Abstract:State Science and Technology Awards has been one of the important indexes of an institution or individual's academic status and social contribution,with its high visibility,deep impact and extensive modality.A world\|class university should not only provide exceptional education,but also achieve top research reputation.Peking University,as the first contributor,has obtained one State Preeminent Science and Technology Award and sixteen State Natural Science Awards,leading the universities of our nation with the unparalleled contribution in fundamental research.On the other hand,the university's achievement in State Technological Innovation Award and State Scientific and Technological Progress Award is much less impressive.It is suggested that long\|term,stable supports should go to those achieved and solid research groups to produce more significant fruits.Creating a generous environment for those talented researchers is essential to the construction of a world\|class university.

Abstract:This paper reviews recent research on economic benefits for science and technology prizes in China and overseas.Then it carries out an empirical analysis on economic benefits data of university science and technology prizes from 2006 to 2010.The results indicate that science and technology prizes of university plays a positive role in promoting transform of scientific research production for university.At the same time,the shortages of current policies are revealed and some suggestions are given.

Abstract:Scientific and technological innovation has become the main battlefield of the competition among the world’ s scientific and technological powers. In order to achieve the great rejuvenation of the Chinese nation, the country’ s demand for strategic scientific and technological support is increasingly urgent. Therefore, building and strengthening national strategic scientific and technological strength is an important strategic choice for the Party and the country in the new historical period, facing the complex international competitive environment. As an important part of the national scientific and technological innovation system, research universities are one of the pillars to enhance the national strategic scientific and technological strength and build strategic scientific and technological strength. From the perspective of scientific and technological innovation in colleges and universities, based on the new development stage,this paper studies the generation and development background, connotation and extension of China’ s national strategic scientific and technological forces, analyzes some problems and current situations faced by colleges and universities in the process of building strategic scientific and technological forces, and puts forward some suggestions for colleges and universities to build strategic scientific and technological forces, which provides theoretical reference and decision-making basis for promoting high-quality development of colleges and universities and building a new development pattern.

Abstract:Research-oriented universities,which focus on scientific research and talents cultivating,emerge in China as a result of the rapid development of science and technology in the 20th century.Talents in research-oriented universities include an outstanding research and teaching staff and excellent postgraduates.A research-oriented university plays an indispensable role in cultivating talents by taking advantage of its strong teaching staff, first class facilities for scientific research and sufficient funding.The paper presents a statistical analysis of 15 research-oriented universities in China,such as Tsinghua University,Beijing University and Nanjing University.Based on the analysis,four suggestions are made with regard to the policies concerning university teaching,university management,scientific research and fund use.

Abstract:The Outline of China's National Plan for Medium and Long-term Education Reform and Development(2010-2020) has explicitly mentioned that higher education needs to cultivate high quality expertise and innovative personnel.It should be considered by higher education institutions to transform the aim into educational activities to benefit undergraduates who have creative potential.Based on the data of Chinese College Student Survey collected by the Institute of Education,Tsinghua University,the sample is divided into three groups,i.e.students winning international/national award,students winning other awards,students not winning awards.Using statistical methods,the study analyzes whether the degree of students' creativity enhancement among three groups is significantly different,examines the relationships between winning awards and creativity enhancement,explores how the factors,such as personal characteristics,environmental variable,engagement and interaction,influence students' creativity enhancement.

Abstract:Combined with Tsinghua University's overall development goal of becoming a world-class(university,)it analyses the number and growing pace of ST papers collected from SCI,EI,ISTP and domestic crucial journals,the rank among China's all colleges and universities,as well as citing rate and impact factor of those papers and the papers collected from Nature and Science.Then it analyses reasons on improving the number and qualtiy of papers on the base of measurements conducting ST papers of Tsinghua University in recent years.According to that,it further comes up with some(suggestio)ns of improving the number and quality of papers,which provide Tsinghua University with(references) in forming reward and evaluation system.

Abstract:Objective:To analyze the disadvantages of " paper-centric" in science and technology evaluation, explore how to establish a new evaluation model of scientific and technological innovation in academic universities in China on the premise of breaking the " paper-centric" orientation.Methods:Analyze problems and disadvantages of the " paper-centric" orientation in the evaluation of science and technology at academic universities in China, take account into the in-depth interpretation of key policies of breaking away from " paper-centric" in recent years, and finally make proposal for the establishment of evaluation system and mode of scientific and technological innovation in the future.Results:There are many pitfalls in the " paper-centric" orientation in the evaluation of science and technology in academic universities in China, thus, it is urgent to establish a new evaluation mode of scientific and technological innovation.Conclusions:Based on the current domestic and international context, academic universities in China should deploy the strategy of scientific and technological innovation in advance, break the " paper-centric" orientation, and establish a new evaluation system and mode of science and technology that proactively match the national strategy and the development requirement.

Abstract:This paper discusses science and technology (S&T) reform in China by dividing the process into three stages, then explaining major policies and programs that play important roles in supporting reform. Through an analysis of the impact of S&T reform on national innovation systems (NIS) in China, we conclude that S&T reform has been effective in motivating universities and research institutes (URIs), building up the innovative capacities of enterprises, and promoting URI–industry linkages. We also point out that concerns remain about the S&T system in China, and the effects of S&T reform need to be further examined over the long run.

Abstract:This academic paper critically examines the incentive measures established by China to foster scientific innovation. The study explores China’s five key incentive measures, namely the pilot tenure-track system, monetary rewards for scientific publications, research awards for scientific achievements, "hat-talent" selection, and research funding system. The analysis also addresses the challenges associated with these measures, such as heightened work stress due to intense competition and occurrences of academic misconduct. In conclusion, two recommendations are proposed to enhance China’s incentive system: the establishment of a responsible peer review system and the reduction of administrative power’s influence on scientists’ career trajectories.

Abstract:China has achieved great progress in national innovation system establishment, but a more strategic and detailed design is still needed. Facing the challenge of building the S&T powerhouse for China, a newly national innovation system is provided. Emphasizing the basic research, constructing the sectoral innovation mechanism, setting up the comprehensive system for enterprises, coordinating the regional innovation systems, putting the education as the core of innovation system, and promoting the integrating among S&T, finance, and trade etc., are the strategic measures for this newly national innovation system.

Abstract:To motivate colleges and universities(C&U) to make great contributions to economic development in the transfer of science and technology(S&T),the paper discusses the issue of S&T development pattern of C&U based on research and transfer,by grouping the samples into four types of patterns: comprehensive leading,research-leading,transfer-leading and catch-up.The results show that the distribution structure of S&T development pattern presents a typical pyramid,and the research and transfer capacity of S&T development increases significantly from 2008 to 2010.The sample with research-leading pattern is the comprehensive universities based on arts and sciences,however the sample with transfer-leading pattern is the technology universities based on engineering.The S&T development pattern of "the 985 Project" has a close connection with the development concept of national high-education.
