Abstract:the Republic of Korea's GDP per capita reached $1000 , after 16 years economic development (1962-1977),and exceeded$3000 in 1987. At the meantime, the development in 1960s and 1970s brought great challenges and risks to the Republic of Korea Society. In this article, the challenges and risks that faced the Republic of Korea and the social policy the government made during 1977-1987 are fully discussed. These discussions ,are very helpful to China ,for China's GDP per capita has exceeded $1000 in 2003.
