Abstract:Using a data drawn from central and west China in 2008,in this article the decisive factors of the disabled why they work are studied.These factors including health condition and the male of the disabled,social security and the assets of family are the main factors determining the employment.With the method of Binary Logistic Regression,the paper discusses the factors which influence the male and famale,the urban and the rural area.Finally,some policy recommendation are proposed to promote the employment of the disabled in China,such as taking care of the famale and the disabled in the rural area.

Abstract:The results of Monitoring report on disabled people’s situation and well-off progress in China in 2013 showed that the living conditions of the disabled people improved obviously in 2013. Notablely, income and rehabilitation service coverage increased quickly; the well-off process of the disabled people continued to move forward. These implied the new results of promoting the construction of social security system and service system for the disabled and the new changes in speeding up the undertakings for the disabled people. This paper also proposed suggestions on how to accelerate comprehensively well-off society for the disabled people.

Abstract:From the development process of social security for the people with disabilities in China, we can see that a perfect of financial guarantee mechanism is very important.At present, social security for the people with disabilities in China is faced with some issues, such as the gap between the disable and the normal in social security is becoming larger, the conflicts in supply and demand of public finance, the low effectiveness of public finance.These issues need to be solve by increase financial input and regulating mechanism of the budget, legal mechanisms, equalization policy measures.

Abstract:This paper summarizes and analyzes the policies on disability prevention in China in recent 30 years by using problem-centered policy analysis model.The long-term object of the disability prevention policy was to carry out disability prevention systematically to decrease and control disability morbidity.But the intervention emphasis was different in different period.The campaign to prevent disability included perfecting the system of laws and regulations related to disability prevention,designing plans on disability prevention and carrying out disability prevention activities such as priority intervention.As a whole,the object of disability prevention policy is clear in China.However,there is still no national strategy and action plan in country level and many policy activities could not be implemented completely.The emphases of disability prevention policy designing in next step should be:to give priority to design and implement national disability prevention action plan,to promote the participation and collaboration between different government departments in the campaign against disability prevention,to summarize and popularize existing models and achievements,to enhance the priority intervention on disability among high-risk population.

Abstract:Education,health and labor capability of the disabled people are legged behind.And their average income is remarkable lower than national average;many of them are still in poverty.Families who have to burden medical care and rehabilitation costs for disabled family members see much slower income increasing pace.The disable people and their families are the main helping groups to fulfill doubling per capita income in the next 10 years.There are three priorities to improve their living conditions: firstly,basic living for 1.8 million disabled people in urban and rural China;secondly,improving social security and service systems for the disabled and promote undertakings for the disabled,in order to implement requirements of the 18th National Congress of the CPC;thirdly,enhancing their self-developing ability,promoting employment and social participation to improve their living conditions and fulfill comprehensive development.In details,more efforts should be done in improve social security,employment and poverty reduction,etc.

Abstract:In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.

Social work for the disabled intervenes with professional methods of "help people to help themselves", expands welfare projects of the disabled through professional techniques. It’s of great importance to social security and public service of the disabled. The social work for the disabled is a positive tool for expanding construction of two systems for the disabled and promoting undertakings for the disabled.

Abstract:Centered around the social status of and social policy related to disabled people in China, this paper aims to analyze the unfair treatment disabled people in China face. The research shows that because of bias against disabled people and the lack of facilities for them, disabled people in China do not have equal human rights. To improve this situation, developing countries like China should not only promote equal rights for disabled people but also rehabilitate disabled people's self-esteem. The government should also eradicate negative stereotypes, such as immoral people punished by the god, of disabled people by educating young children the cause of disability in school and the old in the communities. Finally, compared with Western countries, China needs to build more facilities for the disabled. Introduction

Abstract:This paper reviewed and introspected the current policies on disability prevention in China. It believed that the object of current disability prevention policies was clear, but systematic design was lacking to the overall strategy and measures for disability prevention. Additionally, the subject of liabilities for disability prevention was not clear, resulting in difficulty in implementation of these policies and plans. Despite many policies and plans were introduced by the government, few resource was allocated for their implementation. Systematic integration was needed although most of current policies and measures for disability prevention were effective. Then the paper proposed suggestions on China’s disability prevention at the next stage: subject of liabilities for disability prevention should be fixed; multi-department systematic work network for disability prevention should be established, comprehensive and intensive prevention, lifetime prevention and age-group intensive prevention should be insisted; the implementation link for disability prevention policies should be enhanced and new models for China’s disability prevention should be innovated.

Abstract:Along with economic and social development,social security services for the disabled should be transferred from type of relief,deficiency supply to welfare and inclusiveness.Based on basic needs of the disabled,the authors suggested that currently more efforts should be done in construction of living subsidy and caring subsidy mechanisms for the disabled.Then they discussed key links in mechanism designs. The paper raised some proposals based on previous analysis.It focused on function location,covering group and subsidy standards of subsidy system and established prediction models of receiving numbers and capital demand.It calculated data from Zhejiang Province as an example and provided operational references to government and related departments.

Abstract:Taiwan’s early law (1980) regarding disability presumed a medical model—i.e., seeing disability as an individual problem rather than a societal responsibility. Facing considerable discrimination and inspired by the social model embodied elsewhere, including in the United Nations Convention on the Rights of Persons with Disabilities (CRPD), citizen activists, including disabled persons organizations, have pressed for legislative reform. Following the earlier support of the administration of President Ma Ying-jeou for incorporation of the United Nations Human Rights Covenants into domestic law (owing to Taiwan’s being barred from formal accession), the Legislative Yuan in 2014 passed a bill designed to incorporate the CRPD into Republic of China (R.O.C) law. That measure not only retained all key provisions of the CRPD but also called on the Executive Yuan to conduct a comprehensive review of existing legal measures for compliance and pro-actively to engage persons with disabilities in implementing the new law, while also establishing innovative reporting and monitoring mechanisms intended to parallel the requirements of the CRPD. Much progress has been achieved but serious challenges remain regarding discrimination, especially with respect to employment and reasonable accommodations, while some scholars have questioned the suitability of a highly individual-focused rights-based model for Taiwanese society. Disabled persons organizations continue to play an active role both in policy and legal advocacy and in seeking to educate the public more broadly about disability.
A Research on Retirement Age Policy for People with Disabilities in China

Abstract:Based on data from 2007-2010 national disabled monitoring survey in China, this paper estimated life expectancy of people with disabilities from 2007 to 2010 and then explored the retirement age policy. By comparing their life expectancies with the statutory retirement age, this paper found out that pension drawing years for people with disabilities were less than 10 years, except for those with sight and hearing disabilities. It showed that the current retirement policy is unfair to persons with disabilities. According to supposition and calculation raised by this paper, it proposed suggestions on retirement age policy for the disabled.

Abstract:Based on the 2015 special survey data on disabled people's basic service condition and needs, this paper analyzed the basic service and needs of people with disability identification cards in Beijing. The result indicated that people with disability identification cards in Beijing enjoy a higher level of service of rehabilitation, assistive devices and care at home, the social security system has almost been completely implemented. People with different sex, age and residence, disability status demand strikingly different basic service utilization and needs. Based on the analysis, the paper proposes that further exploitation of special survey data should be conducted and more specific strategies should be taken to strengthen livelihood security and establish varieties of the units providing service for persons with disabilities.

Abstract:The poverty of persons with disability in China is the difficult problem to solve among the problems in the process of poverty reduction and alleviation to the poorest.The population of the poor persons with disability not only accounts for a large scale share but also the poor persons with disability suffer the most seriously from poverty.The present social security drives out the poor persons with disability,they cannot enjoy the social service from current social security system.In order to reduce the number of the poor persons with disability,we have to improve our social security system for the poor persons with disability,providing the most necessary social security,targeting to the poor persons with disability,which can be expected to elevate the poor persons with disability out of poverty.

Abstract:Examining 788 news articles in the People’s Daily from 2003 to 2013, this study explores basic trends in the representation of people with disabilities in an official newspaper in China. The study proposes that the portrayal of people with disabilities has increased because the living standards of people with disabilities in China have improved substantially and several significant events affecting people with disabilities took place during the decade under consideration. However, the results of content analysis did not support the general assumption of this study and show that the quantity of news coverage and the usages of the top three dominant news models and the top three major news sources did not increase significantly from year to year. The quantity of news articles and the usages of the top three dominant news models and the top three major news sources in 2009–2013 did not increase significantly compared with 2003–2007. The implications of the findings are discussed.

Abstract:Subsidies for persons with disabilities who have the unique physical and mental characteristics is an important part of the social security system.Based on reviewing the history and development of international subsidy systems,this study analyzed the real earnings of the persons with disabilities under the current subsidy system in China,and explored the challenges of supplying the subsidies for them,and gave the proposed tentative ideas on how the subsidy system should be designed and how to make it more operational,that is to enhance the sense of respect for the equality and dignity of persons with disabilities in the whole society;to establish a diversified tiered subsidy system in China;and finally as the principle of "stability" and "constant" to strengthen the stability and continuity of subsidies system.

Abstract:The social burden of disability increased rapidly was considered as the primary cause to promote the work of disability prevention as quickly as possible in China,while the development of modern medical science had made it possible to prevent and control the occurrence of most of the disabilities,which is the necessary condition to pursue disability prevention.Based on the systematic review of the main policies and interventions on disability prevention in recent decades,it summarized the effect acquired and the problems existed yet and deeply analyzed the new situation and policy development trend faced by disability prevention in China.Finally it put forwards four key points in next steps to develop the work of disability prevention,which were improving cognition,perfecting policies,strengthening intervention and intensifying support.
