Abstract:Educational privatization reform aims to solve the existing prob- lems in the public education system.However,the limited achievements of the reform have turned radical privatization to public and private partnership(PPP). This is the basic evolution of educational privatization reform.From the 19th to 20th century,the public schools set up by the state have become the major educational form,replacing the family,apprenticeship system,the church schools and other forms of education.Public education system as a component of the state system has the similar nature of bureaucracy as the government,exhibiting the features of regularization,standardization and uniformity.On the one hand, the development of public education promotes the enlargement of educational scale and leads to popularization of education.On the other hand,it restricts school autonomy and restrains schools from responding to social demands in a timely manner,which form intractable institutional limitations.Therefore,the privatization reform of education since the 1980s,different from the previous reforms, attempts to reverse direct intervention to schools by the government,increase the autonomy of schools and provide more choices to students so that schools can make a direct response to demands of students.Hence the quality, efficiency and equity of education can be enhanced.However,the transformation from bureaucracy to marketization is a complicated process.The extent of transformation and the effectiveness of marketization are limited.Therefore,the scheme of PPP was put forward as a compromise or a new thought and hence put into practice.
