinctive,and depended on a strong social network for its existence and development. In particular,the emergence of"an honest and upright official,"Liu Zhongren made the survival and development of the underground party organization in Hui county possible,and also provides us with good materials to explore the complicated interactions between the underground party organization and the ruling Party,between political power and society.

Abstract:Modernization gave birth to party politics, and party politics dominates modernization. Their correlation and interaction have been a major logic behind the evolution of human civilization since the beginning of modern times. The objectivity of China's modernization gives rise to the historical inevitability of party politics, and its relevance to the Chinese nation and to the current time dictates that party politics should be socialist in China and that its development is an irreversible trend. In the Chinese revolution, in the development of socialism with Chinese characteristics, and in the modernization of China over the past century, to accomplish the historic task of national rejuvenation, Chinese socialist party politics has profoundly changed the course of Chinese history, making Chinese society strive for modernization and causing great changes in the contemporary world. During this process, Chinese socialist party politics has had a "distinct fundamental value orientation," followed "the premise of essential theoretical guidance," enjoyed "dominant institutional support," provided "goal-oriented value guidance" and received a "crucial political guarantee." It has combined its own values with China's modernization and played a leading role in this drive. It has pursued the most deep-seated values, demonstrated the most unique characteristics of practice, and made the most significant contribution to civilization. All this is a key element of the experience and theory of the interaction between modernization and Chinese socialist party politics. It also provides crucial support for and guides the value of strengthening the Communist Party of China (CPC) and modernizing China.

Abstract:The author argues that the great changes in the structural systems of economy and society since the reform and opening-up of our country has brought challenges to the train of thought of traditional party construction that "party branch is to be set up in a company", the dynamics of the Party construction at the bottom, the logic of organization operation and the developing path of the individual party member have had great changes, which have led to the failed continuity of the Party construction system and method in the new economic and social structural form and operational system, where is the strategic significance of the Party construction lies. In the Party construction of the community, there are two theoretical propositions: in the new social structure of interests, how we should expand sources of the Party's legitimacy and how we should realize the coordination of political development and social development the same time we realize the coordinated development of economy and society.
