The Unbalanced Institutional Changes from the Dual Economic Perspective

Abstract:The initial conditions of dual economy makes China differ from Eastern European countries,and thus China has taken an incremental approach in its economic reform.Dual economic structure and dualistic economic system constitutes the logical starting point of urban and rural interest groups and the Government's institutional gaming.Influenced by the comparative power changes of gaming interest groups,China's dual economic system is characterized by non-equilibrium processes of institutional change.The non-equilibrium of dual economic system reform can be clearly seen in two respects: firstly,in terms of the reform in the urban and rural regions,the reform starts in rural areas,then happens in urban areas,and at last comes the urban and rural comprehensive reform;secondly,as regards to the reform of different dual economic institutional constituent parts,the agricultural production and operation institutional reform happens first,then is the reform of dual resource allocation institutions and dual employment and social security institutions.
