Abstract:A governmental reform movement named New Public Management (NPM) has arisen in western countries since late 1970s. The primary doctrine of NPM is transferring the governance model from traditional Weberian bureaucracy to the market-based model. NPM insists that market mechanisms and business management tools and techniques should be given full play to realize the economic rationality in public sector. As many scholars have pointed out, the doctrines of NPM movement root in economics, especially in Public Choice Theory and New Institution Economics. This paper focuses on the intellectual bases of NPM and the implications of the economic postulate and methods in NPM study.It is deemed that the primary influence of economics on NPM is to replace the political postulate of human nature with the homo economicus postulate. Such a transformation has resulted in a radical change in the focus of public administration i.e., from constraint to incentive. The homo economicus postulate sets a vigorous foundation for market-based governance model. It offers us a distinctive perspective to analyze the behavior of bureaucrats and the production and delivery of public services, as against the traditional prescriptions. Public Choice Theory, Principal-Agent Theory and Transaction Cost Theory play an important role in the NPM movement prevailing in New Zealand, Australia and Britain. To a great extent, they contribute to the design and adoption of NPM measures in these countries. An analysis of governmental failure discovers the root causes of inefficiency inherent in bureaucracy, pointing out that the bureaucratic monopoly in the public services leads inevitably to inefficiency and unaccountability. And these theories contend that the mechanisms of market or quasi-market should be introduced in the public sector, with the help of competition to advance 3E (economy, efficiency and effectiveness).It is suggested that economics have three important implications to the study of NPM. Firstly, economics, as a mature social science compared with Public Administration, can establish a strong intellectual basis for NPM to evolve into an integrated theory. Secondly, the interdisciplinary research provides a distinctive perspective into Public Administration, enriching the research methodology and content. Finally, economics offers insight in evaluating NPM.
