Abstract:At present,the teenagers' crime is one of the most serious social problems that trouble many countries in the world.How to realize and solve this problem reasonably and efficiently is the common task for the whole society.A series of measures different from the adult crime should be taken to solve it on the basis of understanding the teenagers' features.In other words,the need of prevention,punishment,and improvement of teenagers' crime should be taken into consideration,as well as the teenagers' physical,psychological features and their growing up,to manifest and pursue the basic principles of subtle care of human rights.In order to solve this problem efficiently,the criminal law should be reformed and the system innovation should be pursued beyond traditional criminal system and lawsuit mechanism.At the same time,the successful experience in every country and fruitful practice in every region should be learned from so that the theoretical and practice foundation can be laid for the establishment of China's unique criminal system for the teenagers.
