Abstract:Objective To analyze the effect and the problems of the comprehensive application of quality management tools in order to improve nursing quality and ensure patient safety.Methods To summarize the implementation of Plan,Do,Check,Action(PDCA),quality control circle(QCC),root cause analysis(RCA),healthcare failure mode and effect analysis(HFMEA) in the nursing quality improvement.Aiming at problems arising in application process,the measures such as systematic training of quality management knowledge,case demonstration,standardized evaluation throughout the whole process,holding competition activities,inviting experts to give immediate guidance were applied.Results Among 1 798 PDCA and QCC programs,the result of 1 795 programs reached the target value,3 substandard programs reached the expected outcome finally after cause analysis,procedure break down and adjust of improvement contents.No nursing error or adverse events occurred.The indicators of nursing quality improved and patient satisfaction was 98.58％,which got the third position among all national hospitals.Conclusions The comprehensive application of four quality management tools was helpful in enhancing the effect of nursing quality improvement.
The Evaluation on the Inpatients Medical Quality of a Hospital from 2010 to 2015 with the Application of Three Kinds of Methods

Abstract:Objectives To evaluate the medical treatment quality of a hospital with the application of three kinds of comprehensive evaluation methods, compare the advantages and disadvantages, and provide the basis for hospital scientific decision-making.Methods We screened 5 indicators which were the number of discharged patients, rate of utilization of hospital beds, the average length of stay, mortality and average hospitalization expenses. The three methods including TOPSIS method, the comprehensive index method and rank sum ratio method analyzed in-patient medical quality from 2010 to 2015.Results The evaluation results of TOPSIS and comprehensive index method was that in-patient medical quality was increasing year by year from 2010 to 2015. The evaluation result of rank sum ratio method was that the year of 2015 was superior, the years of 2012, 2013 and 2014 are intermediate, the years of 2010 and 2011 were subordinates.Conclusions The results of TOPSIS method and comprehensive index method were consistent. RSR method was suitable for the classified comparison.

Abstract:Objective A comprehensive evaluation system for nursing management of the Hospital is established to evaluate the quality level of clinical nursing.Method According to the theory of three-dimensional quality structure, a comprehensive evaluation system for nursing management is established; the evaluation modules, entries and implementation plans and procedures are proposed through discussion; the effect is assessed according to its standard.Result Upon implementation of comprehensive evaluation of nursing management, there is an obvious increase of satisfaction of patients to nursing. Scores of 5 satisfaction entries including nurse operation, ward environment, civilized service, nurse response and health education are higher than these prior to implementation of comprehensive evaluation of nursing management. The difference is of statistical signiifcance (P <0.05). In the survey and appraisal among 51 Class 3A hospitals by the Ministry of Health in 2013, we topped the list in terms of satisfaction of patients to nursing. In evaluation of comprehensive nursing quality, 5 wards ranking the last places gained a great increase of the comprehensive scores. The difference is of statistical significance (P <0.05).Conclusion The implementation of comprehensive evaluation of nursing has an positive impact on department management and promotes improvement of nursing quality of the Hospital.

Abstract:Objective: The study is to investigate the methods of comprehensive performance evaluation adapting to the modern synthesize hospital. Method: According to the modern enterprise performance evaluation views, we design the related factors that affect the hospital performance results. Then we use five statistic methods to filtrate the more representative indexes. The weights of all the indexes were confirmed by objective and subjective weight analysis. After standardized all the indexes, we use 3 methods, Analytic Hierarchy Process, TOPSIS, Factor Analysis to evaluate comprehensive performance of these hospitals. Result: The screened evaluation indexes have the better representative, widely applied and dependent characteristics. The determined method of indexes weights coefficient has achieved the lowest error. The 3 evaluation models have acquired the basically consistent results and the results show that management performance of the hospital 2 was the best one. Conclusion: The established indexes system, weight coefficient, evaluation models and method may be applied.

Abstract:Comprehensive quality evaluation is the measure of the members' comprehensive ability and the premise and foundation of improving the team's operation efficiency. How to accurately obtain the comprehensive quality of members has been a widely concerned issue in the academic and application fields. Taking cooperative performance as the main observation index, this paper proposes a comprehensive quality evaluation model based on cooperative performance, and analyzes the characteristics and shortcomings of this model. In order to solve the problem that the solution cannot be guaranteed, the method of multi objective programming is applied to give the solution strategy based on the deviation variable. Finally, the feasibility and effectiveness of the model are analyzed with a case study. Theoretical analysis and example calculation show that the model has good interpretability and operability, which not only improves the existing evaluation methods to a certain extent, but also has wide application value in the fields of resource allocation, artificial intelligence and recommendation system.

Abstract:Objective Through the comparative study,we discovered the keys to medical service quality control,and identified science evidences of strengthening hospital's quality of care and enhancing its quality control in general.Methods The paper applied the KPIs for general hospitals' medical service quality in evaluating five general hospitals in 2009.Results The research found problems in each hospital respectively in their efficiency,business performance and quality.Conclusion The hospitals must pinpoint their own setbacks in quality control before their quality of care is enhance.

Abstract:Objective: Evaluating working status of the hospital with dynamic index. Method: Setting up the reference value of the dynamic index, control index by controlling graph. Result: Number of the vacant bed, the occupancy ratio of the bed, average inpatient day have the periodical change, one week is a cycle. Surgical department is impacted by holidays greatly. Conclusion: Dynamic index controlling is beneficial for taking the active precautions. Dynamic index based on disease variety has significance on controlling.

Abstract:Objective To explore the evaluation methods of social responsibility of public medical institutions.Methods Applying Rank Sum Ratio,TOPSIS method and efficacy coefficient method to analyze the social responsibility of 10 public medical institutions in a city,and using 18 indicators covering 4 dimensions of fairness and accessibility,appropriateness,quality and efficiency to test the consistency of the results of 3 methods by Kendall's W collaborative coefficient test.Results 3 methods are applicable to the evaluation of social responsibility of public medical institutions,Kendall's W collaborative coefficient test shows that the results of 3 methods have a strong consistency.Conclusion 3 methods have their own advantages and disadvantages.Multiple methods could be used in the evaluation of social responsibility of public medical institution.The availability of data has become a constraining factor of the evaluation of social responsibility of public institutions.

Abstract:It is the key to solve the problem of TCM efficiency that exploring some international methods of Clinical Therapeutic Effect Evaluation.There is a causal inference relation between the dialectical treatment and the clinical outcome in the clinical therapeutic effect evaluation.However,at prsent most of the statistical method is available only to relevant research,the correlation among things which is gained from the statistics is often explanaed as a wrong causal relation.Recently,causal inference has paid more attention to statistics,epidemiology and data mining.Its two models:counterfactual models and Bayesian network have been found increasing application in the study of TCM.In this article,author analyze the principles and methods of building a counterfactual models and the Bayesian network,and discuss the application of the two models in traditional Chinese medicine clinical therapeutic effect evaluation.

Abstract:Traditional hospital performance management focuses on the number of jobs and economic benefits,and lacks effective assessment of the difficult degree and technical level of clinical work.DRGs implementation provides possibilities for the assessment.Peking University Third Hospital,combined with 16 hospitals,actively studies related measures about the length of stay,and explores the use of difficult coefficient measuring clinical work.The results showed that all project hospitals pay attention to the evaluation of difficult degree.Difficut coefficient method based on DRGs used in several ways achieves better results,with the popularization and application value.

Abstract:Purpose) Constructing a scientific and reasonable performance evaluation index system for the public hospital and providing a representative, objective, operable evaluation tool, which is helpful to guide them return to the position of the public welfare and sociality. (Methods) Using the expert contrast sorting method, in order to ensure that the evaluation index of the screening is scientific, practical and operable, this research carried out 2 rounds of expert consultation. Inviting 10 experts to propose suitability feedback on public hospitals performance evaluation index for the first round, including 3 hospital management experts, 2 statistics experts and 5 economic experts. Scoring and ranking the index elements according to the degree of importance, using mathematical method to calculate the proportion of each index. (Results) The evaluat ion index system of public hospital includes 3 primary indicator items (business level, operation status and patient's satisfaction) and 32 two class indicators. The calculation of specific gravity is objective and accurate. (Conclusion)The constructed public hospital performance evaluation index system is combined comprehensiveness with innovation. It is important and comprehensive, It shows the modern teaching philosophy and in line with the requirements of the evaluation of public hospital. It can reflect the objective level of the public hospital fully and objectively. In the 2000 World Health report, WHO proposed the concept of health performance system to evaluate the performance of the health system by the health outcomes, reactivity and equity finance. WHO also pointed out the government should evaluate the existing health system performance and find the problems and discuss how to make health system to be used to maximum effect. Adhere to the scientific development concept as a guide, focusing on the needs of the overall construction of the hospital , holding the objective law of the development of hospital seriously and further enriches the connotation of development. Innovate the evaluation system of public hospitals performance is an effective measure to solve the problems. For example, it's too hard and too expensive to see a doctor. The existed evaluation system for public hospitals is focused on economic management. It's too far from meeting the requirements of government supervision and evaluation of public hospitals. It is not in line with the requirements of scientific development concept. Therefore, restudying and establishing a scientific and reasonable performance evaluation index system of public hospitals is helpful to guide hospitals to return to a public welfare and social position.

Abstract:Objective To provide the basis for the administration's identifying of the weak links in nursing and thus improving the nursing quality, by evaluating PICC nursing quality. Methods 100 cancer patients offered PICC nursing were divided, according to the floor of the wards they stayed, into Group 1 and Group 2, each with 50 cases. By means of the self-designed questionnaire, which consists of four parts (nursing outlook, proficiency in basic PICC nursing, PICC emergency nursing skills and effect of PICC application), a survey was made with the subjects of this study. With the employment of Fuzzy Comprehensive Evaluation, the factor aggregate, grade factor aggregate were determined and the evaluation matrix was built. Then the K value was calculated by adding the grade scores for each of the items assessed after compound calculations, with the K value as the reference against which the overall nursing quality was ranked. Results The K value for Group 1 registered 4.130, the K value for Group 2 was 4.094, with the PICC nursing quality both between fairly good and very good. However, the overall nursing quality of Group 1 was on the whole better than that of Group 2. Conclusion Fuzzy Comprehensive Evaluation, which ensures, through subordinateness degree, quantification of indexes hard to quantify, enables the management to grade the PICC nursing quality, and thus helps the management to arrive at a fair and objective assessment, analyze the weak links in the nursing population and thus formulate suitable training objective and contents.

Abstract:The "Peri-evaluation" hospital evaluation theory comes into being based on a review of the traditional hospital evaluation patterns in China, and the reference of advanced international experiences of hospital evaluation. This theory is already applied to the evaluation and care quality supervision of hospitals in Hainan, On such basis, a "third-party" hospital evaluation management mechanism and "Peri-evaluation" hospital evaluation pattern have been worked out Such mechanism and pattern will prove inspirational for the pending hospital evaluation in China.

Abstract:With the continuous deepening of public hospital reform and implementation of internal control systems in China, comprehensive evaluation of the implementation effect of internal control systems in public hospitals is gaining greater weight. To explore the comprehensive evaluation method for such aspect, the authors selected 31 indexes in 6 dimensions based on the analysis of evaluation indexes to construct a comprehensive evaluation index system. The Delphi method was used to determine the relative weight of each evaluation index, and a fuzzy comprehensive evaluation model for the implementation effect of the internal control system in public hospitals was constructed. This paper conducted an application study on the comprehensive evaluation of the implementation effect of the internal control system in a hospital in Suzhou to verify the effectiveness of the model, and a comprehensive evaluation of the implementation effect of the internal control system in the public hospital was implemented. These efforts provided an effective management method for analysis of the implementation effect of the internal control system in public hospitals.

Abstract:The authors made a study on the evaluation of performance for a hospital by surveys on the spot and consultation with the experts. We took out one from the three hospitals in Grade 3, attached by Shanghai Medical University, and another one from the three hospitals in Grade 3 belonged to the Shanghai municipality and made a typical investigation. We chose 32 indexes from three aspects: the personnel level, management and satisfaction of the patients, with the consultations from the experts.
