An Analysis of Beijing Municipal Emergency Management System:Problems and Policy Recommendations

Abstract:Based on an examination of the existing emergency management system in Beijing city,we argue that in order to establish a new kind of emergency management system that is rapid,scientific,and effective,it is necessary that Beijing city realize the《four ideas transition》-from emergency response to emergency management,from government governing to co-governing by the government and society,from mobilizing administration to rule-of-law administration,and from separate management to integrated management.At the institutional level,the emergency management system of Beijing city should include three elements:a unified command system,a decision-making information system,and a supportive system.While the unified command system provides organizational structure for emergency management,the decision-making information system serves as a tool for emergency management.The supportive system involves a wide range of issues, including emergency management legislation,preparedness,mitigation,interaction among government and civil society,intergovernmental cooperation,scientific research,information release,funding,insurance,psychological intervention,and so on.
