On the Township Administration and Village Self-government under the"Village-Conduct Township Governance"Model

Abstract:The problem on the administration of the township and village self-government under the model of the governance of township affairs administration by village is the contradiction between the governance of township af-fairs administration.And also the contradiction between the being controlled to the village and farmers by the township on behalf of the state and the realization about the self-management,the self-education and the self-service of village out of the township.The realist is the conflict between administrator of the township and power of self-man-agement.The key of solution is the effective link realized between the administration of township and self-manage-ment.In the concept level,the government needs to change the traditional concept of control of the executive,villag-ers need to change the excessive self-concept of one-sided;in the system level,to clearly define the township gov-ernment and village committee,village committee and village party branch relations;from the system external factor,may play the role of civil society organizations coordinated rural administration and the conflict between the villagers self-government,but also through the township and village cadres,cadres between the " private feelings" to contact the township to promote the effective administration and village self-government interface.
