Abstract:Recent advancement in sign linguistics and sign language acquisition research has enabled us to reconsider the role that sign language may play in bringing up deaf and hard-of-hearing (DHH) children. The education approach of sign bilingualism and co-enrollment (SLCO) has been implemented in Hong Kong for over 10 years and aims to promote social integration and academic attainment of DHH children in an inclusive setting. Four key ingredients have been identified as essential for the SLCO approach: (1) a whole-school approach toward promoting deaf–hearing collaboration; (2) deaf individuals’ involvement in school practices, especially deaf–hearing co-teaching practices in the SLCO classroom; (3) an enriched linguistic context to support bimodal bilingual development of DHH and hearing students; and (4) DHH and hearing students’ active participation in school and social activities. This chapter summarizes how these four factors contribute to the whole-school development toward deaf–hearing collaboration.

Abstract:An overview is provided of (a) deaf education in China, (b) views of deaf Chinese, and (c) recent empowering international collaborations. China's national policy focuses on oral/aural education and hearing rehabilitation. However, everyday practice in schools for deaf children includes various forms of Chinese Sign Language. Early childhood education focuses on speech and hearing. Elementary and secondary school curricula reflect low expectations for deaf students and lack the same academic content provided to hearing students. There are limited higher education opportunities. There are no support services such as note takers or interpreters for mainstreamed students. There are no deaf teacher preparation or interpreter training programs. Jobs are few; the vast majority of deaf adults are unemployed. Deaf people interviewed for the article describe their needs, their dreams, and the changes they are witnessing, which result in part from recent empowering international collaborations.
Chinese Grammatical Development of Deaf and Hard of Hearing Children in a Sign Bilingualism and Coenrollment Program

Abstract:The literacy development of d/Deaf and hard of hearing (d/Dhh) children has always been a matter of grave concern among educators, and grammatical knowledge is said to constitute a major component such development. The present article reports on a study that examined the development of Chinese grammar among groups of d/Dhh and hearing children who received education through a sign bilingualism and coenrollment (SLCO) approach. Findings from administration of a prestandardized assessment tool showed that while the d/Dhh children generally lagged behind their hearing peers at all levels, the gap began to narrow from Primary 2 onward, and they caught up with their hearing peers in most except for a few grammatical constructions by Primary 4. Qualitative analysis revealed a similar developmental profile and similar degrees of difficulty in mastering the more complex constructions in written Chinese between the two groups of children.

Deaf Learners' Process of Acquiring Negative Sentence Structures in Their Writings

Abstract:Deaf learners' grammar acquisition and its process are key factors affecting special education's results and efficiency.China lacks the corpus-based research into deaf learners' writing.This study,based on the original data from the journals written by deaf students at a school for the deaf,aims to find the process of the deaf students' acquisition of negative sentence structures in their writing.The results show that the deaf students follow a certain sequence in their acquisition of negative sentence structures,which reflects the complexity of the negative sentence structures,and that their acquisition of negative sentence structures demonstrates fluctuation.

Abstract:Deaf individuals usually face more challenges in reading and writing, because they are often deprived of adequate spoken input from their infancy. Research on the language features of deaf individuals’ writing is abundant. However, their language structures have as yet been unexplored. In order to address this subject, this article uses the holistic approach of complex network theory. This study builds three syntactic dependency networks, the intent being to capture the macroscopic linguistic features in writing of deaf individuals. Three networks are constructed: one is created from a treebank of texts produced by deaf individuals, and the other two are created from two treebanks of spoken and written language samples produced by hearing people. A dependency‐based theory of syntax is used. The results indicate that the language system of individuals with deafness is structurally similar to that of hearing people, especially to that of their spoken language, but individuals with deafness tend to have lower language proficiency in both syntactic and lexical aspects. The rigid use of function words and less diversity of vocabulary might be part of the reason for the observed differences.

Abstract:This paper presents a targeted system to help Chinese deaf children learn both sign language and Chinese characters in early language learning. The system combines sign recognition and in-air writing techniques with games so that children can practice sign language and Chinese character writing at the same time. Sign recognition is used to assess the accuracy of sign language and in-air writing records the process of writing Chinese characters. In addition, the game adds to the learning fun and makes children more willing to complete learning tasks. We have developed a prototype to evaluate the effectiveness of a simultaneous Chinese sign language and Chinese character teaching system based on gesture recognition and in-air writing. We expect that this system will increase children's willingness and efficiency to learn sign language and Chinese characters, and eventually be used to assist in early language education for deaf children in the Chinese region.
Literacy Learning of Deaf and Hearing Preschoolers in a Sign Bilingual, Coenrollment Setting in Hong Kong

Abstract:The study investigated the literacy-learning conditions of a group of deaf and hard of hearing (d/Dhh) and hearing preschoolers in a mainstream kindergarten sign bilingualism and coenrollment (SLCO) program. The data came from the children's scores on tests of Chinese vocabulary and written Chinese grammar, and questionnaire responses on literacy-learning conditions at home (from parents) and in school (from teachers). The d/Dhh children's performance on the two tests, when compared with that of their hearing peers, suggested that adding sign language and Deaf teachers to the SLCO classroom did not adversely affect the d/Dhh children's literacy learning. Responses to the two questionnaires indicated that parents' and teachers' efforts to organize literacy resources and activities interacted with the children's vocabulary development. These preliminary results encourage more research to elucidate further the relationship between environmental factors and d/Dhh children's literacy development.

Abstract:In this opening commentary we highlight the tension surrounding the emergence and development of bilingual education programs in mainland China, which has attracted much attention in research. Scholars have contradictory views about efforts aimed at promoting and sustaining bilingualism/multilingualism through education in different parts of China. To contribute to this ongoing discussion, this special issue contains the collective efforts of scholars holding different views and examining three types of bilingual education initiatives in mainland China: bilingual education programs for ethnic minority students, the rise of Chinese-English bilingual education, and the vitality of regional Chinese varieties or dialects in major coastal cities. We contend that all the efforts to promote and sustain bilingualism in the aforementioned aspects are to some extent double-edged and require critical examination.

Abstract:Deaf or hard-of-hearing individuals usually face a greater challenge to learn to write than their normal-hearing counterparts. Due to the limitations of traditional research methods focusing on microscopic linguistic features, a holistic characterization of the writing linguistic features of these language users is lacking. This study attempts to fill this gap by adopting the methodology of linguistic complex networks. Two syntactic dependency networks are built in order to compare the macroscopic linguistic features of deaf or hard-of-hearing students and those of their normal-hearing peers. One is transformed from a treebank of writing produced by Chinese deaf or hard-of-hearing students, and the other from a treebank of writing produced by their Chinese normal-hearing counterparts. Two major findings are obtained through comparison of the statistical features of the two networks. On the one hand, both linguistic networks display small-world and scale-free network structures, but the network of the normal-hearing students' exhibits a more power-law-like degree distribution. Relevant network measures show significant differences between the two linguistic networks. On the other hand, deaf or hard-of-hearing students tend to have a lower language proficiency level in both syntactic and lexical aspects. The rigid use of function words and a lower vocabulary richness of the deaf or hard-of-hearing students may partially account for the observed differences.

Abstract:Using grounded theory, the researcher posed this question in this qualitative study: What childhood literacy-learning and current literacy-teaching experiences have influenced Chinese Deaf teachers' views on literacy learning? Responses were obtained from Deaf teachers by means of videotaped interviews about their literacy-learning and literacy-teaching experiences. When the interviews, which were conducted in Chinese Sign Language (CSL) glossed to written Chinese and English, were analyzed, six themes emerged. Extracted core categories provide the unique context for a "boomerang effect" related to language and literacy through a bilingual path to literacy. Recommendations for future research using bilingual theory and practice are discussed.
Dialects or Languages: A Corpus-Based Quantitative Approach to Lexical Variation in Common Signs in Chinese Sign Language (CSL)

Abstract:Based on the quantitative analyses of 78,532 sign tokens generated in the lexical elicitation tasks conducted with 58 deaf participants throughout Mainland China, the paper addresses the issue of regional lexical variation in Chinese Sign Language (CSL). It aims to explore the extent of lexical variation and geographical distributions of sign varieties within the Chinese Deaf community. It is the first corpus-based quantitative research concerning the CSL lexicon supported by the CSL lexical database. It will be shown that the varieties of CSL used in different cities are dialects of the same sign language rather than different sign languages. It will also be suggested that there are only two major regional dialects of CSL. This is surprising considering the large size of both the deaf population and territory within China. This is compared to previous studies concerning other sign languages, which suggest multiple distinctive regional variants within small geographical areas. Variation also exists within the two major dialects, suggesting the existence of sub-groups of regional dialects.

Abstract:Bilingualism is an important feature which may affect language learning and language instruction. The bilingual education has become an important and widely used teaching model in Chinese students’ English education. The purpose of this paper is to explore bilingual education issues and practices in China. This paper first introduces the background of Chinese language policies and then examines bilingual education policies and practices in China. It then analyzes issues exist in Chinese bilingual education. Through exploring and analyzing significances and issues exist in Chinese bilingual education, this paper reviews teaching strategies of effective bilingual education and provides practical suggestions and recommendations for Chinese bilingual education.

Abstract:Education of deaf children has shifted from the previous oral approach aimed at acquisition of spoken language to the era of bilingual education using sign language. Initially, signed Japanese that corresponds to Japanese was adopted in the field of education of deaf children. Thereafter, reassessment of Japanese sign language, which has a different grammatical structure from Japanese, has raised an issue over which of the two sign languages is more suitable. Anyway, the value of sign language on education of deaf children needs to be considered in the relationships with Japanese literacy education. The reason is that deaf children are placed in the unavoidable reality of subject learning based on learning of textbooks written by character text. Therefore, both sign language and written language are essential elements in that reality.
Significantly different noun-verb distinguishing mechanisms in written Chinese and Chinese sign language: An event-related potential study of bilingual native signers

Abstract:Little is known about: (a) whether bilingual signers possess dissociated neural mechanisms for noun and verb processing in written language (just like native non-signers), or they utilize similar neural mechanisms for those processing (due to general lack of part-of-speech criterion in sign languages); and (b) whether learning a language from another modality (L2) influences corresponding neural mechanism of L1. In order to address these issues, we conducted an electroencephalogram (EEG) based reading comprehension study on bimodal bilinguals, namely Chinese native deaf signers, whose L1 is Chinese Sign Language and L2 is written Chinese. Analyses identified significantly dissociated neural mechanisms in the bilingual signers' written noun and verb processing (which also became more explicit along with increase in their written Chinese understanding levels), but not in their understanding of verbal and nominal meanings in Chinese Sign Language. These findings reveal relevance between modality-based linguistic features and processing mechanisms, which suggests that: processing modality-based features of a language is unlikely affected by learning another language in a different modality; and cross-modal language transfer is subject to modal constraints rather than explicit linguistic features.
Case Studies of Multilingual/Multicultural Asian Deaf Adults: Strategies for Success

Abstract:Case studies of adult d/Deaf or Hard of Hearing Multilingual Learners (DMLs) are few, especially studies of DMLs who learn more than one sign language and read logographic and alphabetic scripts. To reduce this paucity, two descriptive case studies are presented. Written questionnaires, face-to-face interviews, and self-appraisals of language-use rubrics were used to explore (a) the language and literacy histories of two adult Asian DMLs who had learned multiple languages: Chinese (spoken/written), English (written), Chinese Sign Language, and American Sign Language; and (b) how each language was used in different cultural communities with diverse conversational partners. Home literacy environment, family support, visual access to languages, peer and sibling support, role models, encouragement, perseverance, and Deaf identity all played vital roles in the participants' academic success. The findings provide insights into the acquisition of multiple languages and bi-literacy through social communication and academic content.
Implementing co-enrollment in preschool education in China: A case study

Abstract:This study aims to document the implementation of sign bilingualism and co-enrollment education in a kindergarten in Quzhou, Zhejiang Province, China, to identify the major characteristics of the programme, and to report findings of children's language in terms of vocabulary and surveys on the views and attitudes of the stakeholders of the programme, including deaf and hard-of-hearing (DHH) as well as hearing children and teachers. The results indicate that (a) both deaf and hearing teachers enjoy working in the Sign Bilingualism and Co-enrollment (SLCO) class and believe it is beneficial for their professional development; (b) parents of both DHH children and hearing children are happy to send their children to the SLCO class; (c) the teachers and parents agree that the SLCO programme is helpful for the overall development of not only the DHH children but also the hearing children. They believe that such an environment benefits the children's language and communication skills and the development of self-confidence and social cognition; (d) both the teachers and parents believe that the DHH children and their hearing peers get along well with each other in the SLCO class and also enjoy learning sign language. Furthermore, they all agree that the SLCO programme is promising and should be continued in the current school and implemented in more schools.
The acquisition of Hong Kong Sign Language in deaf and hard-of-hearing children: A longitudinal study of sign language development in a bimodal bilingual co-enrollment programme

Abstract:This study followed the development of Hong Kong Sign Language (HKSL) proficiency in 31 deaf bimodal bilingual children (kindergarten through Primary 6) over two years. The Hong Kong Sign Language Elicitation Tool (HKSL-ET) was used at three time points to elicit the production of agreement, classifier, modal, negation, and wh-question structures. These were scored for accuracy based on specific language features, including classifier handshapes, non-manuals, phonological parameters, sign order, and use of space. Deaf children of hearing parents (dH children) showed significant improvements in accuracy for all structures and features, with most progress occurring between the first two assessments. By the third assessment, dH children showed similar performance to the deaf children of deaf parents (dD children) on most structures and features, but they were still significantly less accurate in their production of classifier constructions and use of space. This, along with an observed negative impact of later ages of acquisition on HKSL accuracy, underscores the importance of early exposure to sign language. Examining the relationship between signed and spoken language proficiency revealed a significant positive correlation between HKSL proficiency and Cantonese verbal expressive ability, suggesting that these languages may have mutually facilitative effects in terms of language development. Our findings highlight the utility of bimodal bilingual education in fostering linguistic development in deaf children.
Translanguaging as a social justice strategy: the case of teaching Chinese to ethnic minority students in Hong Kong

Abstract:For the past two decades, a significant number of ethnic minority students from diverse racial, cultural, linguistic, and religious backgrounds have entered Chinese language classrooms in Hong Kong for the first time. Simultaneously, Chinese language teachers have come under criticism for their lack of understanding of diversity and their failure to integrate ethnic minority students academically and socially. However, there is little research on how these teachers can transform their educational beliefs, teaching techniques, and attitudes toward diversity and inclusion to respond effectively to the drastic changes taking place in their professional work. This study examines how a group of Chinese language teachers employed translanguaging as a social justice strategy to address the challenges of teaching minority students in a monolingual and assimilative educational setting in Hong Kong. Classroom observations show that teachers enacted a translanguaging stance, using students' familiar semiotic resources to make their teaching more inclusive and equitable for ethnic minority students from low socioeconomic and religious backgrounds. Teachers reported becoming more aware of diversity in the classroom as well as of the social inequalities and racial discrimination outside of school. The study shows that criticism has been unfairly levied on Chinese language teachers in Hong Kong, who should not be held responsible for the social problems hindering ethnic minorities' social mobility. Research should include a decolonial perspective to legitimize translanguaging as a social justice strategy for more transformative praxis in the education sector in postcolonial Hong Kong.

Abstract:Signer-Independent sign language recognition is an unavoidable problem that must be solved in order to promote the practicality of sign language systems. In the signer-independent sign language recognition research, the lack of training data and the signer-independent sign language data variation bring a challenge to the effectivity of the existent research frame. This paper proposes a new research frame for signer-independent sign language recognition, and provides the strategy and ideas to solve the problem. Finding resolution to these problems is significant not only to the research on Chinese sign language recognition but also to other related fields.
Cross-cultural Issues in Bilingual Public Signs:A Sociolinguistic Report from Beijing

Abstract:The present study reports part of the results obtained from a sociolinguistic survey of public signs in the urban area of Beijing.To highlight existing problems and seek possible solutions,a cross-cultural perspective is adopted to look at the variety of abusage observed in the bilingual signs of this area.This paper consists of three parts.First,we introduce this survey by specifying its research background and the theoretic framework adopted.Then,we take a case study perspective to look at the ten types of problems observed in the data collected.They are:1) pragmatic failure;2) infantilization;3) cultural miscommunication;4) "soft" or surreptitious advertisement;5) linguistic taboo in public context;6) mixed information;7) cultural misinterpretation & pragmatic mismatching;8) language mistakes due to low foreign language proficiency;9) misleading information;10) psychological unacceptance.We also offer suggestions to improve the quality of public signs,including possible solutions for the problematic texts identified.In the closing part,we recapitulate the importance of the present study from a global and multidisciplinary perspective.
