The Strategic Development Direction of Chinese Cultural Industries——And on Chinese Cultural Industrial New Deal in International Financial Crisis

Abstract:Crisis is one of the important driving forces for human society,and the most crucial self-recovery mechanism for social progress as well. It affects the power of a nation,and probably leads to changes in a nation’s strategies and its developing direction. Today,the happening international financial crisis makes Chinese cultural industries which are regarded as a national cultural strategy in "development difficulties". Meanwhile,the crisis also brings a precious opportunity for China to adjust its strategic direction in the cultural industries. The paper argues that it is time to create and implement Chinese cultural industrial new deal and to treat it as a core guide for the next-stage Chinese cultural strategic development. The "new deal" includes: (1) to establish a three-in-one (traditional,modern,and rising industries) and three-simultaneous-development innovation system and development strategy;(2) to reconstruct the orientation of Chinese cultural industrial theories and policies,and create a new developing model of Chinese cultural industries through "a hierarchical functional system of cultural industrial cities";(3) to create a development mechanism mainly promoting region-level cultural industrial clustering functions,upgrade the current administrative system,and initiate a non-intrusive and fully open cultural market system;(4) to highly develop social cultural industries,and to achieve a new model for the interaction and development between national cultural industries and social cultural industries.
