Abstract:Absract: The development of ecological recycling agriculture is an effective way to adjust the structure of agricultural indus-try, break the bottleneck of resources and environment, and transform the mode of agricultural development. Abstract:Starting from the developing demand of coal industry,this paper firstly analyses the connotation and characteristics of coal circular economy.By adopting quantitative analysis,qualitative analysis,theory research and case study,this article starts from the theories on circular economy both at home and aboard,summarizes the practice and development models,and establishes the circular economy development model(including enterprise level model,eco-industry park level model,and society level model)industry of coal industry based on the reality of our country.Further more,a synthetical fuzzy evaluation model and index system is established based on four different circular economy phases,and applies them to the coal industry in Shanxi,which shows the application of circular economy development model and index system.Finally this paper goes on the discussion about how country to form a completed index system for coal industry to develop circular economy proposes the concrete suggestions and measures.

Abstract:The iron and steel industry is a resource and energy intensive industry; in China, it also produces high pollution and emissions. Therefore, the iron and steel industry in China is inevitably developing a circular economy. This study focuses on private steel enterprises in China, whose annual pig iron output comprised more than half the total national output of 2010. Firstly, this study provides a historical perspective on the circular economy mode inherent in this sector, explains how significant reductions in energy consumption and pollutant emissions have been realized, and offers guidance for future initiatives. Then, the states of various circular economy development pathways for the Wu’an Iron and Steel Group (WISG), a typical private steel enterprise based in North China, are examined as a case study. To assess the circular economy of the WISG, an evaluation system used by this industry to estimate circular economy performance—that is, a system that uses circular economy efficiency composite index (CEECI) values—is introduced. Our results indicate that the CEECI values of the WISG were 0.72 and 0.89 in 2007 and 2010, respectively, which were lower than those of the national large and medium-sized key iron and steel enterprises (NKISE) in China. Although the implementation of a circular economy has greatly enhanced the WISG with respect to reducing pollution, further measures, such as improving the utilization rates of coke oven gas, converter gas, and converter slag, as well as reducing sulfur dioxide emissions, are urgently required. The integration of these measures into the current circumstances is not only possible in the future but is inevitably essential to achieving sustainable development in the steel industry.

Abstract:Industrializing countries and post-industrializing countries are in different industrializing periods. Because of the variance of economic development, technology, integrity of regulation systems, public environmental consciousness, the two has many differences in terms of circular economy construction. The circular economy of post-industrializing countries is initiative, while circular economy of industrializing countries is passive. Although there are some similarities between the two, profits in industrializing countries are much less that their developed European counterparts. In reality, it's the government that takes the action of circular economy due to resource restriction, environment pollution and industrial upgrading pressure. This article suggests building a circular economy evaluation system in accordance with the characteristics of China. In addition, the author brings out a district circular economy evaluation system with a method of identifying the evaluating exponent.

Abstract:Based on synthetically analyzing,the development strategy of circular economy for China's coal industry is put forward as follows:①to research,develop and spread advanced technologies,such as the clean mining technology,advanced technology for generating electricity using the high efficient desulphurization technology,etc.;②discarding the conventional narrow conception of resource,under the instruction of industrial ecology idea,to strengthen the reuse the outgrowths;③to lengthen the property chain to increase the additional value of coal product;④to couple the coal industry with the other industries,such as electric power industry and chemistry industry,etc.,to increase the efficiency of resources;developing energy saving technologies for the reduction of energy consumption;⑤to adjust the industrial structure and policy.Some advice for the policy is also suggested.

Abstract:It is difficult to realize the transformation from traditional economy industrial system to circular economy industrial system. Regarding primary raw materials as the indicators, the industrial system has been specified according to the divergence among the indicators and the circular utilization modes. In comparison with the association among industrial systems, the relationship among industrial sub-systems is named as industrial cross-linking in this paper. The industrial system which could completely utilize and recycle the indicators should be increased and strengthened, and the circular economy industrial system with complete industrial association and industrial cross-linking should also be constructed. Taking the development of circular agricultural system basing on the traditional agricultural system as an example, the traditional agricultural products are regarded as the indicators which have been divided into foodstuff and crop straws which are used to produce food and articles for use, like fertilizer, energy and papers etc. The way to construct the circular agricultural industrial system is to increase the industrial systems that could utilize the products generated from crop straws, feces and other castoffs and transform the wastewater and other trucks into environmental friendly products. It has also been pointed out that the construction of circular economy industrial system is conducive to the foundation of circular industrial economics and the establishment of the construction layout of circular economy and the application schemes. Suggestions to the theoretical and practical work of the next step have also been brought forward in this paper.
The Development And Improvement Of The Coal Chemical Circular Economy System In China: A Case Study

Abstract:Circular economy plays an essential and useful role in China in considering economic and ecological sustainability. Individual firms, as the primary implements of a circular economy, are facing many obstacles particularly regarding the resource efficiency. The study presents an analytical method to help decision makers better solve these problems and to guide resource-based chemical industries in sustainable development. First, this study describes the SFA of a selected coal chemistry firm and identifies the roles and correlations among relevant modules. Furthermore, by applying economic benefit assessment, key potential opportunities for improvement were identified. The results demonstrate that the economic benefit of coal chemical products presents a cascade as methanol > wash oil and asphalt blending component > crude benzene > thermal power product > coke. For the goal of improving resource efficiency of the whole system, materials shall flow to the product categories with high resource benefits. Thus, expanding the production capacity of methanol to make full use of the coke oven gas and establishing a utilization module of coal ash in consistence with the market needs can lead to a more sustainable system for the target company. The method proposed in this paper can be applied, duplicated, and spread not only within the coal chemical industry but also in other resource-based chemical industries.

Environmental Impact Assessment Review

Abstract:Circular economy (CE), distinguishing from the traditional linear developmental model, is a new mode which stresses recycling resources to save resources, protect environment and achieve economic development. Thus, many countries have made the development of circular economy as a strategy, since it has played an important role in adjusting the industrial structure, changing the way of economic growth, constructing ecological civilization and finally promoting sustainable development. However, to evaluate the level of CE development is rarely seen. China has experienced "11th Five Year" and "12th Five Year" to promote the development of circular economy through the whole country, and have made remarkable achievements. We assessed the circular economy development levels of 31 Chinese provincial regions in 2017 using data envelopment analysis (DEA) in this study. This analysis applied indicators which can well reflect the characteristics of circular economy. Results show that large differences still exist in the development level of circular economy in different regions. 23% of the provinces (e.g. Beijing, Shanghai, Tianjin) are relatively efficient. 70% of the regions being inefficient in scale efficiency show decreasing returns to scale. The overall efficiency of Inner Mongolia ranks last. In addition, this study finds the inhibitors of circular economy development according to the DEA results and proposed suggestions for establishing an effective mechanism to promote CE development. Overall, our research methods and findings may help China and other regions abroad measure the level of circular economy development and promote the development of circular economy

Abstract:In order to promote the environment-friendly and low-carbon transformation development of Chinese coking chemical industry,fundamental concept and principle of coking process engineering based on industrial practice are presented,with the goal of maximizing the process value,and taking the optimization of "Three-flow-one-process state"(material,energy and information flow and process state). as the measure. The 6-parameter evaluation system including transform degree,webbing degree,branching degree,sequential degree,cleaning degree,and intelligence degree is specifically proposed,and it is discussed and analyzed through different industry examples. The coking process engineering provides practical and feasible method reference for sustainable development of traditional coking chemical.

Abstract:Eco-Industrial Park is a kind of important carrier of circular economy.Appraising exactly eco-efficiency of Eco-Industrial Park has an important significance for the development of Eco-Industrial Park in China.Based on the theory of eco-efficiency,industry ecology and Standard for Sector-integrate Eco-industrial Parks(On trial),the paper proposed the circular economy indictor system.The evaluation method of main components analysis was put forward aiming at present assessment of eco-efficiency,and through case study of three industry gardens that were Suzhou National New & Hi-Tech Industrial Development Zone(SND),Suzhou Industrial Park eco-industry park(SIP) and Wuxi New District eco-industry park(WND).Three main components which had maximal influence on eco-efficiency in sample index were got as well as grade and total grade of main in samples.The results showed that eco-efficiency of SIP was the highest in the three parks and that of SND was the lowest.According to the evaluation results of different components,the weak links are identified respectively.In addition,application and advantage of main components analysis used in eco-efficiency of eco-industry symbiosis system were explained thoroughly.

Abstract:This paper establish the evaluation index system of development levels of forestry circular economy,according to the3Rprinciple of forestry circular economy and the actual development situation of forestry circular economy in Heilongjiang.And using the method of principal component analysis,on the basis of the Heilongjiang province 2001 to 2011 index data,this paper comprehensively analyses the overall development tendency of forestry circular economy in Heilongjiang province,and from aspects of resource consumption,resources recycling,social and economic development,ecological environment,this paper reviews the level of forestry circular economy development in each stage in Heilongjiang province,analyze the reason of achievement and existing problems in each stage.

Abstract:Core of circular economy is the circular flow of substances between industries or between industries and environment.Development of circular economy should rely on concrete sectors and enterprises.It is also important to clear the relations among substance circular utilizations and corresponding sectors.In order to differentiate relationships of traditional sectors,and to avoid the wrong way to guide circular economy establishment under traditional industrial theory,the article advances the concepts of industrial system and circular economy industrial system.The industrial system is what is integrated by connection and restriction tied by substance circular utilization.According to the flow mode of substance in environment-social system,the article divides circular economy industrial system into material sector,population sector and environmental sector.For the development of circular economy on the basis of traditional(linear) economic theory,it is necessary to standardize human behavior on ecological principle,and emphasize on strengthen environmental sector that regenerate and reuse wastes,as well as make it harmonize with the other two sectors.Industrial system is the development of industrial structure concept,and circular economy industrial system is the important content of circular economy theory and practices.The emphasis of circular economy establishment is to construct circular economy theoretical system and constitute corresponding rules,laws and industrial policies.
Study on the establishment of air pollutant and carbon emission inventory and collaborative emission reduction potential of China's coking industry from 2012 to 2022

Abstract:Coking industry is usually regarded as a high pollution and high energy consumption industry. China is accelerating its efforts to reduce pollution and carbon emissions in the industrial sector, which has received little attention as the world's largest producer of coke. Therefore, in this study, the trend of air pollution and carbon emissions in China's coking industry and the path of coordinated emission reduction were studied. The results indicate that the average annual emissions of PM, SO2, NOx, VOCs, and CO2 in China's coking industry from 2012 to 2022 amount to 205.98, 69.47, 193.45, 599.80 Gg and 191.10 Tg, respectively. The main sources of PM, SO2, NOx, VOCs and CO2 in coking industry were coal preparation (51.5 %), charge and pushing (39.5 %), coke oven gas (99.8 %), byproduct recovery (47.0 %) and fuel combustion (87.5 %). The emissions from coking plants in central and southern Shanxi, eastern and southern Hebei, and central Shandong are the most concentrated. Ultra-low emission transformation and deep treatment of VOCs have greatly reduced pollutant emissions in key areas of air pollutant control, but the actual emission reduction effect of these measures has been weakened by the additional emissions caused by the increase of coke production in other non-key areas. The research on synergetic emission reduction path shows that there is a great synergistic benefit between air pollutants and CO2 emission reduction in coking industry. It is estimated that the APeq (air pollutants and carbon equivalent) of China's coking industry in 2025, 2028 and 2030 will decrease by 38.2 %, 63.5 % and 70.8 % respectively compared with 2022. With the continuous promotion of pollution reduction and carbon reduction measures, the emission reduction potential of China's coking industry will gradually shift from key areas to non-key areas.

Abstract:The development actuality and policy of the steel industry in China have been analyzed in this paper.Taken the Sha-Steel Group for example, the authors analyzed the problem of the former production equipment,pollution control and the existing technological progress,and investigated the effective approach of energy saving & pollutant reduction in steel industry.Finally,the authors presented the construction mode of cyclic economy system in steel industry and the practice of Sha-Steel Group has been proved that this mode was effective.

Abstract:The change of industrial structure has a significant impact on energy consumption. The coordinated development between energy structure and industrial structure has a profound impact on the steady development of national economy and society. In this paper, focusing on the needs of industrial development layout and combining with the scenario of dual-carbon target constraint setting, a power-industry management analysis model is constructed, and a differentiated screening mechanism of industrial layout is realized under the three scenario Settings of dual-carbon target. According to the industrial development layout of Xinjiang, this paper studies the relationship between industrial development and energy and electricity consumption under different scenarios, selects the key industries according to the requirements of different scenarios, and carries out the scene comparison evaluation based on the industrial competitiveness evaluation. Finally, the paper puts forward specific suggestions from the perspectives of applying the coordinated layout of different scenes in stages, taking into account the coordination of regional layout, and striving for the practical linkage between industry and electric power.

Abstract:The circular economy is opposite to the linear economy which makes the high consumption, high discharg and low product since the industrialization.It advocates that we should develop the economy from the material circulation angle.It requests that we should develop with low resources,low environment consumption,high efficiency,and benefit from the environment with friendly way,maintaining the economy,the environment and society developing sustainable.The ecological industrial park of recycle economy is a network that consists of many enterprises and governor,in which material flows,energy flows and information flows exists.On the basis of understanding the explicit connotation of the ecological industrial park of recycle economy and referencing the ecological industrial park and methods of modeling for sustainable development at home and abroad,this paper puts forward with the constructing principles of the comprehensive evaluation index system of ecological industrial park of recycle economy,sets up the quality comprehensive evaluation index system.
