Abstract:Quality evaluation plays a very important part in Design For Quality (DFQ). Based on the concept of two types of quality and the model of DFQ by M.Morup, the author discusses four basic elements of quality evaluation in DFQ such as objects, rules or knowledge, valuator and scheduling (for the progress of desgin). This paper presents an elementary model of the quality evaluation process. This new model is focus the elementary strategy on activity planning, task representation and information organization which relate the quality evaluation process in order to make them simplification and more effective. It proposes a framework of computer aided quality evaluation system (CAQES) by using object-oriented techiques.

Abstract:Teaching-quality assessment is a significant content in teaching management of universities and colleges. There are some aspects should be improved in teaching-quality assessment that performed by students mainly. Firstly, the assessment content should be much more integrity and couldn't be localized to teachers' level assessment. Secondly, deviation and errors may be produced due to the characteristics difference of courses. And thirdly, the validity and reliability of the assessing data couldn' t be assured. In order to overcome these drawbacks, this paperproposes a new assessment system and introduces a series of methods to guarantee the validity and reliabilty of data for assessment.

Abstract:With the constant development of modern information technology and reform of education concepts, more and more researchers have realized that understanding of the development status and trend of distance education helps to promote the development of distance education. But current analyses focus mainly on macroscopic aspects and seldom reflect details and changes during the statistical time. The bibliometric method is used to analyze core articles published in China on distance education macroscopically and microscopically, and the following findings are revealed: in China, distance education research has been in a relatively stable and mature stage of development; the research team has gradually been formed; research results have received high attentions from national and local governments and universities. However, current researches are more concerned about the technology, media and resources construction, while the research on teacher training, quality assurance is not enough. The highly productive author group hasn't come into being. Core authors work closely with their own groups, with less communication with other research teams, therefore the breadth and depth of cooperation should be strengthened.

Abstract:The distance education is an important part of “internet plus modern education”. The construction of teaching quality of distance education is the key factor of the development of the modern distance education. The index system of teaching quality of distance education should follow the principle of comprehensiveness, objectivity and applicability. By the means of questionnaire survey and literature analysis, the index system of teaching quality of distance education, including four first-level indicators (index of management of teaching process, index of construction of teaching conditions, index of system of teaching service and index of evaluation of teaching effect) and sixteen second-level indicators, is given in this paper. Based on AHP, the weight of each index is given to calculate the result of index system of teaching quality of distance education.

Abstract:Emerging concerns about quality of e-learning products and services animated a project in many countries to establish and implement quality assurance. The paper introduces the international standard of quality management, assurance and metrics for information technology learning, education, and training which is put forward by technical committee ISO/IEC JTC1 SC36. With the implementation of tuition-free normal college studentspsila education in Huazhong Normal University, this paper describes how to use the quality assurance standard to establish a learning management platform for tuition-free normal college students in Huazhong Normal University. According to Reference Framework for Quality Descriptions (RFDQ) of the quality assurance standard, needs analysis and framework analysis of the platform are conducted by way of interview and investigation, and subsequently detailed functional design of the platform is implemented. Finally, the author explores the quality assurance of the platform.

Abstract:In recent years,Chinese universities made a big step in construction of Web-based courses.However,such problems as gap between theory and practice were quite obvious in Chinese practice of Web-based course design.This study aims to use a case study to explore the key factors that characterize high quality Web-based course.The selected course,named <Advanced Methods in Distance Education>,was taught by Dr.Dooley,who is from Texas A&M University.Characteristic analysis of the course found that such key aspects as management platform,instructional design,interaction design,performance assessment,and learning support contribute to its success.

Abstract:Distance learning service have been developing unprecedentedly fast recently for its flexibility, excellent quality and reasonable price. The standard of distance learning service quality evaluation has received extensive attention all over the world. In this paper, the Quality on the Line: Benchmarks for Success in Internet-based Distance Education (The U.S.), The Guidelines on the quality assurance of distance learning (The UK), and Quality Matters (The U.S.) have been selected as the samples for the comparative analysis. The result shows that, Assessment, and Learner support are the key benchmarks of distance learning service quality evaluation. An assumption of service quality evaluation index system of distance education in China has been set up at the end of this paper.

Abstract:In order to achieve the teaching quality evaluation module in monitoring platform of teaching quality of university computer foundational curriculum,theoretic research on teaching quality evaluation module was conducted in combination with the analytical hierarchy process algorithm and fuzzy comprehensive evaluation algorithm.Multilayer fuzzy comprehensive evaluation model was established based on requirements of teaching quality assessment.Java technology is used to achieve the related algorithm.This algorithm was applied to a teaching quality monitoring system of university computer foundational curriculum based on J2EE.The online comprehensive evaluation of this curriculum was achieved by the teachers and students.The application effect is good.The teaching evaluation complexity was significantly reduced,the efficiency was improved and also the error and inequity caused by subjective impression are avoided.
The Development of QM-Fudan Higher Education Online Course Quality Standards: Some Results and Analysis

Abstract:This paper aims to examine whether and how the US-based Quality Matters (QM) Higher Education Rubric-Design Standards for Online and Blended Courses apply to the Chinese higher education environment. Suitability and matchability of QM Standards are respectively examined through a questionnaire and course reviews at Fudan University, a leading research institution in China, with which Quality MattersTM has an exclusive five-year cooperation agreement to develop an adapted Chinese rubric based on the QM Standards. Cross-referencing the dimensions of suitability and matchability, QM Standards are divided into four categories, namely, Perfect, Challenging, Potential and Chicken-ribs standards. This classification helps to identify what standards are ready for adoption and what standards need to be adapted. It is found that most QM Standards are thought to be suitable for the Chinese higher education environment, but China has a long way to go to meet these standards. On the whole, QM Standards on course format, function, and basic quality elements are relatively easy for Chinese online courses to meet while the advanced standards on course quality, particularly those relating to learning outcomes, assessment and evaluation, interaction and other aspects of course design remain challenging at the present time. The research findings not only show areas of course design in China that need improvement, but also lay a solid foundation for the development of QM-Fudan Standards, which will be supplemented and improved by future practice and research based on the actual condition and progress of online education in China.
