Abstract:Network digital libraries have exploded in recent years, with numerous and complicated evaluation indicators. The main body of evaluation is gradually showing the diversification characteristics of evaluation objects, and comprehensive evaluation standards. In order to better ensure the overall quality and construction level of network digital library resources, this research innovation incorporates multi-level extension optimization evaluation. Based on the network digital library, a multi-level extension optimization decision-making mechanism combining qualitative and quantitative is proposed. It has developed a new direction and provided new ideas for the resource quality and data evaluation of the future network digital library.

Abstract:Sci-tech novelty retrieval is is not only an advanced comprehensive information service,but also an important phase in the scientization and standardization of scientific research management.The quality of novelty retrieval directly affects the evaluation of scientific research findings.Therefore,it is an important phase in novelty retrieval management to establish a scientific,comprehensive and practical novelty retrieval quality evaluation indicators system,appraise the quality of novelty retrieval objectively and equitably,and consequently control the quality of novelty retrieval roundly and effectively.A combination of qualitative research and quantitative research was adopted,and the method of Delphi was applied in the design of novelty retrieval quality evaluation indicators.After two rounds of experts' questionnaire survey,with comprehensive consideration on the advices and suggestions of experts,The indicators system includes 3 first level indicators,9 second level indicators and 26 third level indicators.

Abstract:Academic journal is an important medium of research publication and academic exchange.The academic journal evaluation system in China has been initially established,but quality and innovativeness evaluations are still weak.There are profound socio-economic,cultural,administrative reasons for this problem,which have caused negative impact on the value orientation of scholars and their research behavior,affected the objectivity and impartiality of academic evaluation,and undermined the cleanness and pureness of the academia. Scholars of the humanities and social sciences and library and information science experts have already reached a consensus that academic evaluation in the humanities and social sciences should be more diverse,localized and content-based,and there should be quality and innovativeness evaluations.In the past dozen years,academic journal evaluation is mainly quantitative and formal,but now more emphasis should be placed on content evaluation and innovativeness evaluation to create a fair and free environment for academic journal evaluation. On the premise of maintaining the reasonable elements in the existing academic journal evaluation system,this article proposes a combination of three new concepts including formal evaluation,content evaluation and effectiveness evaluation,and puts forward a new evaluation method integrating peer-review and bibliometric evaluation.The proposed combination of the three new concepts would be able to explain the history and the current situation of journal evaluation,and also predict its future.The aim of the new thinking and the approach to realize it is to overcome the institutional obstacles that hinder the healthy development of academic evaluation,to establish a fair and rational academic environment for scholars,and to create an open and constructive academic environment in the future.

Abstract:In allusion to characteristics of postgraduates of science and engineering in colleges and universities currently,this paper conducts a result analysis with questionnaire method;establishes scientific research innovation capability evaluation system for postgraduates by using SPSS;calculates the weight of related factors;establishes a comprehensive evaluation model of scientific research innovation capability with AHP method;and realizes fuzzy comprehensive evaluation of scientific research innovation capability of postgraduates on this basis.This method can provide references for the reasonable evaluation of scientific research innovation capability of postgraduates in colleges and universities.

Abstract:University scientific research ability is an important indicator to express the strength of universities. In this paper, the evaluation of university scientific research ability is investigated based on the output of sci-tech papers. Four university alliances from North America, UK, Australia, and China, are selected as the case study of the university scientific research evaluation. Data coming from Thomson Reuters InCites are collected to support the evaluation. The work has contributed new framework to the issue of university scientific research ability evaluation. At first, we have established a hierarchical structure to show the factors that impact the evaluation of university scientific research ability. Then, a new MCDM method called D-AHP model is used to implement the evaluation and ranking of different university alliances, in which a data-driven approach is proposed to automatically generate the D numbers preference relations. Next, a sensitivity analysis has been given to show the impact of weights of factors and sub-factors on the evaluation result. At last, the results obtained by using different methods are compared and discussed to verify the effectiveness and reasonability of this study, and some suggestions are given to promote China's scientific research ability.

Abstract:This paper studies the comprehensive quality evaluation system of college students, and puts forward a design idea based on the comprehensive quality evaluation data warehouse system of college students. Through questionnaire surveys, enterprise surveys, and investigations on students, the comprehensive quality of college students is evaluated. Analytic hierarchy process (AHP) is used to calculate the index weight, which can reflect the importance of scientific and reasonable indexes in comprehensive quality evaluation. Based on the evaluation of students' comprehensive qualities, data mining technology is introduced. This paper describes the system design of the data mining model for the evaluation of university students' comprehensive qualities and the realization process of the data mining system. It mainly uses frequent itemset mining methods, namely association rules and Apriori algorithm to generate association rules and frequent itemsets that affect the relationship between the factors of comprehensive quality. Based on the generated rule set, the relationship between the comprehensive quality assessment of college students and the employment situation of students is predicted, analyzed and mastered. Mastering this relationship is conducive to further training useful talents to meet the needs of the society, and it is beneficial for the employer to conduct targeted selection of talents

Abstract:Chinese university evaluation is discussed from the aspects of the innovation (ideas, methods, technology), results and analysis, interpretation of the trend. This paper focuses on the analysis of the innovation of ideas, method and technology about university evaluation and interpretation of the trend from the data of 2012's evaluation. Three indexes university web influence index which represents the value of the university's brand, performance index influence network, comprehensive reflection of the school benefit and efficiency, and innovation index, reflecting university innovation ability and level, are introduced for the first time. The corresponding information system is also developed so that all the evaluation activity can be performed automatically and intelligently. From the result of chinese universities and subjects evaluation in 2012, it is concluded that the Chinese university brand value (including the network brand, special major setting and the discipline construction, etc), science and technology innovation level, performance level has a great influence on university comprehensive competitiveness.
