Abstract:An adverse balance of American frequent items played an important role in economic growth in Clinton Administration.After a brief downturn because of "911",the economic of the USA renewed to the state of fast growth in Bush Administration.Under finance globalization,American strong U.S dollar helped to offset adverse balance of American frequent items,promote international balance of payments,and enhance American economic growth.The depreciation strategy by Bush presents the flexibility of the Policy of Strong U.S Dollars.The background of the global economy determines the even greater force of USA.But China has a favorable balance of frequent items;she can not decide the weak or strong status of RMB because of its status in the world.Presently,China can make use of favorable balance of frequent items to introduce Hi-tech in and this will bring a tremendous impetus for its economic stable growth.
