Abstract:From a global perspective,although the protection of freedom of expression will still be a problem in many countries,the new challenge of freedom of expression in the age of Internet is that people with ability and freedom to communicate freely tend to communicate only with people they agree with.This kind of ineffective communication leads to not only some negative consequences as "debates and communication cannot help people get close to the truth," but also to some serious negative ramifications as political division and social contradiction.In 2004,Ronald Dworkin delivered his concern in his writings on political division in American democracy.He also put forward his theoretical solution —"return to the common background." However,Dworkin's solution is more like an ideal one lack of practical strategy and workable operation.This article proposes a principle of "New Public Forum" and expects to solve the problem on a systematic,strategic and operational level.The principle of traditional public forum considers its main goal as solving the dilemma between the valuable role of mass media and the right of individuals to express freely and effectively.Today we have to deal with another dilemma because whereas the internet improves people's capability of sending and receiving information and expressing their opinions,the effectiveness of communication itself is still being threatened.Cyberkans,a phenomenon of worldwide network Balkanization,is the linchpin in this dilemma.Cyberkans results from complex factors such as political and legal policies,business strategies of Internet product manufacturers and a more crucial one that ordinary people as consumers tend to choose the internet product to help them filter for favorable information and opinions.In the Internet era,people not only rely on information filtration,but also prefer and actively choose filtering tools.They are fond of "personalized" products,which inevitably lead to information "cocoon" and "Daily Me." That is why people with different values,different preferences and different interests are easily separated and divided into different groups.Furthermore,opinions and beliefs in divided groups tend to become extreme in the process of "Group Polarization," which intensifies social contradictions and affects social stability because of the lack of effective debate and communication.Malfunction of the marketplace of opinions,group polarization and tagging tendency all manifest certain kind of ineffective communication resulting from Cyberkans. There are at least two solutions for these problems.The first one is to remove all separation institutes and integrate all information into one platform.This proposal fundamentally denies the network users' choices and overthrows market mechanism in the Network Economy,that's why it can only be applied to some web sites of government and other public service departments.The second solution is to establish a new kind of "Public Forum" for effective communication meanwhile keeping commodity market of internet working by itself.This new Public Forum Doctrine includes the test of extensity,compatibility and,the most important,efficiency.Extensity Test requires the forum to reach as many opinion groups as possible.Compatibility Test requires the forum to contain as many different opinions as possible.Efficiency Test requires political debaters to follow certain kind of regulations to make sure debates are reasonable and yield reasonable results.Considering the actual situation in China,the traditional mainstream media has the responsibility and capability to become the platform of the new public forum.

Abstract:In recent years,studies on the impact of internet on civil society in China become a heated field.We review present studies and point out their weaknesses here in a critical and reflective way.First,thanks to NGOs' contribution in 2008 Wenchuan great earthquake,many scholars overestimate the development of civil society in China;second,under western centrism and technological determinism,they simply interpret the internet as a platform for social forces to challenge the state;third,as to the issue of web public sphere,thinness of theoretical resources,inadequate inquiries of group polarization,and simplistic understanding of rationality in online discussion are major drawbacks.At last,to further the research,we propose some approaches:multiply theoretical foundations,shift research perspectives,explore new research methods and select proper methodology consciously and reflectively.

Abstract:This paper takes GovHK for example and makes an empirical study on the improvement that Web 2.0 brings to government website's ease of use. It focuses on two typical applications of Web 2.0: one is RSS, the other is Tag. It builds some models to compare the effects before and after implementing Web 2.0 in government website, then makes quantitative analyses through information distance theory and comes to a conclusion that the implementation of Web 2.0 has significantly improved the government website's ease of use. And the deficiencies of this research are also discussed at the end of the paper.

Abstract:With the rapid growth of the Internet, human daily life has become deeply bound to the Internet. To take advantage of massive amounts of data and information on the internet, the Web architecture is continuously being reinvented and upgraded. From the static informative characteristics of Web 1.0 to the dynamic interactive features of Web 2.0, scholars and engineers have worked hard to make the internet world more open, inclusive, and equal. Indeed, the next generation of Web evolution (i.e., Web 3.0) is already coming and shaping our lives. Web 3.0 is a decentralized Web architecture that is more intelligent and safer than before. The risks and ruin posed by monopolists or criminals will be greatly reduced by a complete reconstruction of the Internet and IT infrastructure. In a word, Web 3.0 is capable of addressing web data ownership according to distributed technology. It will optimize the internet world from the perspectives of economy, culture, and technology. Then it promotes novel content production methods, organizational structures, and economic forms. However, Web 3.0 is not mature and is now being disputed. Herein, this paper presents a comprehensive survey of Web 3.0, with a focus on current technologies, challenges, opportunities, and outlook. This article first introduces a brief overview of the history of World Wide Web as well as several differences among Web 1.0, Web 2.0, Web 3.0, and Web3. Then, some technical implementations of Web 3.0 are illustrated in detail. We discuss the revolution and benefits that Web 3.0 brings. Finally, we explore several challenges and issues in this promising area.

Abstract:Technology innovation requires the involvement of employees and a wide range of knowledge exchange,while the Web2.0 technologies can play a significant role in this respect. Based on the study of the main features of Web2.0 system supporting technology innovation,this paper analyses the approaches to use blog,wiki,dig and social bookmark and other Web2.0 models to facilitate effective access to and take full advantage of appropriate knowledge; the use of witkey,personalized search engines,SNS,collaborative filtering and other Web2.0 models to provide knowledge-based services; and effective patent protection and utilization in terms of the release of knowledge,the convenience of sharing,timely feedback of knowledge sharing and the effectiveness of application,categorization of knowledge,initiative of innovation and knowledge-sharing,finding the right experts quickly,the collaborative technology innovation,and the effectiveness of patent protection and utilization.

Abstract: Tim O’Reilly, the famous technology book publisher, changed the life of many of us when he coined the name “Web 2.0” (O’ Reilly 2005). Our research topics suddenly became subjects for open discussion in various cultural formats such as radio and TV, while at the same time they became part of an inappropriate marketing discourse according to several scientific reviewers. Indeed Tim O’Reilly’s initial thoughts were about economic consequence, since it was about the resurrection of the Web after the bursting of the dot-com bubble. Some opponents of the concept do not think the term should be used at all since it is underpinned by no technological revolution. In contrast, we think that there was a paradigm shift when several sites based on user-generated content became some of the most visited Web sites and massive adoption of that kind is worthy of researchers’ attention.

Abstract:The term "Web 2.0" is used to describe applications that distinguish themselves from previous generations of software by a number of principles. Existing work shows that Web 2.0 applications can be successfully exploited for technology-enhance learning. However, in-depth analyses of the relationship between Web 2.0 technology on the one hand and teaching and learning on the other hand are still rare. In this article, we will analyze the technological principles of the Web 2.0 and describe their pedagogical implications on learning. We will furthermore show that Web 2.0 is not only well suited for learning but also for research on learning: the wealth of services that is available and their openness regarding API and data allow to assemble prototypes of technology-supported learning applications in amazingly small amount of time. These prototypes can be used to evaluate research hypotheses quickly. We will present two example prototypes and discuss the lessons we learned from building and using these prototypes.

Abstract:A book reading Website which adopts Web 2.0 business model was investigated,with the customers＇ behavior of the Website analyzed,including the customers＇ favorite,the performance of online customers,the customers＇ experience,and the customers＇ satisfaction.PEST and SWOT methods were used to address the strategy of the Website.Based on the case study,the key problems of developing China＇s Web 2.0 were studied,such as Web 2.0 payoff modes and developing trends of China＇s Web 2.0.The results show that subdivision and deep innovation are the most important tasks for Web 2.0 entrepreneurs.
