Study on Evaluation Local Government Capacity on Abnormity——Reconstruction after Wenchuan Earthquake for Example

Abstract:As the world's largest redevelopment project,Wenchuan earthquake reconstruction has entered a critical stage.The State Council government work report in 2009 made clear that post-disaster recovery and reconstruction will strive to complete the objectives in the two years rather than the original three-year task.The task of post-disaster recovery and reconstruction is so tough and arduous that it is great challenge to the capacity of the disaster-affected counties' government.How are the reconstruction capacity of local governments? How to evaluate it? Based on the literature review this article intends to take six disaster areas for example,evaluate and compare the government reconstruction ability.The results show that the affected county governments' rebuilding capacity and its sub-consistent sort,exist significant difference;the affected county governments' capacity has some relationship with the degree of disaster effect,but no relationship with the level of its economic development before the earthquake;and there exists significant correlation between the capacity of acquiring resource,the capacity of integrating construction resources,the capacity of distributing resource,and the capacity of utilizing construction resources.Finally,policy implications are put forward according to research.
