Abstract:Abstract Recent studies have shown what indispensable role mobile phones play as means of mobilization in contentious politics around the world. Nevertheless, there has been no clear elaboration of how mobile phone uses translate into mobilization in contentious politics. To fill this gap, the current study employs Passy’s (2003) framework of the threefold function of social ties as channels of mobilization to examine how mobile communication, embedding the dynamics of social ties, influences protest mobilization. It investigates two cases in rural and urban China in which Chinese people employed their mobile phones to mobilize participants for protests, and conducts 24 in-depth interviews with participants in these protests. Findings suggest that using mobile phones for mobilization registers the relational dynamics of social ties, which shapes participants’ perceptions of given protest issues, ensures the safety of protest recruitment and mobilization in a repressive context, and generates pressure on participation, all of which contributes to the mechanism of mobilization. This study concludes with the concept of ‘relational mobilization’, which addresses the embedment and relevance of social ties in the process of mobile-phone-mediated mobilization and its implication for Asian countries.

Abstract:The last few years has seen a massive growth of applications for smart phone operating systems such as Android, IOS. Short message services (SMS) is one of them. Although SMS as an application has existed for a long time, the method for managing short messages is rather outdated and very inconvenient. The is partially because most of the SMS applications are inherited from old fashioned mobile platforms, in which users of mobile phone usually concentrate on basic phone service and demand less for SMS. With the introduction of smart phone operating system, the old-fashioned method of short messages management is not suitable. To cope with this problem, in this paper we first conduct research on modern ways of short messages management, and then a short message services management system for mobile devices is designed. In this new system, more advanced options, such as messages query by date, by sender and sending a message to many receivers at the same time, for short messages is provided. Moreover, to validate our research and design, we implement the system based on Android platform. And we conduct some experiments with this system and test results shows that our system works quite well. With the mobile Internet becoming increasingly important to life, our research is expected to improve work efficiency greatly.

Abstract:China's telecommunications and information industry has seen unprecedented growth since the turn of the century, with the mobile telephony sector driving significant expansion. This article examines the Chinese government's strategy for managing the complexities of socio-economic changes created by the widespread adoption of mobile telephony. The study found that the government's adoption of subtler forms of power establishes a relational contract with Chinese telecommunications and information industry partners and citizenry as a foundation for implementing the strategy of controlled commodification. This contract acts to modify and clarify operational boundaries within private and public spheres in an attempt to manage often competing economic, social and political objectives.

Abstract:The convergence of mobile communication and mobile computing technologies opens up new horizon for mobile interaction and mobile working. The use of mobile technology in government sector not only provides an alternative channel of communication and public service delivery, but more importantly, it can address the mobility of government itself and in this way transcend the traditional e-government service delivery model by bring personalized, localized and context aware services close to its mobile citizens. A number of mobile government initiatives have been proposed globally to take advantage of this opportunity for better public service delivery. In this paper an example of such a mobile government initiative in a district of Beijing is presented. Based on the study this paper argues for a further paradigm shift from e-government to mobile government. With the challenges and opportunities provided by mobile ICT, government should be aware of the potential of mobile government to transcend the traditional e-government models, which pay undue attention to online Internet portals.

Abstract:This study charts culturally shaped mobile communication in Chinese society. It finds that Chinese mobile users maintain an open network of contacts comprising not only private relations but work relations and peripheral social ties. Mobile phones are used to define and negotiate in-group membership, maintain social cohesion through mediated rituals, observe relational hierarchies, and preserve social harmony through the use of mobile etiquette defined along spatial, temporal and contextual dimensions. To the extent that mobile phones play into the particularistic, indirect and high-context patterns of Chinese social interaction and relation-oriented cultural norms, the Western mode of “perpetual contact” amongst private relations gives way to a contextualized mobility of diffuse personal ties.

Abstract:Due to the low access rate of cable Internet connection in rural China, the mobile phone has become the most favored new media terminal for rural residents to surf the Internet. Particularly for rural adolescents, the mobile phone has become their primary medium to engage in social activities. By selecting Ou town, located in Central China, as the site of fieldwork and applying the theory of 'domestication', this paper aims to thick describe the structure of rural family politics where new media use has become an integral part of the rural adolescents' lives. The research enriches the study of Internet politics at the micro-level and further reveals major practical issues related to the growth and socialization of rural adolescents in the digital era. This study finds adolescents live in varied 'family politics', and the respective family powers influence the measures and extent of domesticating new media.

Abstract:With an ethnographic analysis,this paper presents a case study of the cell-phone use by women from Anhui province working as an hourly-paid domestic worker in Shanghai. The article demonstrates how cell-phones play a key role in Chinese rural women' s adaptation to urban life today along with the marketlization and socialization of domestic service industry in China's metropolitans.In this process,domestic women left their children and swarmed into a distant and strange city with her husband.Living through worries and hopes,fears and wanderings everyday,they manage to monitor distantly their child's growing-up and to carry out mothering duties via cell-phone communications. This article also explores the issues of how the modern communication technology and marketlization relocate the class and gender position for migrating domestic women in the condition of urban and rural difference and areas divide in China in the 21st century.

Abstract:Since the rise of the Internet in China, China's local governments have actively used Internet technology to facilitate public administration and public services. What impact, then, have different types of social media had on local governance? This paper, based on years of investigation of J Town and L Sub-district in Shanghai (2012-2018), finds that Internet technology has profoundly transformed the grassroots power structure. Before the rise of the Internet, the grassroots power structure included local government, activists and the masses; in the age of Weibo and home owners forums, grassroots opinion leaders rose, becoming an impressive social force that local government could not afford to ignore; in the age of WeChat, however, the influence of grassroots opinion leaders declined, as local government can interact directly with the masses through WeChat public accounts and WeChat group chats, with the network technology becoming a tool for micromanagement. These three stages correspond to three types of government characterized by limited mobilization, consultation, and user-friendliness, respectively.

Abstract:So far,there have no systematic studies of mobile phones’ unique social significance towards Chinese Mid-and Low-Income Classes. Based on 34 structured interview cases with various occupations in different regions, this qualitative study finds that livelihood is the top priority of Chinese Mid-and Low-Income Classes'daily life. Thus, the use of their mobile phone focuses on the purpose of making a living and feeding their families. Besides, mobile phone relate to opportunities, information and resources of them, and hold together the core resources for self-employment and migrant workers' livelihood. To a large extent, mobile phone can be viewed as their productive tool, which has played a role to promote their job mobility and status improvement. Moreover, it's a kind of driving force for daily social change, demonstrating the significance of the development.

Abstract:This article presents an explorative case study to understand the drivers and barriers that influence the adoption of smartphone-based city management apps as e-governance tools in U.S. cities. Using interviews with government officials and citizen focus groups in a southeastern city, we systematically examine the facilitators and barriers from the perspectives of the government and citizens. Our findings suggest that the city management app system was primarily adopted by the government to improve service efficiency through information integration and workflow automation on the backend. It is viewed by both the government and citizens as an innovative two-way communication tool that encourages citizens to report service problems and facilitates service improvement. However, the app's potential of being an open dialogic and social space to engage citizens in a full range of co-production activities has not yet been sufficiently realized. Strategies for local governments and city management app developers to address e-governance challenges are discussed.
