Abstract:With the deepening of innovative globalization, strengthening national general innovative capability and forming national innovation system (NIS) become a strategic choice for all countries. In 2006, China has brought forward confirmedly that forming NIS is the great strategic arrangements facing the future, and most of all, technological innovation system is more needful to build up in which an enterprise is a main actor. Due to incapacity of being a main actor for Chinese enterprise up to now, universities should give an effort to facilitate enterprise's promoting their innovation capability. Thereupon, the paper is intended to explain the developing status of technology transfer of a university, analyzes effect of university's technology transfer in optimizing regional industry structure and discuss factors which affecting the transfer. Furthermore, the paper set up a game model of transfer. Finally, the paper gives some suggestions of promoting university's transfer in optimizing regional industry.

Abstract:Purpose - This paper aims to investigate the relation between technological innovation modes and their impact on eco-efficiency of industrial enterprises in China.Design/methodology/approach - This paper first constructs a model to evaluate and measure the eco-efficiency of industrial enterprises in China from 2006 to 2010. Second, this paper compares the role of technological innovation modes - specifically, domestic independent innovation, foreign technology import and domestic technology transfer - in improving eco-efficiency of industrial enterprises in the Eastern, Central and Western regions of China by logarithmic regression.Findings - The study finds that domestic independent innovation has a positive significant influence in improving eco-efficiency of industrial enterprises in the Eastern region; domestic technology transfer has a positive significant role in the Central region; and foreign technology import and domestic technology transfer positively affect the Western region.Originality/value - This paper is the first to identify the role of technological innovation modes in improving eco-efficiency. The findings can help enterprises in the three regions adopt the most effective technological innovation mode. In addition, the results provide valuable insights into policy development to improve China's overall eco-efficiency and to balance economic and industrial development among the three regions.

Abstract:Technology transfer of research-oriented university is playing a very important role in pushing forward the self-directed innovation and economic development of a country and a nation.Currently,the key to our technology transfer of research-oriented university is to transfer innovative ability to enterprises.The "four innovative platforms" of research-oriented university is an effective support to promote the development of regional innovation system and realize the transfer of innovative ability from a university to an enterprise.The close cooperation of research-oriented university and enterprise and the transfer of innovative ability to an enterprise are beneficial to upgrade the teaching and scientific research level of a university as well as scientific and technological innovative ability,and also beneficial to upgrade the social reputation and influence of a university.University scientific parks are important platforms to integrate a university's advantaged resources,create innovative environment,agglomerate innovative talents and realize the transfer of innovative ability from a university to an enterprise.Research-oriented university,government,enterprise and agency should all centre on the transfer of innovative ability of research-oriented university to develop the work of technology transfer.

Abstract:Under the pressure that the environmental carrying capacity is close to the limit and the decrease of marginal benefit of traditional factor input,the green transformation and development of Chinese industry relying on technological innovation has become an important direction for future development.However,the characteristics and heterogeneity of various types of industries make different ways of technological innovation to show different effects.How to choose effective technological innovation according to industrial characteristics is a key problem to further study industry green development driven by technological innovation.In this paper,SBMDDF method is used to calculate the whole green factor productivity of 32 industrial sectors in China,and the effect of independent innovation,technology introduction and government support on the green industry transformation is analyzed based on industry heterogeneity.After taking into account energy output and undesirable output of pollutant emissions,this study finds that green total factor productivity among the industry has showed significant green differences.The green total factor productivity of traditional industrial sector with high input,high pollution and high energy consumption is significantly lower than the industries with apparent green characteristics.The green total factor productivity of green smokeless industries such as comprehensive utilization of waste resources,culture and education,sports and recreational products manufacturing industries as well as special equipment manufacturing,pharmaceutical manufacturing and other technology-intensive industries are in the top.The year 2009 is an important period of industrial green transition in China.In the choice of technological innovation method,independent innovation and government support are the key ways to realize the green transformation of resource-intensive industries.For the labor-intensive industry,the introduction of technology is the best way to realize green transformation.For the technology-intensive industry,independent innovation is still the primary driving force to promote the industry to achieve green development.In addition,China's current environmental regulation has taken the lead to play a role in the innovation compensation effect of resource-intensive industry.The improvement of overall size of the industry and industrial concentration is also conducive to the green transformation of industrial sectors.

Basic Modes and Reform Strategies of University-industry Collaboration for Made in China 2025

Abstract:Higher engineering education in China has made great achievements in the past decades. More university-industry collaboration, however, is needed to support the development of advanced manufacturing industry. Citing the concept of Technical Ripeness Level (TRL) proposed by NASA, in which a complete life cycle of a specific technology can be divided into 9 levels, this paper interprets the theoretical basis of university-industry collaboration: TRL 4-6 are the Death Valley of technology R&D activities. And to across it, there is a need of university-industry collaboration. In addition, there are two modes of university-industry collaboration: (1) Universities in charge of theoretical progress(TRL 1-3) and new technology development(TRL 3-8), and then collaborate with enterprises in product development and market expansion(TRL 8-9). (2) Universities work alone in TRL 1-3 and then collaborate more with enterprises in TRL 3-9. For each of the modes, one case of Zhejiang University is elaborated. Finally, strategies for the reformation of university-industry collaboration are proposed: (1) Universities should participate till TRL 9 as much as possible, or at least participate till TRL 6 or 7 to get feedback from product development and application, and further concise scientific and technical problem. (2) Enterprises should reach to TRL 1 as much as possible and make decisions of product development direction. (3) A detailed collaboration plan needs to be made to enhance the success rate in TRL 3-5. (4) Strengthen protection of intellectual property to assure that enterprises and universities gain interests from new technology and new products in a certain proportion. (5) Establish risk control mechanism in process of new product development.

Abstract:Based on the analysis of modes of university-industry collaborative innovation in manufacturing industry and innovation characteristics in service, this thesis puts forward a fresh way to classify university industry collaborative innovation in service into four modes from two different perspectives. The basic characteristics of the four modes are compared. By looking at a typical case, this thesis suggests that during the process of collaborative innovation in service, the modes of collaborative innovation evolve from one phase to another. It is with practical significance for developing countries to realize transition of innovation main body from university to enterprise through output of university's technology and knowledge and enterprise's effective absorption, and to finally make the enterprise the real innovation main body. © 2008 IEEE.

Abstract:To build an effective Shenzhen,the key problem is to increase industrial competitiveness.The study aiming at enhancing Shenzhen industrial competitiveness is deployed from the angle of the optimization and upgrading of industrial structure.According to the empirical analysis of the stages of the Shenzhen industrial structure restructuring,the interactive mechanisms between Shenzhen industrial technological innovation with industrial structure upgrading is explored.Based on the results by the detailed investigating,it shows that the optimization of the Shenzhen industrial structure is boosted by the development of industrial technological innovation in conjunction with the development of Shenzhen high-tech industries and co-evolution of high-tech industry clusters.The combination of industrial technological innovation with industrial structure adjustment is a way for Shenzhen to realize the optimization and upgrading of the industrial structure and to solve the problem of the lack of the resources.At the same time,the optimization and upgrading of industrial structure is the driving force to keep economic growth continuously.To accelerate the optimization and upgrading of industrial structure,the focuses are scientific and technological improvements and structural adjustment centered around enhancing the innovative capability.

Abstract:With the global economy entering the knowledge economy era, technological innovation has become the core driving force for the development of various countries. Only by transforming technological achievements into goods or services can their economic and social value be truly realized. Especially in developing countries like China, whether technological achievements can be quickly and effectively transformed into real productivity is of decisive significance for economic growth, industrial upgrading, and international competitiveness enhancement. The outline of China's 14th Five Year Plan proposes to accelerate the construction of a strong country in science and technology and enhance the country's capacity for scientific and technological innovation. Universities, as the main base for talent cultivation and the main force of the national scientific and technological innovation system, should become an important platform for achievement transformation. However, the conversion rate of patent achievements in Chinese universities has always been low. This article reviews and draws on Japan's experience and practices in promoting achievement conversion, and explores new models of achievement conversion that are suitable for China's national conditions.

Abstract:With the environmental carrying capacity reaching its limits and the decreasing margin benefits of traditional production factors, the green transformation and green development through technological innovations has been a major direction for the future development of Chinese industries. However, the characteristics and heterogeneities of various types of industries call for different approaches regarding technological innovations. How to choose the most effective mode of technological innovation according to the characteristics of a certain industry has been a key issue. This paper measures the green total factor productivity of 32 industrial trades using the Slacks Based Measure (SBM)-DDF method. The effects of three innovation modes in the green transformation of industrial industry, including the independent innovation (II), the technology introduction (TI), and the government support (GS), are empirically analyzed based on industry heterogeneity. Results indicate that the green total factor productivities of different industries show significant differences if taking into account the energy input and the undesirable output of pollutant emissions. The green total factor productivities of traditional high input, high pollution, and high energy consumption industrial trades were significantly lower than those with obvious green features. The year of 2009 is a leap year for the industrial green transformation in China. For resource-intensive industries, the II and the GS are the important ways to achieve green transformation. For labor-intensive industries, the TI is the best path to achieve green transformation, while for technology-intensive industries, the II is the primary driving force for the promotion of green developments. In addition, the innovation-compensating effect of the current Chinese environmental regulations to the resource-intensive industries has been revealed. Improving the overall scale and the industrial concentration of the industries is also beneficial for the green transformation of the industries.
