Abstract:Building a scientific evaluation model for the capability of regional low-carbon technology innovation is of great significance to accurately evaluate the status quo of the capability of regional low-carbon technology innovation in China and find out the sticking points that affect the capability.On the basis of the elements,functions and operating mechanism of regional low-carbon technology innovation system,this paper constructs an evaluation model for the capability of regional low-carbon technology innovation by theory selecting and empirical filtering using Delphi,Membership,correlation and discernment analysis methods.Model analysis shows that the coordination between dominant input and output capabilities with tacit carrier capacity of low-carbon technology innovation is the prerequisite and guarantee for the continuously enhanced on the capability of regional low-carbon technology innovation,while funding for low carbon technology innovation is the main factor to affect the capability of regional low-carbon technology innovation in China.
