Empirical Study on Government Emergency Management Capacity and Its Performance: Local Government in Wenchuan Earthquake

Abstract:By reviewing literature both at home and abroad,combined with the actual situation of Wenchuan earthquake,the paper built the framework and indicator system of local government emergency capacity and its performance.Through ways of questionnaire survey,depth interview and so on,based on data from 1243 affected families,the result showed that emergency management performance of local governments was low,the ability to integrate resources had the largest contribution to enhance the performance of emergency management,followed by the information-gathering capacity,ability to maintain stability,and emergency rescue capability,the basic capacity of emergency was the weakest.
