Building Methodology for Social-economic Analysis in Chemicals Management

Abstract:Social-economic analysis(SEA)is used to assess multiple impacts of some activity,and is an important step in public management,especially in environmental management decision-making.With more and more concern about environmental and health risks of chemicals,and the continuously advancing process of international chemicals risk management,SEA is playing an increasingly important role in scientific development of chemicals risk management program and implementation for international conventions.As a developing country in widely producing and using chemicals,China in particular needs to effectively undertake SEA.This research reviewed the relevant international guidelines for SEA,assessment cases and national conditions of chemicals management to systematically analyze the basic concept,content,characteristics and steps of SEA in chemicals risk management.Combining the case of a newly proposed substance to the Stockholm Convention on Persistent Organic Pollutants-hexabromocyclododecane,a systematic and operable SEA methodology was built in order to provide reference for risk management decision,implementation of international conventions and correlational research.
