On the Service Platform for Cultural Sci-tech Enterprise: Practical Significance and Structural Innovation

Abstract:Relying solely on market mechanism can't solve the problem of unreasonable allocation of resources in emerging cultural industries effectively,while construction and implementation of service platform for cultural sci-tech enterprises is an effective institutional arrangement.Based on a brief analysis on its implications and characteristics,the paper illustrates the practical significance of the platform from five aspects,including technological innovation,industrial integration,the industrial value chain,government function,and regional brands.Then,it points out that the structural innovations of the platform lie in four transformations,which are from government-led to MBO,from unilateral action to three-dimensional interaction,from contractual relationship to social networks,and from divisional operation to top-level design.Finally,the paper proposed some countermeasures for further development at three levels in regard of government,intermediary organizations and enterprises.
