Abstract:Objective:To realize the different disaster recovery of infectious disease net reporting system of Chinese Center for Disease Control and Prevention (China CDC) in the same city.Methods:We adopted B/S/DBMS three-tier architecture to deploy the infectious disease net reporting system in the disaster recovery center, realized data level disaster recovery through the remote replication technology, realized application level disaster recovery through technology of the data asynchronous replicating and transmitted disaster recovery data of the infectious disease net reporting system through asynchronous mode. Results: According to the existing resources, we established different disaster recovery center of the same city, realized the disaster recovery data backup of important information system in the same city, completed the security of software and hardware in information security level protection, and passed the level evaluation of Ministry of Public Security.Conclusion: The establishment of disaster recovery center in the off-sete of same city can make sure the security of the system and data, and ensure the continuity of work efficiency.

Abstract:Chinese Center for Disease Control and Prevention (China CDC) has established its new site production center after it moved to the new park, through setting up the same city remote disaster recovery center. Through the study on the data level disaster recovery and application level disaster recovery, China CDC' s disaster recovery construction was realized. This study provided a good foundation for the future establishment of double live data center, and the achievement of double disaster recovery center with better business continuity.

Abstract:Disaster recovery sites are an important mechanism in continuous IT system operations. Such mechanisms can sustain IT availability and reduce business losses during natural or human-made disasters. Concerning the cost and risk aspects, the IT disaster-recovery site selection problems are multi-criterion decision making (MCDM) problems in nature. For such problems, the decision aspects include the availability of the service, recovery time requirements, service performance, and more. The importance and complexities of IT disaster recovery sites increases with advances in IT and the categories of possible disasters. The modern IT disaster recovery site selection process requires further investigation. However, very few researchers tried to study related issues during past years based on the authors’ extremely limited knowledge. Thus, this paper aims to derive the aspects and criteria for evaluating and selecting a modern IT disaster recovery site. A hybrid MCDM framework consisting of the Decision Making Trial and Evaluation Laboratory (DEMATEL) and the Analytic Network Process (ANP) will be proposed to construct the complex influence relations between aspects as well as criteria and further, derive weight associated with each aspect and criteria. The criteria with higher weight can be used for evaluating and selecting the most suitable IT disaster recovery sites. In the future, the proposed analytic framework can be used for evaluating and selecting a disaster recovery site for data centers by public institutes or private firms.

Abstract:Aiming at lack of quantitative assessment and choosing design scheme of relaying protection system of digital substation,the paper proposes to develop quantitive assessment software for relaying protection scheme of digital substation and elaborates on technical lines for implementing reliability assessment,economy assessment and comprehensive assessment;it presents flow chart of the implementation and discusses content and implementing method of each functional module.It is indicated by the research that the implementation of the software can effectively help to scientific choose design scheme of relaying protection system of digital substation.

Abstract:With the development of the digital economy, the number and scale of data centers are expanding rapidly. Data centers are playing an increasingly important role in social and economic development. However, a short downtime of a data center may result in huge losses. The safety management of data centers' physical infrastructure is of great significance to address this concern. We applied resilience theory to the safety management of data center physical infrastructures. We analyzed the resilience connotation and evaluated the system resilience using the resilience indexes. The data center infrastructure was regarded as a system of systems. Through theoretical analysis, the resilience framework of data center infrastructures was established, which formed the main dimensions of resilience assessment. The Delphi method determined the resilience indices, and the ANP method was adopted to set up the evaluation model. The results revealed the important indexes affecting data center infrastructure system safety resilience. Based on the findings, this paper argues for improving redundancy and adaptability, paying attention to the resilience management of energy flow and thermal flow, and establishing an automatic systematic data management system. These suggested measures would not only effectively make contributions to the data center infrastructure safety management theory but also provide an important reference for construction industry practices.

Abstract:With the deep integration of cyber physical systems, data storage systems might suffer from both physical failures and cyber attacks which significantly impact the systems' reliability. The data can be partitioned into several data parts to enhance data security and multiple replications can be created for each data part in the storage systems. In this paper, both the failures of data storage devices and cyber attacks including data theft and data corruption are considered in the proposed system model. Moreover, the multi-valued decision diagram (MDD) technique is developed for considering chronological characteristics of sequential events to achieve the quantitative reliability assessment. A numerical example is provided to validate the proposed model and method.

Abstract:As one important part of urban planning, distribution network planning is necessary to be comprehensively assessed to improve decision-making level and investment benefit. Some factors, such as anti-disaster ability and regional feature, have not been considered in existing researches. Considering these two factors, a novel comprehensive assessment method is proposed in this paper. Firstly, combining existing researches, anti-disaster ability is introduced in the index system which includes security, reliability, economy, flexibility, cooperativeness and anti-disaster ability; Secondly, based on analytic hierarchy process, the impacts of regional economy, disaster distribution and geography on the weights of each index are analyzed, proposing a comprehensive assessment method considering regional feathers; Finally, a twelfth five-year planning scheme in a city is taken as a case to analyze the practicability and effectiveness.

Abstract:Studying against deficiencies in traditional backup system for disaster recovery such as difficult to maintain and manage,low in resource utilization and scalability,an idea mat design backup system for disaster recovery based on virtualization is emerged.Key technologies such as server virtualization,network virtualization and storage virtualization are analyzed.A backup system model for disaster recovery which is centered on resource pool management with demand analysis,disaster backup,disaster recovery,disaster exercises and disaster warning is studied and designed.Finally,the system recovery performance of virtualization-based backup system for disaster recovery is proved through test to be much better than that of traditional backup system for disaster recovery.

Abstract:Transportation infrastructure has been identified by the US Department of Homeland Security as one of sixteen critical infrastructure systems essential to the well-being of modern society. In this study, we propose a resilience-based framework for mitigating risk to road systems, considering both community and regional scales. We utilize recent developments in modern network theory to introduce a novel indicator based on system reliability and network connectivity to measure resilience and resilience improvement of a road transportation network. Our formulation systematically integrates the network topology, redundancy level, traffic patterns, and functionality during a community’s post-disaster recovery period, includes structural reliability (failure probability) of individual bridges in the network, and permits risk mitigation alternatives for improving transportation network resilience to be compared on a common basis. We propose a project ranking mechanism for identifying and prioritizing bridge maintenance or retrofit projects that are critical for effective pre-disaster risk mitigation of bridge systems. We provide a decision methodology to select optimal solutions among possible alternatives when the prospect of new construction offers opportunities to improve the resilience of the network by altering its existing topology. Finally, we conclude with an illustration of this resilience-based risk mitigation framework using a hypothetical bridge network susceptible to seismic hazards.

Abstract:Disaster recovery (DR) techniques ensure the data safety and service continuity under different natural and human-made disasters by constructing a high reliable storage system. Traditional disaster recovery methods are structure-dependent. It is hard to share the DR resources between different DR systems, which made it expensive. We present a structure-independent disaster recovery theory and its implementation methods in this paper. By backup the whole system but not just the data, the goal of device and application-independent disaster recovery has been achieved. We further present a parallel recovery model and an on demand data retrieval method based on the theory. Some implementation details of prototype recovery system are also discussed. With the methods independent from specific devices or applications, the cost of disaster recovery infrastructure can be essentially reduced by resource sharing. Experiments show that the recovery time has also been greatly shortened with little service degradation.

Abstract:Hazard-induced service interruption of interdependent infrastructure systems (IISs) (e.g., electricity, water, gas, etc.) can lead to significant disruptions of social and economic functions of a modern society. An effective post-event restoration of the IISs is therefore of paramount importance to the overall recovery of a hazard-stricken community as a whole. As opposed to approaches with pure engineering perspectives, this study proposes an IISs restoration planning methodology aimed at balancing tradeoffs between the loss of social services (e.g., health care, food supply, etc.) and that of economic productions (e.g., construction, manufacturing, trade, etc.) throughout the IISs restoration process. The methodology is distinguished from previous researches with the following contributions: i) quantitatively relates the losses of various social services and economic productions to the service disruptions of IISs through the functionality loss of buildings; ii) the IISs disruption-induced overall losses of social services and economic productions accumulated throughout the whole recovery process is set as the bi-objective in formulating IISs restoration plans, and the Pareto optimal solutions are given to satisfy different decision preferences; iii) physics-based models capturing operational mechanisms of the IISs are embedded to provide realistic estimations of commodity supplies at each time step of the restoration optimization. The optimization is coupled with Monte Carlo simulation to uncover the impact of decision preference on community recovery from a statistical point of view. Testbed illustration shows that the decision preference makes significant impact on the recovery of the community as a whole and of different areas in the community with different socioeconomic characteristics.

Abstract:Distribution network planning is an important constituent of urban master planning and it is favorable for the improvement of decision-making level and returns on investment to perform synthetical assessment on planning schemes.In existing research results,the factors such as anti-disaster ability and regional characteristics are seldom brought into synthetical assessment on distribution network planning.For this reason,a method for synthetical assessment on distribution network planning in which anti-disaster ability and regional characteristics are taken into account is proposed.Firstly,based on existing research results,the disaster resisting factors are brought into the assessment indices and a assessment index system,in which the safety,reliability,economy,adaptability,coordination capacity and anti-disaster performance are included,is built;secondly,based on analytical hierarchy process(AHP) the influences of such factors as regional economic development,disaster distribution and geographic environment on index weights are further considered,and a synthetical assessment approach in which the regional characteristics are taken into account is given.The effectiveness of the proposed method is verified by analysis on actual distribution network planning schemes for a certain region in the 12th Five Year Plan.

Abstract:With the rapid development of modern society, the administrative information content rapid growth of e-government information resource sharing becomes the key of the government departments for effective social management. The cloud technology Internet big data are widely used and popular, which enable information resources to be shared among government data and are both an opportunity and challenge for effective e-government information resource sharing. It is of great significance to enhance government credibility. Information security risk assessment is a comprehensive evaluation of the potential risk of an uncertain stochastic process, traditional evaluation methods are deterministic models, and it is difficult to measure the security risk of uncertainty. On the other hand, with the opening and complexity of information system business functions, the nonlinearity and complexity of evaluation calculation also increase. By studying the relatively mature assessment criteria and methods in the field of information security, this study analyzes the information security status of small Internet of Things system based on the characteristics of Internet of Things information security. Combining the latest research results of information entropy neural network and other fields with the original risk assessment methods, the improved AHP information security risk assessment model is verified by simulation examples.

Abstract:Aiming to obtain a parallel recovery strategy for the interdependent transportation-healthcare system (ITHS) after the earthquake, this study proposes a framework for the resilience assessment and enhancement of ITHS integrating functionality loss ( FL ), total recovery time ( TRT ) and resilience ( R ). A novel metric from the spatial accessibility measurement can effectively quantify the interdependence during the restoration process considering the travel delay and medical service reduction. The Simulated Annealing algorithm is utilized to efficiently search for an optimal parallel restoration strategy under limited resources. Various uncertainties associated with seismic damages, functional loss and restoration time of each component in the ITHS are considered and explicitly modelled. An application case in a real city is used to demonstrate the identification of the resilience-based optimal recovery strategy when the components in the ITHS exhibit disturbances. The optimal restoration strategy considering interdependence during recovery can enhance the resilience of the ITHS compared to ignoring recovery coupling. This method can support decision-makers with post-disaster reconstruction and hence significantly enhance the resilience of the ITHS.

Abstract:Disaster management depends on large volumes of comprehensive, accurate, relevant, on-time information that various organizations systematically create and maintain. One cannot assure information quality (IQ) without first being able to measure it meaningfully and establishing a causal connection between the source of change, the problem types, the types of activities affected, and their implications. In this paper we propose a model that can manage heterogeneous data and provide functions to support expert experts in the assessment of the fitness for use of given information. In contrast to other assurance approaches, this approach provides interactive, multi-granularity and context-sensitive IQ indicators that help experts to build and justify their opinions. The prototype system was designed and validated by enhancing IQ generated by remote sensing through the technologies of visualization.
