Abstract:OBJECTIVE:To analyze relevant regulations in Drug Administration Law and to study the safety of drug use. METHODS:The key points of the safety of drug use were analyzed through reasoning analysis. RESULTSCONCLUSION:The safety of drug use was the core of medicine legislation while there were still some problems on law execution and blind spots in legislation. It is suggested to standardize the research and development of drug and purchase channel,improve system for safety of drug use and role of clinical pharmacists so as to guarantee the safety of drug use.

Abstract:Objective The framework and mechanism of risk and crisis control on drug safety issue has been provided.Methods The definition and internal relationship between drug safety and rick control were mentioned.The four main sources of drug safety risk were analyzed.The typical drug safety cases and the way that they were solved were also included.The cause of the cases and the characteristics of the cases have also been analyzed.Results and Conclusions Based on that,a conclusion was drawn that the greatest problem of drug safety lies in the production process.A whole set of drug safety and crisis control system mainly includes structure design,process design and department design.The framework incorporates a variety of resources of management of drug safety under a state of normalcy and crisis,which has provided theoretical basis and practical solutions for drug safety and crisis control,so as to enhance the problem solving ability of the government.

Abstract:Objectives:This article discusses the definition and scope of drug safety,and is to identify the main risk factors in China.Methods:A systematic review was conducted through searching English database such as PubMed and some web sources to analyze,scope,and synthesize the definition and scope of drug safety,as well as the strategies and implementations of securing drug safety by using literatures within recent ten years.In addition,a quanlitative reviews was undertaken to describe the understanding of the definition and scope of drug safety through reviewing drug safety administrators,health personnel,and specialists.The review was also included their attitudes of the importance of drug safety.Results:290 literatures were included and six of them gave the definition of drug safety.Those included literatures focused on adverse drug reactions/events to monitor,prevent medication errors,risk management,as well as drug accessibility.The scope of drug safety mainly included drug monitoring,adverse drug reactions/events,drug security,drug research and development,pharmaceutical production,the flow of drugs,using and information of drugs.Depth interviews showed that the quality issues and inappropriate use of drugs were major influence factors.Conclusion:This article concluded that drug safety should be defined as a status that the external and internal risk be eliminated by supervising,besides necessary supply and information feedback.In addition,the scope of drug safety was defined as appropriate quality,acceptable adverse reaction risk,none of medical error and accessibility.

Abstract:Objective To discuss the definition and category of drug safety,and to identify the main risk factors in China.Methods Qualitative interview methods were implemented in this study.Results Depth interviews of 15 experts showed that most experts believed that drug safety should include quality of drugs,adverse drug reactions,non-rational use of drugs,policy safeguard and accessibility,the quality issues and non-rational use of drugs were major influence factors.Conclusion Drug safety should be defined as a status that the external and internal risk was eliminated by supervising,besides necessary supply and information feedback.

Abstract:Objectives To study the drug safety from the perspective of quality standard.Methods Searching and collecting pertinent literature and paper relating to drug quality standard,and then summarizing and analyzing them.Results The current situation of the national quality standard is worrying that drug quality standards in China are various widely,the test contents of the same drug standard is not unified,and the current quality standard can't control the process of drug production.Through the comparison of management of drug quality standard with developed countries,there are many difference between Chinese pharmacopoeia and American pharmacopoeia in legal status,standard-setting methods and standard contents.Conclusions China needs to finish the current various standards urgently,establish and improve the scientific mechanism of drug quality standards gradually,foster and develop intermediary organizations and enhance timeliness and operability of standard,and then improve and ensure the drug quality standards and drug safety.

Abstract:Objective: The necessity of shifting from management to governance of drug safety has gained a wide consensus in both academic and practical circles, but how to act and develop has not been adequately discussed and become a key issue that needs to be addressed nowadays. This article combines the theoretical essence of governance to establish an analytical framework of “initial conditions-joint action-governance effectiveness” based on governance theory to analyze and explain the connotation and mechanism of cross-sector cooperative governance of drug safety. Methods: The essence of governance lies in the creation of joint action capabilities through cross-sector cooperation, as well as the construction of a national drug safety governance action framework of “3 stages + 1 incubation period”. This article analyzes the connotation of each stage and possible problems or obstacles. Results: Three deep-seated challenges stem from the lack of information sharing, resource action sharing, and power sharing. Conclusion: In order to improve the modernization construction of China’s drug safety governance system and capacity, it is recommended to continuously improve Chinese drug safety governance in terms of governance norms, communication mechanisms, capacity development, and cross-sector coordination based on a holistic perspective.

Abstract:This article aims at studying the drug accessibility and drug patent protection on the bases of demand elasticity theory,public economics principles,the comparison between right of health and patent right,TRIPS Agreement and correlated practices at home and abroad.This study is using elasticity of TRIPS Agreement to protect the domestic pharmacy industry which is undeveloped.For China,some urgent demands,such as short-age of drugs,should be satisfied in short time,then the demands in long-time storage,such as encouragement of independent intellectual property rights on drugs,will be considered.It is suggested that if the systems of drug patent and drug accessibility be consummated,the current shortage of drugs in China may be overcome.

Abstract:By reviewing literature and conducting depth interviews,we analyzed domestic and international supervision systems relating to drug safety early warning,and discussed the mode of building up drug safety early warning system.The characteristics are apparently different in domestic and international drug safety early warning; they emphasize separate aspects.It is strongly recommended that an integrated drug safety early warning system should be built up in China for monitoring risks timely.

Abstract:OBJECTIVE: To seek approach for the protection of domestic pharmaceutical enterprises with immature creativity and to ensure drug accessibility. METHODS: An analysis was performed applying the theory of demand elasticity by comparing the attributes of health right and patent right etc based on TRIPS protocol and the related practice abroad. RESULTS CONCLUSIONS: For a developing country, China should give top priority to the short-term urgent needs, such as to meet people's medication demands, followed by meeting the long-term demands, such as to encourage independent intellectual property rights. Hence, drug accessibility-related system in drug patent system should be evolved step by step.
