Abstract:By analyzing the characteristics of flexibility,phase and consistence in reforming Chinese rural land system,this paper argues that the reform is a course of imperceptible development which results in complete change of the old system.The course can be divided into several distinctive phases in which present different problems and define different tasks.It is a trial to reform the land system with an inner line which is not changed by subjective idea of man.

Abstract:Cai Yuanpei was devoted to transplant French educational management mode to our country from 1927 to 1929, which was the university district as basic characteristic, aiming at reforming the fraud of the educational institution’s bureaucracy of our country and striving for the education independence. It ended up with failure fully demonstrated that it was impractical in Chinese modern society to solely relying on the reform of system to seek the educational freedom. If we want to take reference from the mode and experience of foreign educational management, we have to be based on the Chinese national conditions and making its localization.

Abstract:The establishment of competitive labor market is one of the central problems of China's reforms. China's economic reforms have taken place in the segmentation between the urban and the rural. Employee redundance in SOEs, "big-pot-system" and "iron-rice-bowl" in the old system have led to inefficiency. Meanwhile, rural labors attached to the land were isolated from industrialization process, thus a large number of surplus rural labors can not transfer to non-farm industries in time, which causes great waste and loss. Labor market reform based on the aims of "punishing idleness" in urban areas and "alleviating poverty" in rural areas was carried out, which pushed the employees in SOEs to market and improved the allocation efficiency of rural labors. The release of restrained productivity through progressing reforms is the basic drive of China rapid growth. Labor market reform is a bidirectional process of adjusting and approaching the rights between ruraland urban labors. China has gained great achievement in reforms, however, the rights equality between urban and rural workers are still far from realization, and the difference between nominal and actual rights is the most outstanding problem, which threatens the harmony of social and economic development. Since growth, stabilization and equity are three major factors influencing the government behavior, the inequality of rights in labor markets has become a great obstacle of economic development and social stability. Implementing the new development concept and constructing a harmonious society are now leading to the change of the policy direction.

Abstract:The school-running system,financial system and cooperation mechanism between governments,colleges and enterprises were critical elements for higher vocational education to gain more resources.From the perspective of institutional analysis,it discussed the Zhejiang Pattern and concluded that flexible school-running system could powerfully mobilize and drive more persons who were eligible,capable and willing or held much resource to engage in school-running;good educational financial system could collect more resource from special or non-special stakeholders in various ways;and effective cooperation mechanism could not only bring special support from firms,but also change the system of school-running and the financial system which had been established.
Dilemma for Privatization of Education in China:Case Studies of High Schools in Hebei Province

Abstract:"Reform of School System"means using market rules to reform public school system.In 1998,a few public high schools were privatized in He bei Province in two forms:elite public high schools created private branches,ex isting public high schools transformed into private ones.This paper selects two cases corresponding two said types.The first case is Experimental School of He bei Province,and the other is No.1 Secondary School of Xushui County.The two cases reflect dilemma of privatization of education in China.We got the follow ing conclusions after studying administration,teaching and learning,financial management,teachers'management,and student admission factors.Firstly,be cause the local government only delegated obligation of mobilizing resources but not autonomy,the two schools could not escape from examination-oriented sys tem other public schools suffering.Secondly,all reform schools adopt extra-cost recovery policy.They surcharge tuition fees more than the total costs of educa tion.Students even contribute to the campus capital construction.Thirdly,facing issues of unreasonable charge,debt etc.,the government tried to apply bureau cratic maneuvers.This governmental action pulled reforming schools back to the public track,and tuition charge is the only exceptional survival.Fourthly,re form at macro level is contradictory to stakeholders'interest at micro level.Pub lic legitimacy and authorities became the obstacle of privatization reform.

Abstract:Ascribing the problems during the course of education development to the marketing-oriented reform is prevalent in china, but it ignores the negative effects of administrative and financial restriction obviously. Based on the embedded analysis on the four prominent puzzles in Chinese education development, this paper thinks that the kernel problem is the distortion of the market operation inflicted by the administrative restriction. It’s just the administrating system that induced the soft-restriction and inefficiency of market-oriented reform, and the invalidation of market-oriented reform led to the consolidation of administrative system and the buildup of administrative restriction inversely; under the limited financial budget, this circulation derived a unique binary plight in Chinese education system reform. To conquer this binary plight, we must begin with eliminating the tendency of administrative education, via the integrative reforms in cost share mechanism, distribution and fruition mechanism, organization and management mechanism, and input and utilization mechanism, consummate the interior and exterior governance structure.

Abstract:From the start of reforming and opening to the outside world,China's education reform has been gradually enlarged and deepened,like reforms in other social fields.Education reform has greatly promoted the development of all kinds of public education and made important historical achievement.This paper divides the history of China's education reform into four stages,that is,(i) the preparation of education reform and restoration of education system(1978-1984);(ii) the inauguration and steady advancement(1985-1992);(iii) the all-round execution and rapid development of education(1993-1998);(iv) the continuous deepening and complete promotion of education quality(1999-2008).Based upon such retrospect,this paper analyses the characteristics of China's education reform in the past 30 years,including its nature,background recognition,road choice and value assumptions.It generalizes that the 30 years education reform is part of the whole social reforms and a kind of political enterprise.The fundamental dynamics originates from objective needs of economical growth and scientific researches.The road of education reform is top-down.The value assumptions emphasize the orientation of nationalism and economicism.Considering the new changes in social and educational development,this paper proposes some ideas and suggestions about further steps in ten or fifteen years,such as more unifications between education reform and other social reforms,more completeness of background recognition,more choices of reform ways and more humanisticality in respect of value assumption.

Abstract:The birth of economic reform marks the arrival of a new era. As the superstructure of society, higher education is inevitably affected by the social and economic development. Since the reform and opening up, especially since the 1990s, the school has clearly stated that talent training is the fundamental work of the school, and higher education is regarded as the foundation of all work of the school. The development level of higher education is not only the main symbol of a country's development strength and potential, but also an important support for promoting economic reform and upgrading. Since the reform and opening up, China has initially formed a multi category, multi-level, multi form and multi specification higher education school running system, and trained tens of millions of management cadres and professional and technical personnel from all walks of life. After introducing the economic challenges of higher education abroad and the current situation of higher education in my country, the article focuses on the interaction between economic reform and higher education, and further proposes how to reform and innovate higher education in my country under the environment of economic reform.

Abstract:The “third sphere” born of the interacting of a market economy with a centralized state, and of a system of market contracting 合同 with administrative “assigning responsibility” 发包/承包, has become a key characteristic of the new political-economic system of Reform China. It has imported the private enterprise market economy of the modern West, but has also retained the (revolutionary) tradition of a socialist party-state and its ownership of the principal means of production. Its administrative system resembles more and more the modern West’s (Weberian) bureaucratic system, but it has also retained the traditional imperial Chinese “centralized minimalism” and “parcelized despotism” characteristics. It cannot be grasped by the either/or dualistic opposites mode of thinking, but can only be understood in terms of the combining and interacting of dualistic opposites. The combination may be understood as one concrete and substantive meaning of the officialized term of a “socialist market economy.”
