Abstract:A summary and review of regulation theories are presented in this paper. A few regulation theories are briefly introduced,such as public interest theory,group interest theory,public choice theory and incentive theory, and some advice are given to the regulation reform in China.

Abstract:The theory of regulation capture criticizes the public interest theory completely,and then illuminates the order of government regulation again.It points out the relation between the "supply side" and the "demand side" of political decision,with analyzing the action of interest groups and the response of regulatory institutions.Besides,the theory measures the loss of social welfare in the process of regulatory capture.Moreover,economists are trying to design a series of institutional mechanism to prevent the regulatory capture occurrence.

Abstract:Banking regulation has been one of the key issues affecting the financial and economic stability around the world. The worldwide economic crisis in the 1930s and the constant financial turmoil since the 1990s have aroused the world's attention towards how to prevent and handle the negative financial effects smoothly. The accelerating and deepening of financial globalization extends the perspectives of financial regulation to the cross-border scope. This thesis focuses on the latest development of banking regulation after the Asian financial turmoil and the challenges of international banking regulation. The outlook and challenges of financial regulation after China's accession to WTO are discussed.
Three Perspectives to Understand Public Policy Process and their Implications for China Study

Abstract:The public policy making process of China has been highly concerned by all parties during recent years.There are also a large number of related research literatures.Based on a systematicliterature review,this paper classifies current theories into three perspectives: power-interest,rational learning and ideas.These three competitive perspectives all provide insightful theoretical lenses for the observation of government decision-making process.The paper further examines the application of these perspectives in China study.Based on the examination,we find that the former two perspectives have been widely usedfor the study of China's government decision-making process;by contrast,empirical studies based on the idea perspective are rare.As a result,some ideational factors that do shape the formation of public decisions,such as political culture,ideology,and policy ideas,have not received enough attention.Besides,as the controllers of some special types of ideas,such as ideology,the significant roles played by political authorities are not well illustrated.

Abstract:Regulation model selection is the core issue of electric market-oriented reform. Based on evaluating two typical regulation models (ROR and RPI-X), the paper proposed the PCM regulation for China electricity market. Using the PCM regulation, the paper emphasizes research on the quantitative relation between price level and uplift, and forecasts the uplift with Static Statistic Method and Random Production Simulation. Under the PCM regulation, a comprehensive regulation to power plant life cycle can be realized. As an innovative regulation model, the PCM is expected to provide a package solution to China electricity market. =Regulating average price is a key component of electricity market regulation. The paper "Transition from Price Capping to Profit Capping Based on Profit Space in Electricity Market" (shortened as "profit capping paper" in the following) proposes a new price ceiling model, and discusses its idea, structure, characteristic and feasibility. This paper writes on the topic of price level regulation, and pays more attention to regulation model design, investment regulation, price level control, uplift space evaluation, incentive comparative, etc. In short, this paper attempts to give an effective solution to regulate the electricity market in China. © 2008 DRPT.

Abstract:Bank capital regulation seems to be today's most accepted regulatory instrument. The reason is that limited liability and deposit insurance appear to give banks incentives for excessive risk-taking. Capital requirements can alleviate this problem as banks are obliged to hold more capital which forces them to have more of their own funds at risk. The theoretical literature has much more to say on how banks determine their capital structure and portfolio risk and how capital regulation influences this decision. This paper attempts to give an overview of the literature in order to see what theory suggests,and what there is still to do for future research.

Abstract:This paper mainly discusses the relationship between bank supervision and behavior of China's public listed firms' managers based on the review of the western debt governance theories. That the debt governance is of no effect in China is attributable to the soft budget constraints incurred by the poor state - owned banks' supervisory policies. The reform aimed to reduce the bad debts proportion has significantly decreased the agency costs in china' s public listed firms' since 1999. But the effect of debt governance has not been visible. Therefore further reform is need for banking industry.

Abstract:This paper, by using data from a survey of 3,073 private enterprises in China, constructs an index to quantify the power of government vis-à-vis market, which is the distinguishing feature of various models of a market economy including private orderings, private litigations through courts, and regulatory state (Glaeser and Shleifer, 2002, 2003; Djankov et al., 2003). It is found that enterprises located in regions with greater powers of government vis-à-vis market enjoy better performance, suggesting that regulatory state is an appropriate model of a market economy for China. Evidence is also presented to rule out the concern that these results are driven by rent-seeking activities.

Abstract:As the transition from planned economy to socialist market economy, certain state-owned hospitals are still run by the government directly and require corresponding governance structure to guarantee the right behavior. Conclusion of this paper shows, based on economic theory, ownership reform is neither the sufficient nor necessary conditions for performance improvement, which is determined by the purpose of public hospital operation. Therefore, the "Priority of Ownership Reform Theory" for public hospitals is denied in this paper, which otherwise provides a theoretical support for the further reform in governance structure of public hospitals. In addition, this paper first raises the "information paradox" inside asymmetrical information firms in theory, which can be applied not only to reform in hospitals but also to reform in firms with similar information characteristics.

Abstract:Within two decades, China built a very large platform economy. From the beginning of 2021, however, the Chinese government started to implement a set of new policies, popularly known as 'strong regulations', in order to correct improper platform behavior and improve market efficiency. These policies caused some negative effects on short-term momentum of the platform economy, including lay-offs of employees, decline of investment, and shrinkage of market valuation. This paper attempts to address the following questions: why did the authorities initiate this new policy? what are its net impacts on the platform economy? and how can the regulators do better? While acknowledging the urgent need for proper regulations for China's platform economy, this paper argues that the authorities should find a better balance between regulation and development, with innovative thinking in dealing with issues such exclusive agreement, differential pricing and monopoly.

Abstract:The banking regulation in China has its own special conditions and context.Existing theories cannot explain its core features-banking industry acting as a means of economic development and state keeping control over its equities and personnel arrangements.This study examines those features based on a statism perspective, employing a neo-institutional methodology combined with holism.It is shown that the banking regulation reflects the state infrastructural power that is rationally chosen by state for keeping its economic development The author argues that the regulation has played an important role in the economic development,although facing some problems.Its future depends on the rational and dynamic adjustments of state capacity.

This article explores the political economy of China's recent 'real estate fever' and examines the government's efforts to deal with rampant speculation and foster the growth of a real estate industry. Abstract:This paper presents a review of Western scholars' studies on China's public policy process.Interests in China's policy process began in 1950s.Studies on China's public policy led by American scholars initially conceptualized around policy elites and factions but later shifted towards bureaucratic organizations.Different policy process models were proposed,such as rationalist behavior,power struggles,bargaining game and etc.Characteristics of China's public policy process were identified.While many of these studies were somewhat biased,they offer some interesting perspectives that China's policy researchers will find useful in their efforts to gain a better understanding of China's public policy process.

Abstract:Pursuant to its extensive program of market reforms, China’s government tried to restructure itself to support a market‐dominated economy. Reform efforts have included elements that are familiar to scholars of public administration: streamlining government, strengthening bureaucratic capacity, distancing government from firms, and establishing independent regulators. But how deep have these reforms been, and with what ultimate goals? This article examines a crucial segment of the economy—China’s so‐called lifeline industries—to show how reforms to China’s economic governance system have been mapped onto an existing system characterized by extreme institutional fragmentation and an inability to imbue new governmental bodies with authority. Moreover, for these key industrial sectors, the Chinese party‐state’s strong interests in ownership, revenues, and social policy dictate that it use a variety of tools to protect these interests.

Abstract:This article analyzes the closing gap between regulation and enforcement of environmental protection in China and explores its implications for doing business there. It identifies three major dimensions that characterize change in regulatory systems: priorities and incentives, bureaucratic alignment, and transparency and monitoring. Using these dimensions, it describes the mechanisms that characterized China's prior period where enforcement of environmental protection was decoupled from regulation. Regulation and enforcement are becoming re-aligned. This is due to a change in national development strategy, reorganization of the bureaucracy, and increasing monitoring from both the government and general public. To address these changes, firms need to embrace environmental innovation and integrate local and global standards. They should also be more transparent and compete on reputation.

Abstract:Environmental regulation and its corresponding measures and control is an important issue but have not been fully investigated. Literature on the unintended consequences of regulation control and measures appears to be sparse. Through a series of exploratory case studies in China, this paper examines the various unintended impacts of ecological civilisation (EC) regulation on firms’ operations and their related consequences to performance. Findings showed that there were interrelated themes that underpin the indirect and unintended effects of regulatory control and performance management. This exploratory study can contribute to both theory building and provide important EC policy implications by: (a) enriching the conceptual understanding of the unintended consequences of environmental regulation on firms’ behaviours and outcomes, (b) providing policy maker important insights and practical advices for regulating environmental performance.

Abstract:This paper is intended to model the principal-agent relationship and its associated monitoring-incentive problems of the public economy. The basic findings are: (1) the degree of publicness and the size of the public economy matter: the monitoring effort of the original principals and the work effort of the ultimate agents decrease with the degree of publicness and the size of the public economy; (2) a corrupt public economy can be a Pareto-improvement over the non-corrupt public economy. The first finding sheds some light upon performance comparison between different public economies (such as between Singapore and China). The second finding explains why all socialist economies are corrupt ones. The paper applies the above results particularly to the Chinese economy.
