Abstract:This paper synthetically discussed the concept and the existing problems of the intensive urban land use in cities of China from the perspective of the information economy,and illustrated the reason for problems which occurred in the management with the theory of moral risk.Finally,in the light of the relationship of principal-agent——between the local authorities and the central government——in the intensive land use,the paper designed the goal of intensive land use of cities by means of profit-based method,thus eliminating the asymmetric information of the local government,and realizing the ultimate goal of intensive urban land use of the central government.

Abstract:The purpose of this study is to find the problems and causes in implementing land use planning in China.Methods of economic theory and institutional economics were employed.The results indicate that the existing land income distribution system makes the local governments and developers to become the main pushing forces of land development.The difficulty in implementing arable land protection lies in the mismatch of beneficiary and the cost undertaker.The illegal land development is difficult to be eliminated due to its lower cost than that of legal development.The inefficient land use in development zones is related to low land price.The adjustment of interest relationship is essential to solve these problems in the land use planning.

Abstract:This paper reviews literatures on China's urban village in four aspects containing definition,developing mechanism,value judgment and renewal measures. It is argued that neutral attitude should be taken as the logic beginning of policy analysis;an conceptual framework of"Institution-Action"could be used to explain the shaping mechanism of urban village;and in order to formulating synthetically strategies of community governance,the view of livable urban low-quality community should be hold in planning process,and existing institution factors and its related constraints should be well assessed.

Abstract:China’s urban spatial growth is a combination of urban spill over and urban sprawl. From an institutional perspective, this paper analyzes the problems in land-use regulation with special reference to the city of Guangzhou. The evidence suggests that entangling land-use regulations have caused increasing spatial constraints to mega-city’s urban growth in China. All related parties compete for the construction right of collective-owned lands. As a result, not only the transaction costs of the planning and land-use regulations would increase, but also the spatial development of mega-cities would be further distorted. Then it provide some policy suggestions based on the institutional review.

Abstract:Urban general planning has the typical public management characteristic,and its major function differs in different development phases in history.Currently,against a background of social & economic transformation,the restriction of urban general planning has been an issue of benefit conflict between regions and departments.Generally,the issue includes three aspects:first,the vertical competition engendered by localism and opportunism under power gambling;second,the adverse reaction to excessive horizontal competition;third,the spatial benefits contention between multi-interests bodies in the interior competition.As to the problem of benefit conflict,recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality.Our major suggestions are as follows:Firstly,taking the public benefit as the core concept and reforming the planning value system;secondly,reforming the planning system and harmonizing the vertical benefits;thirdly,integrating regional strategic resources and harmonizing the horizontal benefits;fourthly,building up the whole space zoning and establishing regulation mechanism;and finally,optimizing the public goods supply and promoting the equalization of urban and rural public services.

Abstract:Since 2006, urban planning has been termed as an important element of public policy in China. Urban master planning has theoretically been the fundamental strategy with regard to the distribution of spatial resources in urban areas. However, in reality, the regulation of urban planning has not achieved the legally binding goals pertaining to resource savings, environment friendliness, and preservation of natural and cultural resources. There have been public power interferences in the implementation of urban planning, which has often led to serious environmental pollution, destruction of heritage, and safety issues. This article uses “Urban planning failure” to describe this phenomenon. Currently, practitioners disagree on what causes urban planning failure exactly. The Q methodology has been applied to facilitate the analysis of urban planning failure in the Chinese context. The research findings show that the “top-down” (senior official's absolute authority) and “network” (stakeholder's multiple interaction) interpretation of urban planning failure have been verified, while the “bottom-up” interpretation has not been substantiated. In the institutional context of decentralization of decision making power in urban planning from the central to local governments, senior official's absolute authority of local governments is the logical starting point to interpret the urban planning failure. The pressure of political performance and the absolute obedience of subordinates molded the structural conditions of urban planning failure. Meanwhile, stakeholder interactions too have played important roles in the context of information asymmetry, interest entanglement, and lack of supervision.
A Strategic Approach to Contemporary Urban Planning in China:Assessment of Design-based and Strategy-based Planning in the Complex Urban System

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:On the basis of purposes and claims of land use planning,the article advances the meaning of land use planning implementing evaluation,through introducing policy science theories.The paper proposes three distinct implementing evaluation contents of land use general planning.Then combining the aforementioned theories with Liu Zhou city's practice,it used methods of major index contrast and factor analysis to evaluate the land use planning implementation,attempted to use the assessment method of land sustainable use to appraise the influence of land use planning implemenation.Finally,according to the analyzing results,the article commented practical use land use planning.

Abstract:Urban planning is an important public policy relating to a city's development and construction.At different historical stages and under various social economic backgrounds,the control performances of urban planning indicate different characteristics and mechanisms.This paper establishes a framework for analyzing the spatial planning performance by integrating remote sensing decipherment,landscape matrix,planning control index,and planning decision logic.Via this framework,the paper analyzes the spatial-temporal evolution characteristics of Beijing's urban spatial form during 1978-2006,the control performances of planning during 1958-2004,and the evolution process of planning logics.The paper also discusses the internal mechanisms forming the differences in planning performance at different historical stages based on the analysis of urban designated function,urban spatial structure,urban size decisionmaking,developing model,and the change of multi-stakeholders.The purpose of this paper is to provide reference for improving decision-making mechanism in future urban planning.

Abstract:This paper discusses the major problems in urban green space system (UGSS) planning at both general and special planning levels in China. At general planning level, the problems of the UGSS are mainly from the ignorance in the characteristics of urban nature spaces and the limitation factors of the urban planning system. Great importance is attached to the green spaces in the built area of city, but the green spaces in surrounding areas of the city is unnoticed. Furthermore, because the area of UGSS planning is strictly limited by the administrative zoning, the green space system loses its integrity and rationality in spatial patterns. The schedules of urban development planning mismatched the paces and progresses of the ecological restoration cycles. At special plan level, the problem of the UGSS in China is that the green spaces quantity was over emphasized but the rationality of their layouts is neglected.. Meanwhile, the requirement of the spatial structures and the green spaces layouts to balance between the urban development and the natural ecological environments is often ignored. With regard to the layouts in the UGSS planning practices, the existing problems are the compromising to the existing land-uses, the ‘filling in’ approach to plan green spaces and an over-emphasis on the layout patterns.

Effectiveness Regulation of Construction Land: Does Plan Matter?

Abstract:Nowadays the relationship between planning land use and actual land use is not so clear in general. A lot of efforts have been put in the failures of regulation for the expansion of construction land. However, it still lacks an integrated approach to study the effectiveness of land use regulation in terms of different land use types. Furthermore, the existing evaluation of land use plan mainly focuses on a general level, a detailed research on the regulation effectiveness of each construction land use type is absent. Therefore, this research tries to evaluate regulation effectiveness of land use plan, which takes Cangwu country, Guangxi Province as an example. The finding by analysis is that the total area of construction land expansion was about 3494.73 ha, nearly 1.1 times of the plan quota. Moreover, the effectiveness differs greatly in various construction land use types. Town, industrial/mining sites can be well regulated through the quota of land use plan. While, the quota regulation system is not as effective for other type of construction land. Thus, we suggest to improve the regulation effectiveness of construction land through different plan instruments.

Abstract:As a kind of public policy,urban planning is serious and authoritative.However,since urban plans are the arrangements based on the prediction towards a distant future and the socio-economic development trends change over time,the traditional static plans have many uncertainties and are just relatively stable.The authority of static plans,therefore,is often questioned.And because of the lack of objective assessment of urban planning process and implementation,the so-called "waste planning" phenomena such as reduplicated planning and overplanning are emerging.This paper summarizes the manifestations of plans' lack of authority,followed by an in-depth analysis of the fundamental reasons,and therefore put forwards some specific suggestions to strengthen the authority of plans.By way of creating a dynamic urban planning assessment system,it aims to further enhance the pertinence,stability and authority of plans,especially statutory plans.

Abstract:Implementation of spatial planning has become a critical issue as China evolves from a planned economy to a market mechanism.This article analyzes land allocation,infrastructure investment and relevant policies from the perspective of de- cision making on public goods supply.Observed problems in spatial planning are reviewed as under-or over-supply of relevant public goods.Qualitative analysis points out that at least three issues have been neglected when considering the im- plementation capacity of local government units.They include the differences be- tween the public and private benefits and costs,the spatial boundaries of bene- fit-cost accounting,and the mixture of technical and institutional issues.The exist- ing problems,however,can be mitigated with institutional reforms,as indicated by relevant experiences in other market economies.
