Research on Regulations and Policies Evolution of Agricultural and Rural Information Resources Exploitation and Utilization

Abstract:With the development of national economic and social informatization,agricultural and rural information resources exploitation and utilization have been paid more and more attention.There is a great theoretical and realistic significance for further promoting agricultural and rural information resources development and utilization to review the process of our nation's regulations and policies about agricultural and rural information resources exploitation and utilization.This paper analysed regulations and policies which the state council and the competent department of agriculture issued after the establishment of China about agricultural and rural information resources exploitation and utilization,and divided the whole evolution into four stages:budding stage(1949-1978);preliminary development stage(1979-1994);full-scale stage(1995-2004);attach great importance to agricultural and rural information resources exploitation and utilization(2004-present).This paper summarized the achievements and characteristics of each stage,and analyzed the driving forces and resistance factors about regulations and policies about agricultural and rural information resources exploitation and utilization.
