Abstract:On the media system technology and media relations,both technique determinism and policy determinism are one-sided.With the evolution of media technology,media policy would be adjusted.The development of new media forms has exacerbated competition among the media,becoming one of the driving forces for media system changes.The emergence of new media has caused tremendous changes in communication channels,the main transmission,dissemination and communication functions,which can also affect the media’s institutional arrangements.With the development of new media technology,both international and domestic systems of comparison and exchanges become more visible and rapid,and its spillover effect will also affect the media system changes.In the long run,people have every reason to be optimistic about the relationship between new media technology and democracy.However,media technology itself is neutral,it can not decide or delay media policies.The key to this technology is its belonging.

Abstract:The emergence of new information and communication technologies and new social communication practices has called for the transformation of communication studies.Communication researchers have been asking a number of questions:Can the new information and communication technologies lead to a paradigm shift in communication theories?Are classic communication theories still applicable to the new media environment?What are the new research questions that emerge in the new media age?What are the interactions between the new information and communication technologies and new media research?How do the new media studies transform the current communication research?How should Chinese new media research be developed under the background of globalization and unique context of Chinese society and culture ? Based on the review of previous research,this study analyzes three approaches to new media studies,namely social scientific,critical,and interpretive paradigms,and reveals three findings.First,it is the changing communication activities and practices in which people engage that lead to the changing views of communication,such as a shift from″media-audience″study to ″new media-user″study.Moreover,the development of new media industry not only generates new research objects and theories,but offers new perspectives and methods to test classic theories.Second,in examining the relationship between new media technologies and social change,this study concludes that technological determinism is usually a dominant paradigm in the early phase of new media technologies.As these new technologies diffuse,researchers will turn to a social shaping perspective that focuses on how new media technologies are shaped by various social forces on the one hand,and are shaping social life in socio-historical contexts on the other.Third,the emergence of new media events has become a unique and influential communication phenomenon that attracts the attention of a large number of Chinese communication researchers.Nevertheless,most of these studies are case studies and are limited to the application of western theories to the Chinese society,thus failing to provide any insight into the communication mechanism in the Chinese new media environment.Against such a backdrop,this study suggests apossible direction for Chinese scholars to facilitate a″cultural shift″of new media research,to adopt the″thick description″method of cultural sociology to reveal the specific implications of new media events,and to uncover the socio-psychological consequences of these events and their associated social factors in the Chinese context.The goal is to highlight the interplay of different social forces in new media studies in transitional China.Meanwhile,scholars should take advantage of new media technologies to develop new research methods and procedures,to explore unique research questions in the Chinese social and cultural context,and to generate new theories that can facilitate the development of communication research.

Abstract:From the 1950s to the present,China's media have experienced three historical evolution stages: from the 1950s to the late 1970s,it was the state administrative facilities stage under the system of planned economy;from 1979 to 1992,it was the two-track stage of "the institution with business management" under the condition of planned market economy;the third stage was the industrialized development stage under the system of market economy.During the evolution of the three stages,media gradually changed its roles: from single function to multi function,from spreader-based to audience-based,from publicity-based to news-based,from merely considering the journalism cause as the ideological superstructure to admitting the industrial nature of journalism and introducing market mechanism into publicity circle.China's media industry has shown the trend of prosperity in the reform of market economy.However,we must be alert to the fact that the weakening of humanist spirit has become apparent in media.In the 21st century and a rather long historical period in the future,the guarding and promotion of humanist spirit is sure to become the basic direction of the core cultural construction of human society,and news media plays an important role in this regard.

Abstract:This study analyses the evolving means of China's formal language policy on Putonghua and minority languages from 1986 to 2021. This paper identifies four stages based on the shifting focus between Putonghua and minority languages: status planning of the central government (1986-1990), balance via bilingual policy (1991-2000), strong Putonghua spread at all levels (2001-2011), and Putonghua promotion and minority language preservation (2012-2021). Through descriptive and corpus analysis of a self-constructed language policy database, for each stage, we explore the major means stated in policy documents by analysing keywords to explain policy changes with consideration of social conditions. The results show that China has continuously adjusted its formal language policy according to social changes, and that language planning in this emerging economy has been profoundly influenced by national strategy and government administration.
Policy communication effect on social media: A case study of ‘Mass Entrepreneurship and Innovation’ policy

Abstract:This study focuses on the communication effect of policy on social media. We identify the underlying communication process and construct a communication effect evaluation framework, incorporating the following dimensions: interaction, emotion and attitude, theme, and innovation values. We conduct a case study of ‘Mass Entrepreneurship and Innovation policy’ in China via Sina Weibo. It was found that government units are the most important nodes in the communication and interaction network, although ordinary users are more active. While audiences’ themes of interest are included in the policy content, they are more concerned with policy practice rather than policy content. Audiences’ innovation and entrepreneurship value systems are in the initial stage of establishment. Additionally, college students from Fuzhou University are very active in the interaction on policy topics.

Abstract:Public diplomacy is one kind of foreign policy behaviour in the implementation of foreign policy through foreign publicity by a state government.In the past,the Chinese government didn't use the term of public diplomacy officially,but practiced it.The progress of Chinese public diplomacy practice can be divided into three stages,its goals and tasks were different at each stage.First,it publicized new China,and supported world revolution.Second,it enhanced reform and open to the outside world,safeguarded world peace.Third,refuted the idea that China was a threat,advocated peaceful development.To summarize,the idea of publicity was gradually abandoned,modern public diplomacy is accepted in the practice of China's public diplomacy.China should take measures to build an international image of cooperative,friendly and responsible country,in order to enhance peaceful development.

Abstract:Abstract The development of digital technology encourages culture to spread more inclusively and diversely around the world. On this basis, this article aims to reveal the changing trend and the dynamic mechanism behind Chinese cultural communication by studying the status quo of overseas communication in the media, education, and arts and the influence of Chinese culture in different regions. The research shows that the existence of cultural hegemony and unilateralism in Western countries and the incomplete of China's communication system have restricted the global communication of Chinese culture. Despite this, globalization and multi-polarization provide new external opportunities for Chinese cultural global communication. Also, the development of China's comprehensive strength and technology have laid the material foundation and broadened the channels for cultural communication. In the future, more revolutions in terms of cultural communication concepts, subjects, and matrices should be conducted to help Chinese culture be more widely recognized and accepted worldwide.

Abstract:Policy communication network structure can be taken as a result and as a target of policy communication on social media. This study explores the communication network of the Mass Entrepreneurship and Innovation policy on social media, using social network analysis, to investigate the relationships that were constructed as a result of policy-related interactions, through visual and quantitative means. The results revealed that the entire network structure comprised a relatively concentrated interactive group, some numerous scattered subgroups, and independent nodes, with policy audiences playing an integral and crucial role. In the core network structure, different user nodes had differential influences in the policy network structure. Nodes associated with government sectors and media played relatively important roles in expanding the scope of communication and displayed more advantages in deepening interaction. These findings have implications for the effective communication of policies. Measures should be adopted to avoid or minimize negative impacts in the policy communication on social media.

Abstract:This paper studies the crisis communication mechanism based on the evolutionary game theory. The crisis communication mechanism can be defined as ESS of the game between the government and the media. The multi-equilibriums of game between the government and the media result in the diversity of crisis communication mechanism, so that the efficiency differences of different mechanisms lead to the change of mechanism. And the convergence of the crisis communication mechanism will result in the stochastically stable equilibrium. Finally this paper puts forward the changing path of crisis communication mechanism to achieve the SSE.

Abstract:One can study communications by using Shannon's (1948) mathematical theory of communication. In social communications, however, the channels are not "fixed", but themselves subject to change. Communication systems change by communicating information to related communication systems; co-variation among systems if repeated over time, can lead to co-evolution. Conditions for stabilization of higher-order systems are specifiable: segmentation, stratification, differentiation, reflection, and self-organization can be distinguished in terms of developmental stages of increasingly complex networks. In addition to natural and cultural evolution, a condition for the artificial evolution of communication systems can be specified.
