Abstract:Software outsourcing has become more and more popular in recent years,, and shows a non-reversible trend in the IT area. At the very beginning, the main purpose of software outsourcing is targeted in cost saving. But now it has turned into quality improvement and competence focus where software process will have crucial influence. This paper will analyze some experience of Indian software outsourcing industry, and present a new process for software outsourcing in China. The process is based on SITO Model and involves the Software Process Improvement (SPI). It has already been adopted in State Street Zhejiang University Technology Center (SSZUTC) as a proven record in process improvement.

Abstract:With the development and penetration of business information systems, information systems outsourcing (IS Outsourcing) has attracted more and more interests from both managers and IT vendors. Meanwhile, there is an increasing number of theoretical research papers in academic journals. This paper reviews major theoretical research papers in this area and classifies them from the perspectives of research topics, research methods, journal categories, and theoretical foundations. Based on this review, we propose some directions for future research in IS outsourcing.

Abstract:Increasingly, organizations are jumping onto the information technology (IT) outsourcing bandwagon in an effort to create value. However, evidence indicating the positive economic consequences of such initiatives has been limited. This study attempts to fill this void by synthesizing the process-oriented research in IT business value literature and the resource-based theory to develop an integrative research framework for assessing the value proposition of IT outsourcing. With a process-oriented lens, the framework suggests that the effects of IT outsourcing are best documented at the process level and hence, it is imperative that one takes into consideration the impact of IT outsourcing on performance at both the process level as well as the firm level. Grounded in the resource-based view, the framework also accounts for the complementary role of firms' core IT capability as a critical condition for the value creation of IT outsourcing. Consistent with the process-oriented prediction, the findings suggest that the positive effects of IT outsourcing appear mostly at the process level, but not at the firm level. Moreover, it is found that the level of business value created by IT outsourcing is contingent on firms' core IT capability. Firms with superior core IT capability are found to enjoy an advantage in leveraging their outsourcing initiatives to enhance firm value.

Abstract:China has recorded positive growth rates of grain production for the past eleven consecutive years. This is a remarkable accomplishment given that China’s rapid industrialization and urbanization has led to a vast reduction of arable land and agricultural labor to non-agricultural sectors. While there are many factors contributing to this happy outcome, one potential contributing factor that has received increasing attention is the emergence of agricultural production outsourcing, a new rural institution that has emerged in recent years. This study aims to contribute to the limited but growing literature on agricultural production outsourcing in China. Specifically, this study analyzes factors affecting farmers’ decisions to outsource any or some production tasks using data from rice farmers in Zhejiang province. Results from a logistic model show that farm size and government subsidy encourages farmers to outsource while ownership of agricultural machines and land fragmentation have negative effects on farmers’ decisions to outsource production tasks. Results also showed that determinants of outsourcing decisions vary with the production tasks that farmers outsourced.

Abstract:The increasing demands for public services, growing resource externalisation and decentralisation have driven Chinese governments to seek alternative means of service delivery. This article addresses the largely ignored outsourcing practice in China. Lack of awareness of and research on the widespread outsourcing was a result of the conceptual barriers created by China's economic transition and its choice of incremental reform path. By decomposing national fiscal expenditures, the article finds that from 2002 to 2004, outsourcing accounted for about one-third of the total governmental services expenditures and demonstrated a trend of continuous growth. Such developments effectively transformed the basic landscape of public service delivery and created significant external dependence. Within just three decades, China has quickly shifted from an omnipotent state to an 'incomplete' state. The capacity of the administrative hierarchy has become severely constrained. Nonetheless, the political risks of the macro-level transformation are largely mitigated at the micro-level by mechanisms of public-private cooperation. These developments are embedded in informal arrangements that, remarkably, maintain the survival of the current power structure. Copyright (c) 2008 John Wiley & Sons, Ltd.

Abstract:Purpose The purpose of this study is twofold. The first is to provide a structured review of the vast amount of outsourcing literature that has accumulated in the past two decades using a decision support framework. The second purpose is to statistically analyze the contents of the studies to identify commonalities as well as gaps, in order to suggest directions for future research. Design/methodology/approach The contents of more than 200 publications are analyzed using a variety of approaches. A decision support framework is used to first classify whether the studies address outsourcing benefits, risks, motivations or factors. Next, each classification is further described by the type of benefits, risks, etc. Additional relevant contents such as type of organization, and the location of the outsourcing practice are also considered. Multivariate analyses consisting of cross tabulations, chi‐square testing and cluster analysis are used for categorizing the studies with the aim of identifying relationships among the studies which are not apparent when they are considered individually. Findings A number of trends and relationships are identified. For example, most studies focus on US for‐profit organizations and are typically theoretical, discussing benefits, risks and motivators. On the other hand, the research on outsourcing practices of non‐profit organizations, where objectives for outsourcing are typically politically driven, is found to be scarce. Furthermore, the results of the cluster analysis indicate that the studies can be grouped into six clusters where the five small clusters are characterized by strong relationships with a few variables while the large cluster is characterized by variables that are not addressed in the studies. Practical implications Outsourcing has become commonplace in today's businesses. In addition to outsourcing in profit seeking organizations, there is considerable outsourcing effort in governmental and non‐profit organizations also. It is not easy for managers who are exploring outsourcing opportunities for the very first time and academicians who want to build upon existing studies to search the literature to find what they are looking for. This study addresses this difficulty by providing different classifications of the literature based on a variety of research criteria. Originality/value This study is a first attempt to organize the outsourcing literature using statistical as well as decision support tools. Using cluster analysis and discriminant analysis to explore the relationships among the contents of the studies is a new approach.

Abstract:Purpose - The purpose of this paper is to develop a theoretical framework involving dependence, relationship commitment, logistics outsourcing and service quality to exhibit the roles of the relational factors involved in logistics outsourcing and their outcomes.Design/methodology/approach - Based on data collected from 361 companies in Greater China, the authors use the structural equation model approach to examine the hypothesized relationships.Findings - Both normative and instrumental relationship commitment are necessary for third party logistics (3PL) users to cope with their goal dependence on 3PL providers. However, only normative relationship commitment is necessary when users perceive switch dependence. Normative relationship commitment also plays a more important role than instrumental relationship commitment in facilitating the adoption of 3PL logistic outsourcing. In addition, both basic and advanced outsourcing practices have a positive effect on service quality.Originality/value - This study contributes to both 3PL theories and practices by clarifying how relationships between 3PL users and providers in China are managed.

Abstract:Logistics is critical in every company's supply chain (SC), and outsourcing helps businesses concentrate on their core competencies. Third-party logistics (3 PL) or logistics service providers (LSPs) assist businesses in cutting costs while improving performance, sustainability, and revenue. Logistics evaluation and LSPs choice are complicated and critical components of value delivery. This study aims to review logistics outsourcing literature to understand the trends, prospects, factors, and strategies used in logistics companies' outsourcing choices. This work examines the literature on LSPs selection published between 2010 and 2023. This paper uses VOSviewer (version 1.6.19) to visualize the relationships. Pricing, timely shipment, service quality, reliability, agility, technology, and consumer feedback are the most commonly utilized, whereas societal and environmental factors are seldom used. The study comprises journal publications, the year, selection criteria, and assessment methodologies. Numerous scholars have discovered and employed many critical selection criteria. Many investigators have also embraced multi-criteria decision-making (MCDM) methodologies, and their fuzzy form is widely used. In conclusion, recommendations for theorists and managers, limits, and future directions for research are offered.
Outsourcing to Multinationals: a Growth Model of Chinese Firms

Abstract:Previous research often regard outsourcing as a one-direction game led by multinational corporations (MNCs). This paper presents a new pattern of outsourcing and a new approach of learning referred to as reverse outsourcing. Firms in low-wage countries outsourcing to MNCs are becoming project owners. Why is such change occurring? What is the premise, and what are the conditions and mechanisms of this emergence? What is its significance for less-developed countries (LDCs) finns? Using the examples of one India telecom provider and two Chinese auto manufacturers, this paper describes the mechanism and motives of reverse outsourcing under a framework of game theory. This paper also presents an exploration of how LDC firms upgrade and divide such processes into three phases: learning, co-operation, and competition. By outsourcing to multinationals, LDC firms develop and eventually enter international markets. This indicates that reverse outsourcing is a feasible strategy for LDCs to upgrade, and for MNCs to gain profits and get access to new markets.

Abstract:China's transition from a planned economy to a market economy has been producing a market-based government. Outsourcing in service delivery has been increasingly adopted as a major public management innovation. This paper provides an overview of the development of outsourcing in China by analyzing the changing service delivery environments in China and generalizing the major developments and characteristics of outsourcing. An analytical framework for capacity development is proposed to examine the management practices of Chinese governments on outsourcing. A case of competitive outsourcing of social services in Shanghai is studied as China's avantgarde local innovation. The author argues that public-private collaboration in service delivery has become an irreversible trend in China, with important commonalities and differences from its western counterpart. It is critically important for Chinese governments to develop managing capacities to achieve success in harnessing this "buy" option.

Abstract:In this increasingly competitive business environment, firms utilise outsourcing as a strategic tool to leverage globally dispersed resources so that they may focus on their core competencies and improve efficiency. The more firms rely on outsourcing, the more they depend on their suppliers, and the more important it is to manage and develop suppliers in order to achieve and maximise the benefits of outsourcing. This paper explores the impact of supplier development on outsourcing performance. Structural equation modelling was used to analyse data collected from 213 manufacturing firms in China. The results indicate that supplier development has a strong direct positive impact on outsourcing performance, and that supplier development also leads to enhanced outsourcing performance through reducing outsourcing opportunism risk and improving outsourcing flexibility. In addition to making a contribution to current theories of outsourcing, our findings also provide outsourcing managers with practical understanding and insights about the role of supplier development in enhancing outsourcing performance.

Abstract:Context: Backsourcing is the process of insourcing previously outsourced activities. When companies experience environmental or strategic changes, or challenges with outsourcing, backsourcing can be a viable alternative. While outsourcing and related processes have been extensively studied in software engineering, few studies report experiences with backsourcing. Objectives: We intend to summarize the results of the research literature on the backsourcing of IT, with a focus on software development. By identifying practical relevance experience, we aim to present findings that may help companies considering backsourcing. In addition, we aim to identify gaps in the current research literature and point out areas for future work. Method: Our systematic literature review (SLR) started with a search for empirical studies on the backsourcing of software development. From each study we identified the contexts in which backsourcing occurs, the factors leading to the decision to backsource, the backsourcing process itself, and the outcomes of backsourcing. We employed inductive coding to extract textual data from the papers identified and qualitative cross-case analysis to synthesize the evidence from backsourcing experiences. Results: We identified 17 papers that reported 26 cases of backsourcing, six of which were related to software development. The cases came from a variety of contexts. The most common reasons for backsourcing were improving quality, reducing costs, and regaining control of outsourced activities. Abstract:Nowadays, many companies contract their testing functionalities out to third-party IT outsourcing companies. This process referred to as test outsourcing is common in the industry, yet it is rarely studied in the research community. In this paper, to bridge the gap, we performed an empirical study on test outsourcing with 10 interviewees and 140 survey respondents. We investigated various research questions such as the types, the process, and the challenges of test outsourcing, and the differences between test outsourcing and in-house testing. We found customer satisfaction, tight project schedule, and domain unfamiliarity are the top-3 challenges faced by the testers. We also found there are substantial differences between test outsourcing and in-house testing. For example, most of the test outsourcing projects focused on functional test, and rarely did unit test. Also, due to privacy policies of client companies, test outsourcing is performed mainly on the binary distributions of the projects, and rarely the testers can touch the source code. Our findings have implications for future research. For instance, as a starting point, researchers can create automated program comprehension tools which work on binary distributions of projects to help testers better design effective test cases.

Abstract:This paper examines manufacturing firms' use of guanxi and formal control to address dependence on suppliers and achieve desired outsourcing performance in China. Using survey data collected from manufacturing firms operating in China, a structural equation model is used to test the research model. The results suggest that manufacturing firms with high dependence on suppliers build Chinese guanxi with those suppliers to overcome the dependence and enhance outsourcing performance. In addition, Chinese guanxi also appears to facilitate the use of formal control, which was also found to have a positive relationship with outsourcing performance. This paper contributes to the literature by illustrating the importance of guanxi in achieving desired outsourcing performance in the China context, particularly in the case where a manufacturer perceives high dependency on its major supplier.

Abstract:From the perspective of social networks and core competencies,this paper reveals the dynamic evolution of routine and innovative R&D outsourcing based on the enterprises’ growth stage: initial enterprise,development and maturity.Through 206 samples of single factor analysis of variance(ANOVA),LSD and Tamhane T2 test,the results show that from initial,development to maturity,the dominant position of efficient R&D outsourcing decreased,while the dominant position of innovative R&D outsourcing gradually,which provides good suggestion and advice for R&D outsourcing implementation and decision-making.

Abstract:Globalization brings about the substantial changes on locations of industrial activities,including service outsourcing which is considered as the second stage of business outsourcing.Though there is a great body of literature on outsourcing in management which mainly focuses on reasons and business implications of service outsourcing,very little attention has been paid to spatial distributions of service outsourcing.Based on Dunning's theory of multinational companies and taking macro context and industry activities' characteristics into consideration,a theoretical framework of industry activities' locations has been built up in this paper.Nowadays,globalization context has to be considered to formulate firms' competitive strategy and characteristics of industry activities also influence firms' strategies as well as meanings of location advantages.Spatial patterns of industry activities then are the outcome of matching processes of firms' competitive strategies and location advantages.Finally,the theoretical frame of spatial patterns of industry activities is tested by service outsourcing in China.

Abstract:Previous research often regard outsourcing as a one-direction game led by developed countries.This paper presents a new pattern of outsourcing and a new approach of learning referred to as reverse outsourcing.Firms in low-wage countries are becoming project owners and firms in high-wage countries are vendors.Using the example of two Chinese auto manufacturers,Chery and Geely,as its basis of analysis,we describe the mechanism and motives of reverse outsourcing from perspectives of both South and North countries.We find that the market volume of less-developed countries(LDCs) and the fierce competition in LDC and DC markets are preconditions of reverse outsourcing.We also find that reverse outsourcing is a feasible strategy for LDC firms,and even for DC firms.
