Abstract:Reflection & criticism is an important quality of research,and its nature is to reveal the problems,contradictions and false of the existing fact and to seek the alternative ways to solve the problem.Western public administration from its origin conducted a variety of reflection and criticism,and thus promoted its theoretical innovation and practical development in public administration.Chinese public administration was only developed for a short period,so both its theory and practice lacked a strong reflection and critical spirit.In order to achieve the leap development in public administration,we must conduct in-depth reflection and criticism in research contents,research methods and research fellows.

Abstract:The concept of "public administration"has its history of development. In late Middle Ages, vague sense of management appeared when people referred to the term as the management of public religious rituals or the management of schools. In early modern times, people gradually associated the word with gov-ernmental activities, tending to refer to it as the governmental activities after bourgeois revolutions to distinguish them from those in monarchy. Afterwards, with the separation of public domains from private domains, people adopted the term to distinguish govenmental management from that in business and social organizations. However, for a long period of time people failed to separate political management from administration, even including Wilson's dichotomy between politics and administration. In the 1950s, Waldo et al offered a modern delimitation of public administration. Actually, the term contains the logic of service administration. The discussion over it is bound to demand the negation of the administrative pattern in modern times.

Abstract:120 years ago,Woodrow Wilson published his paper The Study of Administration,which indicated the birth of public administration and was also the inevitable result of modern political development.During the theoretical and practical development of public adminstration in the 20th cemtury,the basic thinking in Wilson's paper is a primary theme for public administration.All the theoretical thinking and practical arrangements about public administration should be considered under the framework of politics/administration dichotomy.However,Wilson's effort stands for the political civilization in industrial society.When we walk towards post-industrial society,a new theory and its practice about public administration also begins to embrace its new era.

Abstract:The rising of administrative theory has extended the analytical structure of relation between a country and its citizen society. It goes beyond the traditional confrontation between liberalism and statism and noticeably shows willingness and feasibility of realizing positive-sum game relation between a country and its citizen. It is a new example and mode of the relation between a country and its citizen society. However, administration also has the time of losing its effectiveness and failing in setting up as an example. Deep research on administration is in urgent need.

Abstract:The intellectual history of public administration has never had a shortage of debate about research methods and the spirit of the discipline,and such debates are the response and responsibility of the public administration scholars to their era.Public Administration scholarship in China,in order to make a contribution to an historic period of major social change,needs to consciously examine the discipline of study,to reflect,to criticize and then to construct,the knowledge system and study path of Chinese Public Administration.Chinese Public Administration is a study "about China",therefore,it must reflect characteristics of "Chineseness".Chinese Public Administration also needs to increase its "publicness",which is the core attribute of the discipline,so as to meet the needs of modern nation-building.Furthermore,Chinese Public Administration needs to seek,to understand and to construct within a knowledge acquiring path "as an insider",and enter the Chinese context in order to capture real problems.As a result of these reforms,Chinese Public administration scholars will realize the value of striving toward an ideal that leads to a good system,good governance,and a great country.

Abstract:A constructive reflection is indispensible for the development and perfection of a discipline. The Chinese Mainland's Public Administration education has lasted 21 years since 1986, and a brief review of its gains and losses is necessary for such kind of reflection. The public Administration education in Mainland China has formed an integrated system and has expanded quickly. This is a good trend, but it also has several problems: its discipline status is still undetermined, the orientation and focus of its training system is unclear, and the knowledge levels and the relations between the disciplines involved are unclear. What's more, it has not satisfactorily resolved the conflict between internationalization and localization. These problems have a direct effect on the development of Chinese Mainland's Public Administration.

Abstract:Public Administration is a field of interdisciplinary studies with a common core. Many public administration theories co-exist. Among them, the most influential is a set of reform theories started in the 1970's and 1980's and continued into our current time. These theories are all related to the theory of public choice that arose in the 1960's. They are known as new Public Management, New Public Administration, New Public Service, and New Governance, formulated on the basis of public choice theory, or on the basis of the criticisms of public choice, and are interrelated but not entirely the same, reflecting the tension and debate between different schools of thought. Their popularity has also waved into China and caused plenty of confusion. This paper traces the roots of these different schools of thought, identifies their unique features and their differences and similarities, and evaluates their practical impact. Also it discusses the implications of these theories and their implications for China's public administration practice.

Abstract:The administrative reforms named as New Public Management and New Public Service can be understood as an adjustment of bureaucratization caused by traditional public administration. Both reforms have led to the tendency of de-bureaucracy and followed up the readjustment of the holistic governance. The public administration reform in the West seems always making the balance between the two different directions. The inner confrontation of the bureaucracy makes it hard to approach such balance,but it does not prevent the progress made by each reform.

Abstract:The movement of new public administration is an attempt to modify the bureaucratic system through the operational model of marketing by means of management of private enterprises with the intention of making the reformed bureaucratic system meet the requirement and demand of modern economic and social development. The author points out that under circumstances of modern China, the objective of this reform should be set neither at just developing the bureaucratic system nor at simply abandoning it.Besides, the administrative reform should not merely be conducted at the organizational and administrative level.It should be extended to such areas as politics, and social economic issues.

Abstract:There are the five following debates on Chinese public administration reform,that are the deconstruction of the bureaucratic system or the constuction of the bureaucracy,the market-oriented or public-oriented of the re-form direction,the centralization or decentralization of the reform tendency,taking the administrative system or the political system as the breakthrought,incremental or radical of the reform path.The process of Chinese public ad-ministration reform is a dual process of both deconstruction and construction of the bureaucracy,and a process of market-oriented and public-oriented coexistence.The centralization or decentralization should be determined by the maturity of the local government.The reform will inevitably involve in the politics,the ruled by law.The process of reform should follow the limited radical way.

Abstract:Taking an ecological approach, this article examines the resumption, formation, and development of public administration (PA) as a discipline in China. Through content analysis and process tracing, we argue that the social contexts during China's transition period and existing knowledge, both endogenous and exogenous, are major forces shaping the nature of the discipline and pushing its development. We also point out that Chinese PA now is facing challenges, calling for deeper localization and closer integration into global scholarship.

Abstract:The main content of Confucian political civilization contained “the rule of virtue and benevolent government”thought,“people-oriented”core idea, and the theory system of “law and moral equally used”. Confucian political civilization had both negative and positive impacts on public administration spirit in contemporary China. To cultivate the spirit of public administration, we need to discard the dross and select the essence. Abstract:There are three kinds of research orientations in Public Administration: the positivism research,the interpretation research as well as the criticism research,in which positivism once occupied the dominant position. Some western scholars appraised the present research situation of Public Administration by the positivism standards,and then some other scholars launched the critiques because they thought that all different research orientations had their own values and we could not use the mainstream standards of social science to appraise the interpretation research and criticism research, which had initiated to the present research situation of western Public Administration. The research methods of Chinese Public Administration have such problems as the serious tendency of theory divorcing from practice,the non-rigorous research method and the low research quality. The paper proposes some countermeasures to improve Chinese Public Administration research on the basic of comparative analysis, emphasizing that we must pay more attention to different developing stages of Chinese and Western Public Administration.
