Experience in Organization and Implementation of International Medical Relief

Abstract:Five Chinese International Medical Teams were established, mainly by the medical personnel of the Chinese Armed Police Forces, to participate in the disaster relief in the areas stricken by earthquake,and/or tsunami, in Algeria, Indonesia, Iran, and Pakistan from May 2003 to June 2006. The number of personnel and specialties involved increased gradually. The personal equipments for the staff were mainly field survival equipments. At the early stage of individual tasks the medical teams worked completely relying on the medicines and medical equipments carried by themselves. An information network of emergency relief was established under the guidance of UN. International medical cooperation was carried out. Attention was paid to hygiene and epidemic prevention. With the help of international medical teams the local medical systems were re-established after the disaster. The essential conditions to succeed international medical relief include:① a rapid emergency reaction mechanism;②well-trained medical first-aid personnel;③ adequate mental and material preparation;④ highly efficient and flexible scheme of field medical relief;⑤ effective international cooperation;and ⑥ unblocked exchange of information on medical relief.
